ATTACHMENT 6 : TECHNICAL INSTRUMENTATION, EQUIPMENT, AND FACILITIES
1. RADAR CAPABILITIES. Examples of radar systems at WSMR include:
Ten (10) FPS-16 single-tracking, pulsed C-band instrumentation radars (1 Gov / 9 Ktr)
Three (3) MPS-39 multiple-object tracking, pulsed C-band instrumentation radars (3 Gov)
One (1) 240W Weibel, X-band CW/Doppler radar set (1 Gov) Two (2) 120W Weibel, X-band/Doppler radars on optics platforms/KTMs (2 Ktr)
The Government initiated a plan to upgrade four (4) existing FPS-16 (legacy) radar sets to single-tracking, pulsed C-band instruments called the Radar Useful Life Extension (RULE). The Contractor shall participate in vendor-provided training, installation, and integration of these units into the existing radar architecture on the Range.
During the term of this contract, the Army intends on introducing new radar systems to various test ranges using the Range Radar Replacement Program. Currently dual-purpose radar crews perform both operations and maintenance of equipment in the field. The future Concept of Operations for radar support transitions to a method by which a centralized group of operators provide remote mission execution services and a separate maintenance team provides field maintenance as necessary.
2. OPTICS CAPABILITIES. Examples of optical systems at WSMR include:

3. TELEMETRY CAPABILITIES. Examples of Telemetry instrumentation at WSMR include:
3.1. Fixed Telemetry Acquisition Systems (TAS). Fixed Telemetry systems require three operating personnel per unit. Utilizing various tracking modes, the TAS tracks IRIG specified data formats transmitted from a target vehicle. WSMR has three TAS units located strategically atop mountains peaks requiring additional drive time prior to set up and operation.

3.2. Mobile Telemetry Systems (MTS). Mobile systems require two operating personnel per unit. Utilizing various tracking modes, the MTS tracks IRIG specified data formats transmitted from a target vehicle. Given the mobile nature of the MTS, the location and operational requirements predicate the set up time. Generally, system setup requires three (3) hours with an additional hour performing system checkouts and validations prior to the first operational requirement.

3.3. Remote Data Acquisition Systems (RDAS). RDAS is a passive interferometry system that uses the telemetry carrier frequency to provide vehicle position in relation to the launcher. Flight Safety often uses RDAS to monitor anomalies in the early stages of the missile launch. Phase differences acquired from this system convert to digital (2^11 bits) format for transmission to Real Time Data Processing System (RTDPS). Real-time data displays include the angular deviation from a nominal flight path. The system requires two (2) vans with two (2) personnel per van.

3.4. White Sands – Transportable Telemetry Systems (WS-TTS). Mobile systems require two operating personnel per unit due to the unique nature of these systems and the extensive coordination and logistics necessary to transport the system. Utilizing various tracking modes, the TTS tracks IRIG specified data formats transmitted from a target vehicle. Since the units are transportable, location and operational requirements predicate setup time. Generally, two of the systems are semi-fixed in designated locations at WSMR for which additional travel time adds to the hour checkout required prior to the first requirement.

3.5. Missile Defense Agency – Transportable Telemetry Systems (MDA-TTS). The MDA –TTS systems support MDA mission requirements at various DOD ranges and non-range location in the Pacific augmenting the capabilities at the existing ranges and providing mission support from remote areas that have minimum to no range instrumentation infrastructure. The MDA operates in Pacific areas including Alaska, Hawaii, Midway, Wake Island, and the continental United States, as well as broad areas between the ranges. The MDA-TTS is capable of standalone telemetry collection and archiving, as well as collecting and providing TM to designated users.

3.6. Remote Control Stations

3.7. Launch Area Vans acquire pre-launch and launch data in remote areas that do not have line of sight to any of the fixed stations. A fully equipped system is capable of receiving RF signals, recording, decommutating, and displaying data with three passive (non-tracking) standard horn antennas. Located near the project vans, the following units provide customers with easy and instant access to decommutated mission data.

4. TIMING CAPABILITIES. Examples of timing systems at WSMR include:
WSMR maintains two cesium timing standards (fixed site, U-2); three fixed sites (U-2, U-6, U-52); two VHF timing facilities (U-2 and U-52); and one mobile timing support van (U-60).

5. GLOBAL POSITIONING SYSTEM (GPS) CAPABILITIES. The following represents the type of GPS equipment to be operated and maintained. Additional information on types and quantities can be found in Exhibits 2 and 14.

