34. Enclosure BB, RTO 4, Subtask
(a), pg. 13
The introduction to Subtask (a) states that contractor support shall be required to generate an integrated mission CAD model and generate a deployed CAD model. SOW 1 states that the “Contractor shall develop and maintain an integrated stowed 3D CAD model.” No other CAD models are mentioned in the SOW items.
Please clarify. Is the Contractor required to develop a stowed CAD model, deployed CAD model, or both?
Only “an integrated stowed 3D CAD model of the GROX spacecraft” is required per RTO 4
Subtask (a), SOW 1.
The reference to the deployed CAD model is not required and can be assumed not to be relevant to the
Subtask.
35. Enclosure BB, RTO 3, Subtask
(b), SOW 1, Pg. 11
The RFP states that the Contractor shall support mission level PER and mission-level PSR.
Both of those reviews are outside the stated period of performance for RTO
3.
Will the government please remove or modify this requirement?

“The period of performance for RTO
4 has been extended beyond the 30 months of the instruments (as stated on Pg. 13) because it is GROX observatory mission level related.
The additional milestone requirements are listed in RTO 4. The final deliverables and the end of task (EOT) are at the completion of the Mission pre-ship review (MPSR).
All task plans for
RTO 4 subtasks should include mission-level work as described in the subtask SOWs and deliverables up to
MPSR.
36. PPQ Change Change to the MIST II Past
Performance Questionnaire:
As a result of Amendment 1 to the
MIST II RFP, the Government will not take into consideration the response to question 13 (“Ability to meet Small
Business Subcontracting Plan Goals”) of the MIST II Past Performance
Questionnaire.
Correct, the
Government will not evaluate past performance related to question 13 and an
Offerors performance in achieving small business subcontracting goals, since this is a set-aside procurement and a small business subcontracting plan is not applicable to this procurement.
37. Sections I and L Is this contract subject to 52.222-41
Service Contract Labor Standards? If it is, will the Government include FAR
51.222-41 and applicable Wage
Determination?

Because of this, will the government exclude the use of direct labor rates that account for uncompensated overtime? If not, how will the
Government evaluate uncompensated overtime direct labor hourly rates that could be proposed by Offeror’s to be used in the GPM? Specifically, would the Government increase the hours in
Exhibit 1 to account for the uncompensated overtime factored into the rates? If the Government does not exclude the use of uncompensated overtime in the development of direct labor rates, how will Offerors know

10B also satisfy the TCP requirement for non-significant subcontractors under RFP L.20 NFS 1852.231-71(d) which requires a TCP from all service subcontractors provide, as part of their proposal, the information identified in
(a) through (c) of this provision for cost reimbursement or non-competitive fixed-price type subcontracts having a total potential value of $2M for service contracts submitting certified cost or pricing data.?

Will the Government clarify if one file only is required for each volume or can separate files be submitted? For example, does the Vol II Mission

Offerors are to submit proposals in accordance with the instructions in L.25.

Suitability Subfactors and required Plans may be submitted via separate files, as long as all file names and contents are clear and all RFP requirements are met.

48. LFT For our subcontractors submitting separate pricing files, should they include the name of the Prime Offeror in the subject line of the Send File tab, or their own company name? Should they include any other information in the subject line to indicate that they are a subcontractor to a submitting Prime?
Subcontractors are encouraged to clearly indicate both the name of the Prime offeror and the subcontractor in the subject line in the send tab. All proposal documents should be appropriately marked with
Prime/Significant
Subcontractor identifiers.
49. LFT Should our follow-up email to the CO listing all the documents that were submitted via LFT contain ONLY the documents that we submitted as the
Prime, or all the document submitted by the Prime and subs that constitute our entire proposal?
Follow-up email to the CO should list all proposal documentation that make up the offeror’s entire proposal.
50. Enclosure BB The RFP response for RTOs must address 4 RTOs that include 10
Subtasks and 73 SOW items, along with other items defined in Section L.
Section L states that the response “must be sufficiently specific, detailed, and complete to demonstrate a clear and full understanding of the objectives…”
