2. Does NASA provide all necessary space for all employees on contract?
Yes, the Government will provide the necessary office space for contractor employees located at JSC as governed by the issued task order(s).
3. Can an offeror submit a full S&H Plan with their proposal and update sections within 15 days of contract start as specified in the RFP? (ie update those sections not required with the proposal within the 15 days)
No, please follow the instructions provided in both Table L-2, which is in Section L.2, and Section L.4(a) in the Final RFP for submitting the requested sections with the proposal. The Final RFP will contain the revised Table L-2, which is in Section L.2, to provide the specific sections of the Safety and Health Plan to be submitted with the proposal.
4. Fire protection and emergency preparedness is not included in the draft RFP. What contract mechanism will be used to ensure these critical requirements are met at JSC?
Fire Protection and Emergency Preparedness are not included in the Statement of Work for CSFO II. These services will be provided under other JSC contracts.
5. What is the timeframe for the contract and what other NASA center functions will it cover?
The period of performance includes a 30 day phase-in period and a 5 year base contract period.
The other NASA center functions as outlined in Section 10 of the Statement of Work, Special Projects, will be defined by NASA during contract administration and authorized by separate task orders.
6. Has NASA considered the risks of not having a contract in place to ensure performance of fire protection and emergency preparedness before CSFO contract end?
Yes.
7. Does NASA expect significant cost savings by moving fire protection and emergency preparedness requirements from CSFO II?
CSFO II does not include Fire Protection and Emergency Preparedness requirements. CSFO II is a new contract, with different requirements than the CSFO contract.
8. Will the fire protection and emergency preparedness requirements be added back to final RFP if NASA has not ensured requirements are captured in another contract?
See the response to Question 4.
9. Has NASA considered the ramifications and risks of moving the fire protection and emergency preparedness requirements away from S&MA based on previous NASA/JSC S&MA lessons learned?
Yes.
10. Why isn’t pressure systems included in CSFO II?
Pressure Systems services are being provided under the Safety and Mission Assurance Engineering Contract (SMAEC) and it successor contract (SMAEC II) and are not included in the CSFO II Statement of Work.
11. Please clarify the facilities square footage. In the DRFP it says 200 facilities and 3.3M ft2 – Mr Gremillion’s slide stated 220 facilities and 4.2M ft2. Which is more accurate?
Mr. Gremillion’s slide presented prior estimates. The more accurate number is 3.3M square feet with 205 facilities, which includes JSC, Sonny Carter Training Facility and Ellington Field.
12. Are DRDs 01 and 03 to be submitted for the whole contract or only for the sample task scope of work?
Yes, DRD 01 – Contract Management Plan and DRD 03 – Safety and Health Plan are to be submitted for the whole contract.
13. Do the DRDs 01 and 03 need to address the SSC technical scenario as well?
For the Stennis Space Center (SSC) Technical Scenario, DRDs 01 and 03 are to be used as a reference guide for developing the technical approach.
14. Please provide a list of the software systems and databases Mr. Perrin spoke about during his discussion on Slide 22. Please provide a brief description of the functions of each site or a reference link where we can research each one.
Please see the Section J attachment titled Government-Furnished Websites and Databases.
15. Slide 31 – Please explain what is meant by “the Government will provide safety and fire protection”.
In accordance with 1852.245-71 INSTALLATION—ACCOUNTABLE GOVERNMENT PROPERTY (JUN 2018) ALTERNATE I (JAN 2011) paragraph (c)(6) in Section G, the Government will provide safety and fire protection for Contractor personnel and facilities while in a Government-owned facility or on-site at no cost.
16. Can figures, charts, and graphics use 10 point font vs. 12 point font as long as clearly legible?
No, Section L clause, JSC 52.215-113 Proposal Formatting Instructions (AUG 2018) paragraph (a)(2): Text in diagrams, charts, tables, artwork, and photographs shall be no smaller than 12 point text size. Diagrams, charts, tables, artwork and photographs shall not be used to circumvent the text size limitations of the proposal.
