Final RFP WRC 80GSFC23R0009 RFI #1 (Q1 – Q15)
Q1. Section L Proposal Instructions, Exhibit 12, Section L 52.215-224(b)(20), and Section L 52.215-210(e)A.9, Exhibit 12, p. L-36, and p. L-20 Clarity, "In the Draft RFP the Cost Sheets contained Exhibits 12A and 12B to list fringe benefit information for exempt and non-exempt employees. In the Final RFP the Exhibits we consolidated down to one single Exhibit A12A, which only mentions exempt employees and not non-exempt. In the revised Final RFP Section L instructions for A.9 TCP the direction to classify employees as exempt and non-exempt was removed, while the requirement to identify employees as executive, administrative, or professional remains. While referencing only one Exhibit 12, the instructions still ask to submit one exhibit for exempt employees and one for non-exempt employees. In the Cost volume Section L instructions, Exhibit 12 references remove the distinction between exempt and non-exempt employees and reference just one exhibit submission for the requirement. Can the Government please confirm that with the consolidation of Draft RFP Cost Exhibits 12A and 12B to Final RFP Exhibit A12A that fringe benefit info is requested for exempt employees only, and not both exempt and non-exempt? Or do Offerors need to submit two versions of Exhibit A12A, one for exempt and one for non-exempt employees"
Response: Fringe benefit information is requested for exempt employees only. Language will be updated via amendment.
Q2. Section L Proposal Instructions Section L 52.215-224(b)(20) and Section L 52.215- 210(e)A.9p. L-36 and p. L-20 Clarity "In the Final RFP the Government removed NFS 1852.231- 71 and a guideline for which subcontractors were required to submit TCP info for the WRC proposal. In the Section L TCP instructions the government added the following requirements, ""The requirement also applies to each proposed subcontractor determined to be significant, in accordance with the definition for a significant subcontractor established in the Cost Volume instructions, and which provide at least 20% of the total estimated professional direct labor hours or work year equivalents (WYEs).""In the Cost volume Section L instructions, the Government states, ""the Offeror and all Significant and Non-Significant service subcontractors in accordance with FAR 52.222-46, Evaluation of Compensation Reasonableness for Professional Employees, shall provide a detailed list of their fringe benefits and company estimated cost per hour, along with an itemization of the benefits that require employee contributions and the amount of that contribution as a percentage of the total cost of the benefits."" Unlike NFS 1852.231-71, FAR 52.222-46 does not give a threshold for significant subcontracts to submit Compensation Plan information. Can the government confirm whether it is required that only subcontractors determined to be Significant via Cost Volume criteria and providing at least 20% of the total estimated professional direct labor hours or work year equivalents (WYEs) submit Exhibit A12A fringe benefit information, or do all Significant and Non-Significant service subcontractors need to submit Exhibit A12A info? "
Response: Only significant subcontractors as defined in the cost volume instructions need to submit Exhibit A12A information. Language will be updated accordingly via amendment.
Q3. Statement of Work SOW V.D.2 and Enclosure 2 RTO-RTO (Campaign and ELV) 7SEP2023 Final Clarity "In response to Draft RFP Q43 the Government stated, ""Air and sea surveillance ground based radars are owned or sub-contracted by the Government. The air and water vessels supporting the launches are to be provided by the WRC Contractor. These costs are not included in the (ODC) plug numbers as they are not included in the Core section of the contract"" The response is unclear. Are the costs for “the air and water vessels supporting the launches…to be provided by the WRC Contractor” included in the RTO Plug numbers for other ODC?"
Response: The air and water vessel supporting costs are not included in the ODC plug numbers for the RTO. Each offeror is to develop their own approach to meet the RTO requirements.
Q4. "GSFC 52.215-230 GSFC 52.215-330" "Section L (L-40) Section M (M-8)" "L-40 M-8" "GSFC 52.215-230 (L-40), Offerors are instructed to furnish past performance information for similar efforts that the Offeror and any proposed significant subcontractors have had within the last 5 years of the RFP release date. However, the Government previously stated in their response to draft RFP Question #80 that the definition of recency would be changed to 7 years in the Final RFP. Please clarify that Offerors and their significant subcontractors should furnish information per GSFC 52.215-230 for similar efforts within the last 7 years of the RFP release date."
Response: That is correct and was inadvertently missed. Will be updated with an amendment.
Q5. GSFC 52.215-230 Section L (L-42) L-42 GSFC 52.215-230 (a) Large bidders may have substantial OSHA claims which may consume the majority of the page count for this section. Will the Government confirm that the record of our company's OSHA recordable injuries and illnesses for the past 3 years is excluded from the page limitation.
Response: That is correct and was inadvertently missed. Will be updated with an amendment.
Q6. WRC - FRFP-80GSFC23R0009 Final "GSFC 52.215-210 Mission Suitability Proposal Instructions GSFC 52.215-311 Mission Suitability Evaluation Factor" "L-17 L-21 M-4" Risk management approach is defined as section A.10 in the table on page L-17 and in the evaluation factors on page M-4. Will the Government provide corresponding instructions for the risk management approach on page L-21?
Response: Mission Suitability Evaluation Factor A.10 Risk Management Approach instruction will be added via amendment.
Q7. Enclosure 5, Contract Historical Data "(b) Cost Volume Proposal Format (1) DIRECT AND INDIRECT RATE SUBSTANTIATION" L-29 Please provide Enclosure 5, Contract Historical Data, as it was omitted from the Final RFP.
Response: Enclosure 5, Contract Historical Data will be uploaded to Sam.gov
Q7. RFP Cover Letter "The contract will have an effective ordering period of 5 years from the contract effective date, and total core with a potential period of performance of 12-month Base Period, a 12-month Option Period 1, 12-month Option Period 2 and 12-month
Option Period 3." CL #1 "The period of performance for CORE is described as a 12 month base plus three 12 month options for a total of four years. Will the government confirm the CORE period of performance to include a fourth 12 month option for a total of 5 years?"
Response: Confirmed. There is a fourth option period.
Q8. "RFP Cover Letter & RFP Page L-36 (17) Phase In Plan " "CL: ""The anticipated contract award date is August 2024, with a projected October 2024 contract effective date."" RFP L-36 (17) Phase In Plan: ""Exhibits A9 and A9A shall be used to state the proposed price for the phase-in, which is expected to commence on or about June 2024.""" "CL #1 RFP #L-36" Will the government confirm that the period of performance for Phase in will begin August 2024 as stated in the cover letter rather than June 2024 as stated in RFP page L-36?
Response: The Phase-in is anticipated now for August 2024. The final RFP will be amended.
Q9. RFP Page L-27 (a) Instructions "Final monetary extensions in the Cost Volume proposal should be expressed as the closest whole dollar amount, rounded to the nearest cent" RFP #L-27 Should the monetary extensions be expressed as the closest whole dollar amount (rounded to the nearest whole dollar) or rounded to the nearest cent?
Response: Round to the nearest dollar, page L-27 will be updated via amendment accordingly.
Q10. RFP Page L-31 (3) Prime Offeror or JV Entity Core Requirements Summary of Estimates Cost Plus Fixed Fee - CORE Summary by CY """Exhibit A1 summarizes the Prime Offeror’s or JV Entity's proposed Core Requirements total direct labor hours (Prime Offeror or JV Entity plus Significant Subcontractors), total estimated cost, and fixed fee, by Contract Year (CY), for the entire potential five year period of performance (Base Period plus Option Periods) at WBS Level 2 (total Core Requirement) based on bid labor and bid indirect burden rates."" " RFP #L-31 Will the Government confirm Exhibit A1 should include the summary of costs for all team members including, non-significant subcontractors for a complete total price comparison across all bidders. This would be consistent with Q&A #203.
Response: The total estimated costs will include costs for the prime contractor and all subcontractors (significant and non-significant) by contract year for the entire 5-year period of performance.

