EXEMPT EMPLOYEES; LABOR CATEGORYLABOR CATEGORY DESCRIPTION
ACCOUNTING FINANCE DIRECTORPOSITION DISCRIPTION: Manage government funding and established budgets in conjunction with test support UDS documentation. Provide interface to the KO on financial matters corresponding to WAO and mission support. Responsible for standardizing mission support scheduling and giving management visibility into mission support processes through metrics. Serve as the coordinator for mission support reporting documentation from the Mission Scheduling System. Maintain the employee cross training, cross‐utilization, and certification programs. Track compliance of the employee Union overtime disparity program. Function as the Mission Operation’s POC to Accounting for establishing and tracking annual Government budgets. Advisor to the RIC for WBS project structure. Maintain the Test Facility (TestFAC) codes and associated cost reports. Coordinator for the Contracting Officer (KO), Contracting Officer Representative (COR), Government Technical Representatives, Resource Management (RM) and the contractor Management team to ensure proper use of Government funding. Coordinate with the RIC Mission Analyst to manage Job Requests and maintenance of copy machine. POC for building facility maintenance. MINIMUM QUALIFICATION REQUIREMENTS: Bachelor’s degree preferably in Business, Management, or Accounting. Must have a working knowledge of Government financial management procedures and be proficient in Microsoft Office professional. Must have a minimum of 10 years experience in cost control and accounting in a Government service contract environment. BUSINESS MANAGER CFOPOSITION DESCRIPTION: Leads administrative efforts in the areas of financial management, accounting, contract administration, human resources, risk management, and logistics (consisting of purchasing, property management and courier services). Manages subcontracts, fringe benefit programs, union collective bargaining agreements, negotiations, and grievances, company insurance programs, and contract cost reports. Works closely with the President and CEO, the corporate vice presidents, the department heads, and Government contract management personnel. MINIMUM QUALIFICATION REQUIREMENTS: Bachelor’s of Science in Accounting or related business discipline and prior management experience is required. CCM ENGINEERPOSITION DESCRIPTION: Entry level position to manage/support technical projects associated with instrumentation development and mission support at White Sands Missile Range. Research, develop, estimate, schedule, test, troubleshoot and integrate electronic, mechanical, and computer software elements and communications interfaces to meet technical requirements associated with diverse engineering projects. MINIMUM QUALIFICATION REQUIREMENTS: Bachelor of Science degree in Engineering, Physics, Computer Science or Mathematics from an accredited institution, with a curriculum focused in the areas of digital signal processing, control systems design, systems analysis, software development, and digital network technology. Must possess a valid driver’s license. Applicant selected will be subject to a security investigation and must meet eligibility requirements for access to classified information. DESIRED QUALIFICATIONS: Strong engineering, mathematics, physics, or computer programming background. Working knowledge of electronic design principles and digital signal processing and analysis techniques. Hands‐on experience with assembly, testing, and troubleshooting electronic systems to include digital network technology. Familiarity with Department of Defense (DoD) Test and Evaluation programs and mission support activities.
CCM ENGINEERING SOFTWARE/HARDWAREPOSITION DESCRIPTION: Develop, test and implement complex software applications on a variety of hardware platforms and operating systems. Emphasis is on PCs running Windows and Linux. Applications may include computer control of optical, radar and telemetry tracking mounts; integration of high‐ speed data communications networks; high resolution three dimensional graphics; real time data processing; graphical user interfaces; databases; and parallelization and optimization of programs to run on high performance computer clusters. MINIMUM QUALIFICATION REQUIREMENTS: Bachelor or Masters of Science degree in Computer Science, Engineering, Physics or Mathematics. Must have programming experience in C, Visual C++ and Microsoft.NET, and a strong familiarity with Windows operating systems. Must possess a valid driver’s license. CCM MANAGER, ENGINEERINGPOSITION DESCRIPTION: Responsible for the overall supervision of the operational and fiscal activities of the Technical Services Section of the Engineering Department. Functions include: Supervise contractor personnel, consultants and subcontractors in accordance with company policies and procedures; Design and oversee the installation and maintenance of electrical power distribution and conditioning systems/facilities such as UPS equipment, backup power systems, rectifiers, etc.; Direct and oversee the fabrication, assembly, troubleshooting, installation, testing, integration, and repair of electronic, fiber optic, computer and network components, equipment and systems; Prepare and submit work plans and estimates; and plan, schedule and implement work as requested through Work Assignment Orders, Work Orders, Job Requests or Mission Codes; Provide timely status reports on work progress to customers and contractor management; Schedule, direct and oversee employee work assignments, timekeeping, training, vacations, cross‐utilization and overtime; Initiate, review and approve Purchase Requests; Interview and make recommendations for hiring new personnel; Provide new employee orientation and guidance; Provide technical enhancement opportunities for Technical Services Section personnel; Establish section and employee goals and address disciplinary actions; Schedule and chair section staff meetings; Ensure workforce compliance with safety, security, and environmental laws, regulations, and company policies. MINIMUM QUALIFICATION REQUIREMENTS: Must