About this file

This document is a Software Functionality Matrix issued by the Incorporated County of Los Alamos Procurement Division, seeking a comprehensive grant management software solution. The matrix details extensive functional requirements for a software system that can integrate with the County's existing Tyler Munis ERP system, support single sign-on capabilities, and provide robust grant management features. Key functionalities include the ability to track grant statuses, design performance measures, generate federal financial reports, manage grant workflows, create customized dashboards, maintain audit histories, and export reports in multiple formats. The county requires the software to accommodate at least fifty users without additional licensing costs and provide free software enhancements.

The matrix outlines specific technical requirements, including compliance with federal regulations like the Code of Federal Regulations Part 200, accessibility standards, and the ability to research and track external grant opportunities. The software must support granular user permissions, allowing department-specific access controls, and enable users to manually enter and customize grant-related data. The county seeks a solution that offers unlimited online training resources throughout the agreement term and allows for easy report creation and ad-hoc reporting. The document invites potential vendors to demonstrate how their software meets these requirements, with the county reserving the right to select the proposal that best meets their needs based on functionality and proposed solutions.
