Final RFP 80GSFC23R0009 RFI #6 (Q128)
Q128. Does “offeror” as used in the government response (below Q127 and govt. response) reflect the prime or is the government stating that LB subcontractors that exceed the threshold must complete those exhibits with SB goals? If no further subcontracting is planned by the significant LB subcontractors, do they still complete the exhibits? Look forward to receiving clarification.
Q127. Answer to Q51 states "Response: A proposed Significant Subcontractor or JV partner shall complete and submit Exhibits 2A, 2B, 2C, 2D, 2E, 2F, 2G, 2H, 3 through 14B”. Are Significant Subcontractors required to report Small Business Subcontracting goals? If not, will the Government remove Exhibits 13A, 13B, and 13C from the exhibits Significant Subcontractors are required to complete and submit?
Response: If the Significant Subcontractor(s) is /are other than a small business and their subcontract is over $750,000 the offeror will have to submit a subcontracting plan and complete Exhibits 13A-C.
Response: “The offeror” as used in response to Q127 refers to a significant subcontractor that is other than small business with a subcontract valued over $750,000. If a subcontractor is not other than small business and have a subcontract valued at over $750,000 they do not need submit a subcontracting plan or complete exhibits 13A-C.