Note: The Primary ARDS and ARDS Lite control system has four remote ground stations. The ground stations are located at CRCC, Alamo Peak, Salinas Peak and North Oscura Peak. The Backup ARDS control system has three remote ground stations.
6. METEOROLOGY CAPABILITIES. Vaisala Digicora III Ground Stations (upper air sounding equipment). The Contractor shall provide support to operate and maintain Meteorological equipment used in mission support activities according to Meteorological Test Plans. The Contractor shall operate two (2) systems used in mission support activities and requirements. The Contractor shall maintain instrumented mobile and fixed weather towers ~30 DCP’s and Lightning Mapping Array on twelve LMA Pods, 924 MHz Radar Profiler Systems on four (4) Radar Profilers semi-permanently situated around WSMR, and two (2) Wind Finding Radars.
The following represents the type of MET equipment to be operated and maintained:
Instrumented mobile towers ("DCP's" Data Collection Platforms), and meteorological systems and sensors including Lightning Mapping Array (LMA) Vaisala upper air telemetry systems using balloon borne instrumentation packages (DigiCora III)
924 MHz Atmospheric Profiling Radars Wind Finding Radars, to collect, display and distribute meteorological information to on and off range missions customers.
The DCP's are located at ~ 30 different locations on WSMR. The LMA pods are located at 12 permanent locations around WSMR. The Vaisala systems are deployed in instrumentation vans and moved to mobile sites around WSMR depending on mission requirements. The 924 MHz Radars are at 4 semi-permanent sites around WSMR but can be moved to accommodate mission requirements. The Wind Finding Radars are mobile and used for low-level wind measurements. All of these systems can be used in combinations or independently to support mission requirements. The MET scheduling office posts mission and maintenance schedules based on the WSMR range schedule, TRMS. Met is in the process of beginning off-range support requirements so equipment list will change significantly.
7. TEMPERATURE TEST FACILITY. The contractor shall be responsible for maintaining the following TTF test equipment:
Climatic Test Chambers and all associated systems including; heating systems (electric and natural gas), cooling systems (cascade refrigeration, compound refrigeration, single stage refrigeration), heat transfer fluid systems (fluid, plumbing, pumps, valves, filtration systems, etc.), ducting, ventilation and exhaust systems, humidify/dehumidify systems, salt fog systems, water purification systems, water chilling systems, compressed air and Nitrogen systems.
Solar radiation test systems and all associated components/subsystems including mechanical lifting/support structures/components, electronic control systems and electrical power systems.
Test Support and Material Handling Equipment (Carts, forklifts, crane, slings, man-lift, etc.)
Instrumentation, data acquisition and control systems.
The contractor will be responsible for maintaining the following ETA-II test equipment:
Environmental Test Chambers and all associated systems including; heating systems (electric and natural gas), cooling systems (cascade refrigeration, compound refrigeration, single stage refrigeration), heat transfer fluid systems (fluid, plumbing, pumps, valves, filtration systems, etc.), ducting, ventilation and exhaust systems, rain test systems, humidify/dehumidify systems, salt fog systems, water purification systems, water chilling systems, compressed air and nitrogen systems.
Solar radiation test systems and all associated components/subsystems including mechanical lifting/support structures/components, electronic control systems and electrical power systems.
Rain, blowing rain, sand and dust test systems including the rain array system, sand and dust feed system and wind generating (internal combustion and electric) fans.
Test Support and Material Handling Equipment (Carts, forklifts, crane, slings, man-lift, etc.)
Instrumentation, data acquisition and control systems.
8. TEMPERATURE TEST FACILITY. The contractor will be responsible for maintaining the following Building 1544 ETC and test equipment Environmental Test Chambers and all associated systems including; heating systems (electric and natural gas), cooling systems (cascade refrigeration, compound refrigeration, single stage refrigeration), heat transfer fluid systems (fluid, plumbing, pumps, valves, filtration systems, etc.), ducting, ventilation and exhaust systems, rain test systems, humidify/dehumidify systems, salt fog systems, water purification systems, water chilling systems, compressed air and nitrogen systems.
Solar radiation test systems and all associated components/subsystems including mechanical lifting/support structures/components, electronic control systems and electrical power systems.
Test Support and Material Handling Equipment (Carts, forklifts, crane, slings, man-lift, etc.)
Instrumentation, data acquisition and control systems.
The contractor will be responsible for operating and maintaining the following types of
MFCE:
Mobile Climatic Test Chambers, Shrouds and Mobile Conditioning Systems
(cascade refrigeration, compound refrigeration, single stage refrigeration, Liquid Nitrogen cooling and electric heating).
Generators and Electrical Power Systems.
Trailers (instrumentation, personnel, mobile systems and equipment transport) and Material Handling Equipment (cranes, forklifts and man-lifts).
Instrumentation, data acquisition and control systems.