17. On Slide 35, the riddle did not include the technical volume I. In your streamlined approach, if a proposal is deemed to be Technically “Acceptable”, is any further evaluation performed with regard to the effectiveness of the approach?
No further evaluation is performed with regards to the effectiveness of the approach.
If everything else is very close, will the value of the technical volume make a difference?
No. In Section M – Evaluation Factors for Award, clause JSC 52.215-122 paragraph (f): For those Offeror(s) who are determined to be “Acceptable” and “Potentially Acceptable” under the Technical Acceptability Factor, tradeoffs will be made between Past Performance and Cost/Price. Past Performance will be more important than Cost/Price.
18. Total cost proposed is for Task Order 1 only?
To clarify, there is no Task Order 1.
In Section M – Evaluation Factors for Award, Section M.3 – Cost Factor (Volume III), Proposed and Probable Cost/Price for Selection Purposes: The results of the Government's cost and price evaluation will be presented to the Source Selection Authority (SSA) for consideration in making the source selection decision. The proposed and probable costs of the IDIQ Sample Task Order (for entire 5 year period of performance) and proposed Phase-In price will be summed and presented to the SSA for selection purposes.
19. Discrepancies between SLC on Excel and the L-4 table.
The labor categories provided in the Government Resources Estimate (GRE), which is Attachment L-4, is based on the current CSFO contract. The labor categories in the Excel spreadsheet are the labor categories for CSFO II.
20. If 100% incumbent is hired with 100% paying, it will be the same rate?
For any SLC, where 100% of the incumbent's employees are retained, and where 100% of the retained employees are paid at the incumbent's labor rate, then the composite direct labor rate to be proposed (as calculated in the Incumbency Retention and Pay (IRAP) template), will be the same as the incumbent's labor rates (please refer to the CSFO II Technical Library). This composite direct labor rate includes the prime contractor and subcontractor(s). However, the fully burdened labor rates will vary by offeror depending on their overhead and fee structure.
21. If you add SLCs beyond those given in the pricing template (ie rows), do the formulas automatically adjust in the extra rows/SLCs?
Yes, but it is the offeror’s responsibility to ensure that all calculations and rows are captured in the totals.
22. Will there be an opportunity to ask questions once the RFP is issued?
Yes, there will be a due date for the submission of questions in response to the Final RFP, as defined in JSC 52.215-124 COMMUNICATIONS REGARDING THIS SOLICITATION (AUG 2018).

Also, the Technical Library can be accessed through the CSFO II Procurement Website under Revised Technical Library Links and Documents (which is linked to the FBO.org)
42. DRFP Table 2 – Qualifications and Certifications Required: Table 2 only lists four LCATs’ qualifications and certifications. Can the Government please clarify if there are varying degrees of qualifications and certifications for each level of each LCAT? And if so, please update Table 2 to reflect these variations.
See the above response to Question 40.
43. DRFP Past Performance Information: “Provide information from organizations and companies for the Program Manager who has previously performed work, in order for the Government to obtain appraisals of past performance via the Program Manager Resume in Attachment L-5.
References with Government contracts are preferred, but not required. A Program Manager with no past performance experience shall so state.”
This section states that references must be provided for the proposed Program Manager, but not PPQs. Can the Government please confirm that reference information only is required, or state that PPQs are also required for the Program Manager?
Paragraph (h), page L-23 specifies “In addition to the information above, Offerors, any major subcontractors, as defined above, the proposed program manager, and any other organizational entity (parent or affiliated company, division(s), business units, or segments of your company, which is considered to provide meaningful involvement in contract performance, shall each submit the Past Performance Questionnaire, Attachment L-5, to all of the point of contact references”
44. Technical Library Documents: It appears that several of the documents listed within the Technical Library are unable to be accessed unless within a NASA Firewall. Can the Government please provide PDF files or working links for, and instructions on how to access each of files within the technical library?
