Final RFP 80GSFC23R0009 RFI #3 (Q122 – Q125)
Q122. Q36 and Q75 indicate that non-significant service subcontractors are required to submit Exhibit A12 only. However, Q92 and Q120 indicate that non-significant subcontractors do not need to complete Exhibit A12. Further, Amendment 001 Sec�on L, Clause GSFC 52.215-224, Paragraph 20 indicates that non-significant subcontractors are not required to submit Exhibit A12. Please confirm that non-significant subcontractors are not required to submit Exhibit A12.
Response: It is not a requirement for non-significant subcontractors to submit Exhibit A12.
Q123. The answer to Q88 states: “Yes since a 60 day phase-in is an�cipated. Phase-In is an�cipated now August 5 2024 and Contract Effec�ve Date October 3, 2024.” However, 08/05/2024 through 10/02/2024 is only 59 days. A 60-day phase-in star�ng on 08/05/2024 goes through 10/03/2024 with a Contract Effec�ve Date of 10/04/2024. Please clarify/confirm.
Response: This was an oversight, a 60 day Phase-In is an�cipated from 08/05/2024 – 10/03/2024, with a Contract Effec�ve Date of 10/04/2024.
Q124. The answer to Q43 states: “Correct, offerors should express Subcontrac�ng goals as both a percent of Total Contract Value and as a percent of Total Subcontrac�ng Value.” We understand that Offerors are required to state the subcontrac�ng goals as a percent of Total Contract Value in Cost Exhibits 13A, 13B, and 13C (in addi�on to expressing the goals as a percent of Total Subcontrac�ng Value). However, the RFP instruc�ons for Subfactor C (specifically, GSFC 52.215-210(e), Subfactor C, Paragraph (A)(7) on Page L-24) clearly state “FOR PURPOSES OF THE SMALL BUSINESS
SUBCONTRACTING PLAN, THE PROPOSED GOALS SHALL BE STATED AS A PERCENT OF TOTAL
SUBCONTRACTS, NOT AS A PERCENT OF THE TOTAL CONTRACT VALUE.” If the Government wants the Small Business Subcontrac�ng Plan to include percentages based on the Total Contract Value (in addi�on to Total Subcontrac�ng Value), please update the RFP instruc�ons accordingly. Currently, the answer to Q43 conflicts with the RFP instruc�ons.
Response: In accordance with FAR 52.219-9 (d)(1) subcontracting plans shall be expressed in terms of total dollars subcontracted, and as a percentage of total planned subcontracting dollars.
The offerors subcontracting plan can, in addition to the aforementioned, be expressed in terms of percentage of total contract value, but it is not a requirement.
Q125. Does a SDB have to be SBA certified as a SDB or can it be self-certified to count towards the SDB goal/requirement?
Response: A SDB does not have to SBA certified to count toward the SDB goal/requirement, self-certification is acceptable.