9. Launcher Dynamics Equipment Maintenance: The contractor shall provide preventive and corrective maintenance for LDE including (but not limited to);
transducers (temperature, acoustic, pressure, force, acceleration, velocity and displacement), cables, signal conditioning, timing systems, digital data acquisition systems, data processing systems, uninterruptable power systems, generators, and instrumentation vans and trailers.
The contractor shall be responsible for providing maintenance for all of the NDT Laboratory equipment which includes (but is not limited to) the following types of equipment:
Industrial X-ray systems (kV Energy Tube systems and MeV energy linear accelerator systems) including all associated components, systems, positioning/handling systems (test article, film and source), and radiation safety systems.
Film handling and film processing systems and all associated dark room equipment.
Computed Radiography (CR) and Digital Radiography (DR) imaging system including all associated equipment, data processing systems, data display and data storage systems.
Scanning Electron Microscope and Digital Imaging Microscopes.
Material test systems, tensile test systems, hardness testers and alloy analyzers.
Ultrasonic, magnetic particle and dye penetrant inspection systems.
10. Chemistry and Microbiology Laboratory. The contractor shall be responsible for providing maintenance for all of the Chemistry and Microbiology Laboratory equipment which includes (but is not limited to) the following types of equipment:
Chemical Analysis Systems (gas chromatograph mass spectrometers, Mercury analyzers, inductively coupled plasma mass spectrometer, Ion chromatography, high pressure liquid chromatography, Fourier transform infrared spectrometer, etc) and all associated systems.
Air, gas and particulate chemical sampling systems (CO, HCL, N2, etc) and all associated equipment.
Chemical sample preparation systems.
General Chemistry and Microbiology Laboratory Equipment (microscopes, balances, scales, centrifuges, burners, cleaning systems, autoclaves, stills, gas generators, etc).
Laboratory safety equipment (fume hoods and ventilators).
Incubators and chambers for microbiology (fungus) tests.
11. 300K TEST FACILITY. The contractor shall be responsible for maintaining the following 300k test equipment:
Electrodynamic Shock and Vibration Test Systems and all associated components/systems including (but not limited to); Power Amplifiers, Field Supplies, Cooling units (air, water and oil), cooling towers, hydraulic power supplies, hydrostatic bearings, head expanders, driver bars, slip tables (including bolts and inserts), reaction masses, air compressors, pumps, hoses, pipes, ducts and cables.
Drop Table, Free-fall drop, Package drop, Pendulum impact and metal-to-metal impact shock test systems and all associated components and equipment.
Loose Cargo Test tester and all associated components and equipment.
Centrifuge/Sustained Acceleration Test system and all associated components and equipment.
Static Firing Test Stand and associated components and equipment.
Temperature Conditioning Systems and all associated components and equipment including (but not limited to): conditioning units, refrigeration/cooling systems (liquid Nitrogen and cascade), heating systems (electric), hoses, ducts, shrouds, chambers, remote controls, safety systems, liquid Nitrogen storage tanks and distribution pipes.
Test Support and Material Handling Equipment (carts, forklifts, crane, slings, man-lift, etc.)
Control room, data acquisition and control equipment including (but not limited to); vibration control systems, temperature control systems, test system remote controls, data recording systems, sensors/transducers (acceleration, velocity, displacement, force, pressure, temperature, etc.), data lines, distribution (patch) panels, signal conditioning, timing systems, digital data acquisition systems, data processing systems, video systems, intercom systems, and uninterruptable power systems
12. OTHER LABORATORY SERVICES FACILITIES. WRT maintenance, the Contractor shall conduct preventive and corrective action maintenance on the following LBTS systems: Overall Shock Tunnel System (OSTS); Electronic Control System (ECS); Overall Driver Gas System (ODGS); Data Collection System (DCS); Quality Assurance and Safety System (QA&SS) and the Site Operations and Maintenance System (SO&MS) in accordance with maintenance and operations procedure documents
13. COX RANGE CONTROL CENTER. The Contractor shall provide module level and whole unit repair and replacement for the real time system, OCDF, RCS, and TRACS and associated peripheral equipment and infrastructure.
DRF The Contractor shall provide module level and whole unit repair and replacement for DRF, MTF, and NGODMS and associated peripheral equipment and infrastructure.
14. TELECOMMUNICATIONS AND NETWORK SYSTEMS. AR 750-1 drives the maintenance requirements for telecommunication and network system components both fixed and mobile, maintain the CC/FTS, UHF/VHF radios and interface equipment, cable facilities, fiber optic and microwave systems, DC power plant, transfer switches, towers, and generators at each site, and maintain the Command Control Flight Termination System (CC/FTS) at sites including but not limited to Salinas Peak, C- Station, Clark Site, Red Butte and Mobile I, II, and III. The Contractor shall conduct tower climbing and confined spaces training/certification for personnel working at these locations. Additionally, the Contractor shall ensure personnel obtain/maintain the appropriate Information Assurance elevated access and network certifications.