The technical library documents are located at FBO.org and are linked to FBO.org through the CSFO II Procurement Website.
45. Attachment J-9 INSTALLATION ACCOUNTABLE GOVERNMENT PROPERTY: The asset table lists only one printer and two display units. Due to the limited number of government property assets listed within J-9, will the Government consider removing the requirement for a Government Property Management Plan (J-2 DRD 15 PMP and Attachment J-10)?
See the above response to Question 15. Attachment J-10, Government Property Management Plan, will be removed from the Final RFP.
46. Page B-2 refers to a maximum fee. What is the maximum fee rate allowed under this contract?
The maximum fee rate is the fee rate that the offeror provides in their submitted proposal or negotiated for the individual cost reimbursement task orders during contract performance. Per FAR 15.404(c)(4)(i)(C): For other cost-plus-fixed-fee contracts, the fee shall not exceed 10 percent of the contract’s estimated cost, excluding fee.
47. Please verify that the Program Manager is the only Exempt LC –
The Program Manager is not the only exempt labor category. Offerors may propose additional labor categories.
The Final RFP will include the following revised CSFO II Non-Exempt Labor Categories Mapped to DOL Labor Categories table on Page J-80:
CSFO II SLC DOL WD Categories Secretary III Secretary III – 01313
The Final RFP will include the revised Section J-13, Standard Labor Categories to provide the qualifications for the Data Analyst I: An associate’s degree in a computer-related field plus 5 additional years of computer database experience.
48. The technical Library pricing data shows 18.42 WYE for CSFO I and the DRFP shows 23.5 WYE for year 1 TO - Table L1. Please verify this is correct considering the decreased scope for CSFO
II.
The technical library pricing data will be revised to reflect the labor rate ranges and seniority levels. The Final RFP will be revised to reflect CSFO II requirements.
49. Page C-7, Test Safety Officers – Qualification. As written “Trained in general test safety “and “in specific test operations they will monitor“ seems to imply that the proposed person(s) must already have experience in the specific JSC tests they will be monitoring. Does that mean that only an incumbent person can qualify? Please clarify.
No. Incumbent or proposed Test Safety Officers shall have this certification or a plan to obtain this certification prior to contract start.
50. Please clarify that there are no union personnel required in order to accomplish the SOW
No, there are no union personnel required in order to accomplish the SOW.
51. Page L-41, courses listed to be delivered- are the course materials for these 6 courses existing and just need to be taught or do the course materials need to be developed under this contract?
The course materials for these 6 courses exist and do not need to be developed.
52. Page L-56, Table L.1 – please clarify the differences in labor categories in Table L.1 vs the labor categories given in Table B-1 on page B-2.
The Final RFP will include a revised Table B-1 and revised Attachment J-13 to include the Business Support Specialist and revised Table L-1 for the Secretary III.
53. Cover letter - The cover states that Section M Evaluation Criteria in the DRFP is “pre-decisional, notional information and that the official evaluation criteria will be stated in the Final RFP”. Evaluation Criteria can have an impact on teaming considerations. Would NASA issue the final Evaluation Criteria, Section M, as soon as it is available prior to issuance of the final RFP? This would help bidders to better prepare and to provide NASA with the best possible offer.
The Evaluation Criteria stated in Section M of the DRFP will not be changed in the Final RFP.
54. Who is responsible for any environmental permits and licenses? If we are, what are they and when do each expire?
JSC Environmental Office is responsible for any environmental permits and licenses.
55. File: Cover Letter Section: 4th paragraph Page Number: Page 2
What it States: “CSFO II has been assigned the NAICS code 541330 (with the military and aerospace equipment exception)” Question: The noted exception in the cover letter to this NAICS code results in a $38.5M size standard instead of $15M that is referenced in all other sections (i.e. Section K, page K-1).