have a Bachelor’s degree with a minimum of three years applicable experience or a total of six years progressive applicable experience in the specific fields. In either case, a minimum of two years of the experience must have been in a leadership/supervisory role. Must possess a valid driver’s license. CONTRACT ADMINISTRATORPOSITION DESCRIPTION: Prepares and submits the billing to the Federal Government for expenditures incurred which meet contract requirements. Maintains and monitors specific funding obligated through Contract Modifications for all Work Assignment Orders and general funding allocation for Mission Support, Work Orders and contract administrative corrections. Prepares and distributes biweekly Cost Performance Reports by interfacing budget estimates with total billable expenses. Submits Contract Required Reports on a weekly, biweekly and annual basis using multiple formats and systems. Is involved in the Department of Defense Audit Agency (DCAA) periodic audits and other audits as they arise. Addresses issues regarding projects with Company representatives as well as the Customer. Audits and reconciles the subcontractor timekeeping and billing reports and invoices. Prepares and submits general journal entries and timesheet corrections. Maintains a high volume of projects in the Project Master files of the Deltek Costpoint Accounting Software. Sets up new projects when serving as a backup to the Resource Analyst of Mission Support. Stamps Account Payable checks and monitors activity in Cash Disbursement journals. Provides support with direct continuous direct communication to the Accounting and Finance Staff, Operations, Resource Integration Center, Department Managers, Project Leaders, Contracting Officer, Contracting Officer Representative, Government Directorate Personnel and Budgeting Program Analysts. Responsible for additional tasks as required. Reports directly to the Business Manager. MINIMUM QUALIFICATION REQUIREMENTS: Bachelor of Science degree in Accounting or five years professional related experience, to include accounting principles, standards and procedures. Must possess a thorough knowledge of Microsoft Excel and be proficient with Microsoft Word and Microsoft Access. Excellent organizational, multi-tasking, typing and 10-key by touch skills essential. Must be able to work well under a demanding environment and with little or no supervision to meet all deadlines. Must have a valid driver’s license. DEPUTY PROGRAM MANAGERThe Deputy PM shall manage all resources to implement work requirements to their timely and successful completion. The designated alternate or deputy Program Manager (Deputy Program Manager) shall be available during normal duty hours within two (2) hours after notification to meet on the installation with Government personnel designated by the KO to discuss problem areas. After normal hours, the Deputy Program Manager shall be available on site within two (2) hours. The Contractor shall designate a Deputy Program Manager to act on behalf of the Contractor in the absence of the Program Manager. The Deputy Program Manager may fulfill other managerial responsibilities. At a minimum, the Deputy Program Manager shall maintain the following minimum qualifications: US Citizen whom possesses or is able to obtain and maintain a top secret (TS) level clearance IAW DOD regulations. A valid Bachelor’s degree from an accredited college or university; advanced degrees preferable. Five (5) years of demonstrated engineering and management experience on contracts OR projects with organizational responsibilities of a similarly

complex nature and financial scope. Work experience AND demonstrated leadership responsibilities on at least two large projects or programs utilizing civil, mechanical, computer, electrical and electronics engineering disciplines. Experience reviewing and approving the work of project managers, engineers, support staff and contract administrative personnel. One (1) year of experience, demonstrated knowledge of, or education in the DOD contracting process. One (1) year of experience, demonstrated knowledge of, or education in the DOD acquisition process specifically related to the test career field or obtain the requisite training (at the Contractor’s expense) within 1 year of contract award and provide documentation of the training to the Government KO. Excellent interpersonal and communication skills with documented supervisory experience. Well-organized, results-oriented, energetic, team player with proven decision-making ability.

ELECTROMAGNETIC RADIATION EFFECTS ENGINEERPOSITION DESCRIPTION: The Electromagnetic Radiation Effects Engineer will write and review technical documentation such as schematics, specifications, data sheets, and manuals for Electromagnetic Radiation environments. Write and evaluate procedures to meet MIL‐STD requirements and equipment capabilities. Assist in the development and implementation of hardware for a variety of test systems and requirements. Design and develop custom instrumentation to meet specific customer test requirements. Perform data acquisition for electromagnetic and microwave testing. Operate and maintain high powered amplifiers. Support Government engineers and other potential customers for testing, consultations, and technical advice. Short‐duration travel may be required. Overtime may be required to adequately support government directives. Minimum Qualifications: Must have a Bachelor of Science Degree in Electrical Engineering from an accredited university. A minimum of 3 ‐ 5 years of engineering experience in related field is preferred. Experience with RF/EMI testing procedures and methodologies. Must possess a valid driver's license. Desired Qualifications: Emphasis on general electronics: familiarization with circuit simulation software and software models, circuit analysis, parametric data, familiarity with different computer environments (PC, mainframe, etc.) and test equipment (oscilloscopes, spectrum analyzers, power meters, etc.). Experience with Microsoft Office. Skill in technical writing and knowledge of electromagnetic radiation effects is desired.

