About this opportunity
The National Aeronautics and Space Administration Goddard Space Flight Center seeks to award an indefinite-delivery/indefinite-quantity contract to provide multidisciplinary engineering services and related support. The Mechanical Integrated Services and Technologies II contract will support formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware. Emphasis will be placed on materials, structural analysis, mechanical design, electromechanical design, thermal engineering, contamination and coatings, manufacturing, integration and testing, optics, cryogenics, and instrumentation technologies. Proposals will be evaluated based on technical approach, management approach, past performance, and price. The final request for proposal is scheduled for release in January 2020 with proposals due approximately 30 days after.
The opportunity is set aside for total small businesses. The primary NAICS code is 541715 with a size standard of 1,000 employees. The incumbent contractor may compete for award. The estimated value is between $5 million minimum to $531 million maximum over the five-year base period and five one-year options. Services shall be performed at NASA Goddard Space Flight Center in Greenbelt, Maryland and contractor facilities. **The purpose of this amendment is to update the synopsis to reflect a revised anticipated award date as follows:
The anticipated contract award date is June 21, 2021 with an August 12, 2021 contract effective date. Phase-In will be conducted, under a separate contract or purchase order, during the 60-day period prior to the effective date of the contract.**

The principal purpose of MIST II is to primarily acquire engineering services and related services to the Mechanical Systems Division (MSD) and the Instrument Systems and Technology Division (ISTD), as required, for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware, including development and validation of new technologies to enable future space and science missions. The engineering areas of emphasis are multidisciplinary with concentration in the mechanical engineering areas of materials, structural analysis and loads, mechanical design, electromechanical design, thermal, contamination and coatings, manufacturing, integration and test, optics, cryogenics, detector systems development, laser and electronic optics, and, microwave instrument technologies.
The Government anticipates the Final RFP to be released in January 2020. The DRFP documents are attached.