Please clarify that the exception note in the cover letter is incorrect.
The military and aerospace equipment exception does not apply to CSFO II and will be changed in the Final RFP.
56. File: DRFP Section: Paragraph before Table B-1 Page Number: B-2 What it States: “The parties agree that the fully burdened labor rates established below shall not be subject to any equitable adjustment (upwards or downwards), regardless of actual rates incurred during contract performance.”
Question: Does this clause conflict with the contract type of Cost-Plus that allows the contractor to bill actual costs? If not, please clarify what is not allowed as an equitable adjustment versus what is allowed to adjust via cost-plus rules.
This clause does not conflict with the contract type of Cost-Plus as the fully burdened labor rates will be used to negotiate the cost/price of the task orders and to establish the fee pool.
Contractors will bill their actual rates; however, the fee pool will not be adjusted as a result of these actual rates.
57. File: DRFP Section: Table B-1 Fully Burdened Rate Table Page Number: B-2 Question: Although Overtime rates are calculated in the Pricing Workbook FBR tab, there are no overtime rate fields in the Model Contract Table B-1 to include these rates.
The Final RFP Cost/Pricing Workbook will not include overtime rates.
58. File: DRFP Section: 52.222-2 PAYMENT FOR OVERTIME PREMIUMS (JUL 1990) (a) Page Number: I-15 What it States: “The use of overtime is authorized under this contract if the overtime premium cost does not exceed ZERO or the overtime premium is paid for work— *Insert either “zero” or the dollar amount agreed to during negotiations.”
Question: There are Service Contract Act non-exempt personnel on this contract that, if overtime is required, are required to receive time and one-half pay for overtime hours. These rates are also calculated in Pricing Workbook FBR tab. Does the “ZERO” inserted in this clause conflict with the ability to comply with the SCA rule of paying time and one-half for non-exempt employees?
The Final RFP will state that overtime premium for non-exempt employees must comply with the Fair Labor Standards Act and the overtime premium for exempt employees is zero.
59. File: DRFP Section: Associate Contractor Agreements (ACA) #3 Page Number: H-6 What it States: “Due to the unique role of this contract for safety and fire protection system maintenance at JSC, ….”
Question: Since the fire protection system maintenance scope has been removed from this procurement statement of work, it should be removed as a unique role of this contract.
The Final RFP will include the revised Paragraph 3:
Given the unique role of this contract for safety and fire protection engineering at JSC, the Contractor will engage in cooperative relationships that facilitate effective management of overall center operations.
60. File: DRFP Section: Contract Management Plan (CMP) DRD 01 e) Page Number: J-8 What it States: “Describe the reporting responsibilities of the Program Manager to corporate management and the relationship between the Program Manager and the prime’s corporate management, as well as the management of any subcontractors, team members, of joint venture partners. Describe the overall authority of the Program Manager to make decisions independent of corporate management.”
Recommendation: e) is not required for the proposal submittal. However, we recommend that this section be included in the proposal submittal because of the importance for NASA to see how a new PM is going to manage the team, especially for a new team or new joint venture, and to understand their overall authority. NASA will then be able compare the PM’s role here with his/her experience in having done it before.
Paragraph (d) provides the management relationships between the Program Manager and NASA, including reporting relationships and all organizational elements. Paragraph (e) is not required for initial submission of DRD 01 – CMP as it provides the relationship between the Program Manager and corporate management.
61. File: DRFP Section: CMP DRD 01 r) Page Number: J-10 What it States: “Describe the system for planning, tracking, accumulating, and reporting contract costs and providing other financial support required to meet the budgeting, cost reporting, billing, and disclosure documents of the contract. Include any interrelationships with financial reporting requirements contained in DRD 02, Contractor Financial Management Report (533).”
Recommendation: r) is not required for the proposal submittal. However, we recommend that this section be included in the proposal submittal because of the importance for NASA to see proof of how the proposed team’s system(s) is(are) going to work to provide accurate and timely financial reporting, especially if it is a new system in an unproven joint venture.