Response: The total estimated costs will include costs for the prime contractor and all subcontractors (significant and non-significant) by contract year for the entire period of performance.
Q12. Exhibit A Cost Plus FF Hybrid CORE Exhibit A2A, and Exhibit A2B L-31 - L32 Exhibits A2A and A2B includes the Government provided non-proposed cost associated with the CORE PM and CORE M&S for Other Direct Costs (ODC) for Material, Travel, and Other (Specify). In Exhibit A2A, the Material Costs are missing digits for the Base Year, Option 1, Option 3, Option 4, and the Grand Total. In Exhibit A2A, the Travel Grand Total are missing digits. In Exhibit A2A, the Other costs are missing digits for Option 4 and the Grand Total. In Exhibit A2B, the Material Costs are missing digits for Option 2, Option 3, and Option 4. In Exhibit A2B, the Travel costs are missing digits for Option 1, Option 4, and the Grand Total. In Exhibit A2B, the Other costs are missing digits for the Base Year and Option 3. Will the Government provide the complete numbers for the Other Direct Costs in Exhibits A2A and A2B for the Base year, Option 1, Option 2, Option 3, Option 4, and the Grand Total?

Q13. Exhibit B WRC Exh RTO Cost Exhibit B2B L-38 The non-proposed costs are pre-populated in Exhibit B2A Campaign and Exhibit B2B ELV. In Exhibit B2B ELV, the total for the Material Costs are missing digits. Will the Government provide the complete number?
Response: This was a conversion issue, a PDF version of all plug numbers for Exhibits A and B will be uploaded to SAM.gov.
Q14. Page L-17 provides a table including A.10 Risk Management Approach. Page M-4 provides the evaluation criteria for A.10 Risk Management Approach. Section L does not provide instructions for responding to the requirement after Section A.9 Total Compensation Plan. Please clarify the Government's expectation for responding to Section A.10.

Q15. The Government’s response to Q234 stated: “Minor Maintenance and Sustainment action workloads are defined by the MAXIMO Maintenance FY22 file and the Maintenance Schedule.
It is up to the offeror to develop an efficient and effective maintenance / sustainment approach to that meet contract requirements.” We understand that the Government is seeking an Offeror-developed maintenance/sustainment approach which is manifested throughout the Mission Suitability Volume, as well as the SOW IV Basis of Estimate (BOE). The provided MAXIMO Maintenance FY22 file includes Job Plan and Job Plan Description columns for TO 120 that sync with the frequency data provided in the Maintenance Schedule (i.e., Annual, Monthly, Weekly, etc.). However, only the incumbent contractor has access to the Job Plan details in the MAXIMO system which provide the duration for each scheduled PM which is essential for BOE development. Given that most of the WRC assets are unique, will the Government provide a MAXIMO report with duration data for each Job Plan in TO 120, TO 108 (Bermuda), and TO 110 (PFRR) so all Offerors can prepare an informed BOE as part of their maintenance/sustainment approach? Lack of additional details would require the Government to evaluate the validity of Offeror-stated assumptions rather than the reasonableness of estimates to implement the Offeror’s maintenance/sustainment approach to meet contract requirements.
Response: The MAXIMO duration information should be consistent and unique to each offerors approach. Offerors can utilize already provided contract data i.e. (Strategic Asset Management Plan (SAMP), maintenance schedules, relevant task orders, and Asset Statement of Health (SOH)) to formulate their own approach to meet the requirement.
