Environmental, Safety, Health, and Mission Assurance (ESHMA)
Request for Proposal (RFP) 80GRC022R0017
Questions & Answers
RFP Section: Section L.19, L.24, and Attachment N Q1. L.19 requires that "The offeror shall submit a detailed safety and occupational health plan as part of its proposal." However, L.24 (UR3) requires only "an overview of the Health and Safety Plan," and Attachment N requires DRD 001 (Safety and Health Plan) be submitted 30 days after contract award. Recommend updating Section L.19 to reflect the correct timeline for delivery of the plan and eliminate the conflict between proposal submission requirements.
Answer: The Offeror shall provide an overview of the Health and Safety Plan as part of its proposal for evaluation purposes. This overview is in addition to the Health and Safety Plan required 30 days after contract award. Per UR3 of the RFP, “The overview shall include Practices, policies, and approaches to ensure a safe working environment for the Contractor’s employees as well as the approach to incorporating local, state, and federal (including NASA) regulations into operations and the approach to assess and mitigate risk as it relates to Safety and Health should be discussed and include Health and Safety Program Self-Evaluation.”. The site specific Health and Safety Plan required by section 2 of the Statement of Work and Attachment N will still need to be submitted 30 days after contract award.
RFP Section: Section B and Section L.25 PREPARATION OF VOLUME II – COST/PRICE FACTOR - Section 7 Q2. Does NASA intend Offerors to propose costs at the CLIN level for proposal purposes only but will not require the ESHMA contractor to manage and report costs incurred at the CLIN level during contract performance?
Answer: No. NASA requires the offeror/contractor to propose costs at the CLIN level and then the contractor with the winning proposal must manage and report costs at the CLIN level during contract performance via the 533-submission process.

RFP Section: Section L.25 (Page 91 of 111) Q9. Can the government please confirm the end date of the Period of Performance (PoP) for pricing purposes?