Paragraph (r) is not required for initial submission of DRD 01 – CMP. As part of Responsibility Considerations in Volume IV, Offerors shall provide evidence of an adequate accounting system as determined by the Government for accumulating and reporting incurred costs.
62. File: DRFP Section: J-13 Standard Labor Categories Table Page Number: J-77 Question: The Technical Instructor description does not match the title. The description describes a coordinator role versus an instructor role. Also, the DOL mapping table on J-80 maps the position to DOL WD Technical Instructor – 15090 which describes an instructor role.
Please clarify whether J-77 should be an Instructor or Coordinator.
See the above response to Question 40.
63. File: DRFP Section: CSFO II Non-Exempt Labor Categories Mapped to DOL Labor Categories Page Number: J-80 What it States:
CSFO II SLC DOL WD Categories Secretary III Secretary III – 01313 Communications Specialist Scheduler, Maintenance – 01300 Safety Program Developer/Analyst Environmental Technician – 30090 Data Analyst I Data Entry Operator I – 01051 Technical Instructor Technical Instructor – 15090 Engineer – Safety Specialist III Engineering Technician V – 30085 Engineer – Safety Specialist II Engineering Technician IV – 30084 Engineer – Safety Specialist I Engineering Technician III – 30083 Fire Protection Engineer III Engineering Technician V – 30085 Fire Protection Engineer II Engineering Technician IV – 30084 Test Safety Engineer Engineering Technician V – 30085 Data Analyst II Data Entry Operator II - 01052
Question: This table appears to map ALL SLCs to DOL Wage Determination non-exempt positions. Whereas, most of the SLCs are Exempt positions. The only positions we believe should be mapped to the DOL WD in this table are:
Secretary III Technical Instructor Data Analyst I
Furthermore, based on the SLC titles and requirements of the positions in J-13 Table and SOW, we believe the Data Analyst I performs more than what it described in the Data Entry Operator I. A General Clerk III includes more of the duties, such as, “maintaining a wide variety of records (stored both manually and electronically); verifying statistical reports for accuracy and completeness; compiling information.”
Also, we do not believe the Data Analyst II is a non-exempt position due to the management responsibilities and educational and work experience required in J-13 Table.
Please see the above responses to Questions 40 and 47.
64. File: DRFP Section: JSC 52.215-108 Proposal Marking and Delivery Through Federal Business Opportunities (FBO) (Aug 2018) (c) Page Number: L-10 What it States: All proposal files may be compressed (zipped) into one file titled “80JSC019R0034_VENDORNAME.zip” or uploaded individually.
Question: Is there a file naming convention required or desired for the individual files that are included in the zip file or uploaded individually?
There is no file naming convention that is required; however, proposal file names should be easily identifiable based on volumes or content of the file.
65. File: DRFP Section: JSC 52.215-108 Proposal Marking and Delivery Through Federal Business Opportunities (FBO) (Aug 2018) (b) Page Number: L-9 What it States: FBO Electronic Submittal Question: Major subcontractors are typically required to submit their proprietary information (i.e. unsanitized cost proposal) directly to NASA. If this is the case, does the subcontractor submit it through FBO.gov also and is there a file naming convention that the subcontractor should use to help link their proposal documents to the prime submittal?
The subcontractor should submit their proprietary information through FBO.gov and the proposal file names should be easily identifiable based on volumes or content of the file per the instructions in the RFP. The information shall clearly be marked as proprietary.
66. File: DRFP Section: JSC 52.215-113 Proposal Formatting Instructions (Aug 2019) (b)(2), (4), (5) Page Number: L-17 What it States: Noted sections provide instructions for CD submittals.
Question: Please confirm that this is only an electronic submittal on FBO.gov and no CD or hardcopy proposals are required.
Electronic submittals only on FBO.gov; therefore CDs or hardcopy proposals are not required.
JSC 52.215-113 will be revised in the Final RFP to clarify that no CDs nor hardcopy proposals are required.
67. File: DRFP Section: L.4 (b) (a) Page Number: L-20 What it States: “The narrative discussion should include a schedule and critical path for the proposed effort.”
Question: Can you please clarify what is to be included in the “schedule and critical path” for the Sample Task Order which covers all SOW scope areas for a complete year? It seems that this would be a very lengthy schedule for the proposal submittal and that many of the activities supported are based on customer schedules that we are not privy to.
The Final RFP will include the following language for L.4(b)(a): The narrative discussion should include a notional schedule to identify the long lead items that drive the critical path for the proposed effort.
68. File: DRFP Section: 1852.215-81 Proposal Page Limitations (Apr 2015) Table Proposal Section IV:
Responsibility Considerations Page Number: L-6 What it States: Lists the following Proposal Subsections:
- Subcontracting Arrangement Information
- Organization Conflicts of Interest (OCI) Plan (DRD 04)
- Preaward Survey of Prospective Contractor Accounting System Checklist (if required) Attachment L-8
Conflicting Section File: DRFP Section: L.2 Proposal Arrangement, Page Limitations, Copies, and Due Dates; Table L-2; Vol. IV Responsibility Considerations Page Number: L-15 What it States: States that “Offerors shall arrange their proposals as set forth below in Table L-2.” For Vol IV, it lists:
- Subcontracting Arrangement Information
- Organization Conflicts of Interest (OCI) Plan (DRD 04)
- Preaward Survey of Prospective Contractor Accounting System Checklist (if required) Attachment L-8
- Government Property Management Plan DRD-15 Response to Provision L.10, “Government Property Management Information” (NFS 1852.245-80). Title the response “1852.245-80 Data.”
Conflicting Section File Name and/or Number: DRFP Section/Subsection Name and/or Number: L.7 Responsibility Considerations – Volume IV Page Number: L-33 – L-35 What it States: Requirement Sections are listed as:
A. Subcontracting Arrangement Information B. Organizational Conflict of Interest (OCI) Information C. Property Management Plan D. Business Systems E. Company Information F. Responsibility Information
Question: The three sections do not sync up. Table L-2 states that the Offeror “shall” arrange the proposal in the order of Table L-2, however, it does not sync up to the order of Section L.7 and is missing Sections D, E, and F. Also, it lists Government Property Management Plan, but Section L.7 states that it is not required for initial proposal submittal. Conversely, Section L.7 does not have any instructions for the inclusion of the Preaward Survey or the 1852.245-80 Data. Lastly, Table L-2 references Section L.10 for the 1852.245-80 clause, but there is no Section L.10 in the DRFP. It is located on page L-8. We suggest that these sections sync up in the order that the Government is expecting to see. Also, please confirm that the GPMP is not required at proposal submittal per Section L.7.
The Final RFP will not require submitting a Property Management Plan as part of the proposal and the following sections will be revised:
1852.215-81, Proposal Page Limitations, on Page L-6, will be revised as follows:
Volume IV: Responsibility Considerations:
- Subcontracting Arrangement Information: No page limit
- Organizational Conflicts of Interest (OCI) Information: DRD 04: No page limit
- Business Systems: Preaward Survey of Prospective Contractor Accounting System Checklist (if required) Attachment L-8: No page limit
- Company Information: No page limit
- Responsibility Information: No page limit
Table L-2: Overview of Proposal Volumes, Page Limitations, Copies, and Format, on Pages L-13 – L-15, will be revised for Volume IV as follows:
- Subcontracting Arrangement Information: No page limit
- Organizational Conflicts of Interest (OCI) Information: DRD 04: No page limit
- Business Systems: Preaward Survey of Prospective Contractor Accounting System Checklist (if required) Attachment L-8: No page limit
- Company Information: No page limit
- Responsibility Information: No page limit
Responsibility Considerations, Volume IV, on Pages L-33 – L-35 by deleting Section C, Property Management Plan and renumbering the sections as follows:
A. Subcontracting Arrangement Information B. Organizational Conflicts of Interest (OCI) Information C. Business Systems D. Company Information E. Responsibility Information
Responsibility Considerations, Volume IV, Section C, on Page L-34 as follows:
The offeror shall provide evidence of an adequate accounting system as determined by the Government for accumulating and reporting incurred costs by completing the “Pre-award Survey of Prospective Contractor Accounting System Checklist” found in Attachment L-8.
M.4 Responsibility Considerations (Volume IV), on Pages M-7 – M-8 by deleting Section C, Government Property Management Plan and renumber the sections as follows:
A. Subcontracting Arrangement Information B. Organizational Conflicts of Interest (OCI) Plan C. Accounting System Adequacy
69. File: DRFP Section: L.4 (b) (a) Technical Understanding of Requirements (Sample Task Order and Technical Scenario) Page Number: L-20
What it States: “The Offeror shall provide for the…Technical Scenario the information requested in the paragraphs below:
Section (a) narrative states to specifically address: technical approaches, assumptions, rationale, needed functions, schedule and critical path, risk process and specific risks.
Conflicting Section File: DRFP Section: Attachment L-2 Technical Scenario, Section 6 a. and b.
Page Number: L-48 What it States: Provide a Special Project support plan and a contingency Special Projects support plan that each include a. Develop Technical Scenario Project Management Plan (including 4 sub-elements) and b. Develop Safety Engineering Analyses (including 9 sub-elements).
Question: The two sections are two distinct lists of requirements in different formats. Is it the intent of the Government that the proposal response specifically have a format to address all of the Section L.4 requirements in addition to all of the L-48 Scenario requirements or should the proposal just answer the L-48 requirements?
The Final RFP will be revised to remove the reference to the Technical Scenario in Section L.4 (b): on Page L-20: The narrative discussion should include a schedule and critical path for the proposed effort. For the Sample Task Order, describe the processes used to accurately identify, monitor, and control technical risks. Identify those specific technical risks that should be addressed relative to performance of work under all applicable sections of the SOW and discuss plans to mitigate or accept each risk.
The proposal response should include all of the L-48 Technical Scenario requirements identified in Sections 6a. and 6b.
70. File: DRFP Section: L.4 (b) (b) Basis of Estimate (Sample Task Order and Technical Scenario) Page Number: L-20 What it States: This section provides a narrative of what is required in the proposal response BOE to include: rationale, WYEs/skill mix, estimation techniques, assumptions, etc. Also, to include new SLCs. Furthermore, for Sample Task Order only: Identify and estimate non-labor resource dollars. A narrative BOE shall be provided depicting a demonstrated understanding of the required non-labor resources required to satisfy the Sample Task Order.
Conflicting Section File: DRFP Section: Attachment L-2 Technical Scenario, Section 6 c.
Page Number: L-49 What it States: A cost analysis for labor and non-labor resources is not required for Technical Scenario. However, provide a description for your approach and method to provide for adequate labor to meet the testing program and identify any anticipated major non-labor resource requirements.
Question: The requirements in these two sections do not seem to be aligned. Section L.4 states that a full BOE for labor is required for the Technical Scenario but non-labor estimate is only for Sample Task Order. However, Technical Scenario states that a cost analysis is not required for labor but to include identified non-labor resources. Please clarify what is required.
The Final RFP will include the revised L.4: (2) Basis of Estimate (BOE):
Explain the BOE by providing supporting rationale for all labor resources (WYEs and skill mix) and non-labor resources proposed in response to the Sample Task Order.
71. File: DRFP Section: Table L-2 Page Number: L-13 Question: Model Contract is listed to be submitted in MS Word format however it is provided in pdf for DRFP. Is the RFP going to be provided in MS Word or is NASA expecting the contractor to convert the entire Model Contract from pdf to Word? Is the format going to be such that the offeror can type in the OFI fields? Also, an original signature is required for SF-
33. How is that to be handled with only an electronic submittal on fbo.gov?
The Final RFP will be provided in a Microsoft Word format.
The SF-33 can be electronically signed in Adobe pdf format or signed and scanned into a pdf document.
72. File: DRFP, Cost and Pricing Workbooks Sections:
Section L List of Attachments on page L-37 L.4 (b) (b) Basis of Estimate - Resources and TRST on page L-21 Attachment L-3, Technical Resources Summary Template (TRST) 52.215-20 (b) on page L-3
Question:
Section 52.215-20 (b) on page L-3 and the Section L List of Attachments on page L-37 call out Attachment L-3 – Technical Workbook and IDIQ Workbook. Please confirm this file is now called Cost and Pricing Workbooks.
L.4 (b) (b) BOE Resources and TRST bullets reference Attachment L-3, TRST. The TRST tab in the Cost and Pricing Workbooks is only a summary of WYE at that Task Order level. However, the TRT TO tab that is to roll up to the TRST requires WYE broken out at the .X SOW level. We believe that the BOE should be written at this level and that it should be the TRT TO that syncs to the BOE instead of just the rollup TRST tab that does not even distinguish at the SOW level.
Please confirm.
The Final RFP will include the revised name for Attachment L-3 to Cost and Pricing Workbook.
The BOE should be written at the Technical Resource Template (TRT) Task Order (TO) level.
73. File: Cost and Pricing Workbooks Section: TRT TO tab Question: There are 2 years provided in the TRT TO pricing workbook tab, however, the Task Order Period of Performance is only for 1 year.
The TRT TO is to be linked to the TRST tab which has 5 years. However, since the TRT TO is only for year 1, are TRST years 2-5 just copied from TRST year 1 or do we need to stack 5 years in the TRT TO tab with the same WYE for each year?
The TRT TO for the first year is not copied to years 2 – 5. Fully Burdened Labor Rates (FBLRs) for Years 2 – 5, which will be stacked, will have their own FBLR based on escalation and changes in the indirect rates.
74. File: Tech Library Price Table Section: Seniority Table Recommendation: We believe the seniority percentages reported include the SLCs that have been removed from the scope of this procurement. Since it is a significant piece that was removed, we believe updated percentages should be provided pertaining to the remaining staff; especially in the non-exempt category. Updated table:
Seniority Level Percent of WYEs Exempt Percent of WYEs Non-Exempt 0 to 5 years 10% 0% >5 years to 10 years 26% 0% >10 years to 15 years 32% 100% >15 years 31% 0% Total 100% 100%
The Technical Library Price Table will be revised and placed in the CSFO II Technical Library.
75. File: DRFP Sections:
Attachment L-4, Table L.1 CSFO II GRE on page L-56 Table B-1, Fully Burdened Rate Table on page B-2 Section J-13, Standard Labor Categories on page J-77 TRST and TRT TO Pricing Workbook tabs Remaining Pricing Workbook tabs Question: The SLCs do not align between these tables. Please see the attached SLC Table Comparison Excel file “Question 21 SLC Table Comparisons” that identifies the discrepancies within each of the tables with notes suggesting what needs to be corrected in each table to sync them up.
See the above response to Question 40. The Final RFP will include the following revised Table B- 1, revised Section J-13, revised Attachment L-4, and revised Cost and Pricing Workbook.
76. File: DRFP Section: Past Performance Sections (a) and (b) Page Number: L-22 What it States: (a) states to provide information from organizations and companies…that offeror’s team shall…submit up to six past contracts…
(b) states to provide information from organizations and companies for the Program Manager.
Question: Is it the intent of the Government for the offeror to provide PM contract references in the Section (d) format similar to how it is requested for the companies?