ENGR, HELSTF MECHANICALPOSITION DESCRIPTION: Provide senior level High Energy Laser (HEL) optical design and characterization expertise for the Survivability, Vulnerability Assessment Division (SVAD). Evaluate current optical component and optical alignment designs and performance on HEL beam director gimbal systems. Other duties may be assigned within his/her capabilities. Work will include cross-utilization into other jobs as required. Mandatory Qualifications: Bachelor or Master’s degree in Engineering, Physics or Mathematics from an accredited university. Over 10 years experience with high energy laser optical components and alignment systems. Practical experience with high energy laser effects on optical components. Knowledge with the design and practical operational experience with various low power lasers including chemical; diode driven; and gaseous lasers. Knowledge of existing DoD HEL test systems including Sea-Lite Beam Director (SLBD), Advanced Pointer Tracker (APT), Tactical High Energy Laser (THEL) and Airborne Tactical Laser (ATL) is preferred. Applicable Military, Department of Energy or Commercial Training will be considered, based on duration and depth of training. Must possess a valid driver’s license. Desired Qualifications: Familiarity with different computer environments and test equipment (digitizers, programmable instruments, etc.). Experience with ZEMAX, MATLAB and Microsoft Office suite. ENGR, RTASSC COMPONENTPOSITION DESCRIPTION: Provide general administrative and technical oversight for Radiation Tolerance Assured Supply and Support Center (RTASSC) technicians while assisting Government Project Engineers and RTASSC Management. Coordinate the implementation of life‐cycle Diminishing Manufacturing Sources and Material Shortages (DMSMS) tests for piece‐parts, Circuit Card Assemblies (CCA’s), and Line Replaceable Units (LRU’s) on various military and commercial systems. Initiate, verify, and track procurement packages required in the day‐to‐day operations of the RTASSC. ENVIRONMENTAL OFFICERPOSITION DESCRIPTION: The contractor International, LLC, Environmental Officer (EO) ensures compliance with all applicable environmentally‐related Federal, State, local, Department of Defense and Army laws, regulations, and policies. Compliance includes, but is not limited to adherence to the current White Sands Missile Range WSMR Environmental Policy and Environmental Management System (EMS) requirements. Ensures operational compliance of environmental requirements during the duty day and coordinates all environmental matters with the White Sands Missile Range Test Center Environmental Office. LOGISTICS MAINT COORD/GROUP LDPOSITION DESCRIPTION: Acts as a technical advisor to the Chief of Patriot Test Operations Section by overseeing and directing all aspects of logistic and test support of the Patriot Test Bed and oversees the day‐to‐day assignments of the Patriot test personnel. Plans and coordinates the logistical support for a test bed comprised of a battalion of tactical weapon systems and associated support equipment. Identifies the specific activities needed in supply, maintenance, transportation, and facilities management to insure adequate logistical support of the test program. Reviews and monitors current operations and work in progress and makes recommendations on improving efficiency and economy in supporting mission requirements. Special emphasis is in identifying logistical shortfalls in sufficient time to preclude test program delays. Assists in defining support costs and reviewing expenditures. Assists Section Supervisor in ensuring workforce compliance with safety, security, and environmental laws, regulations, and company policies. Prepares monthly reports on section accomplishments and prepares scheduled monthly activity reports to Section Supervisor. Develops plans and ensures that supplies, equipment, and material needed to support missions are in the right place at the right time to meet required needs. Coordinates equipment maintenance and repair. Assists with Patriot Prescribed Load List (PLL) management. Maintains Patriot Parts database. Assists the hand receipt holder in managing property, to include conducting inventories. Prepares documentation on all matters concerning property accountability including requesting, receiving, turn‐in, adjustment, lateral transfer, sub‐hand receipting, loans, off‐post shipments, and reconciliation. Coordinates with White Sands Missile Range Installation Support, Patriot Project Office, Fort Bliss, and other supply sources as required. The Technical Services efforts include maintenance of White Sands Missile Range real time support equipment and maintenance of post flight data reduction equipment. Both of these support efforts are in high visibility mission support environments. This section also provides support to White Sands Missile Range uninterruptible power systems (UPS) and security gates that are widely distributed across the missile range. Additionally, the section provides a wide variety of assembly and test support services to the Engineering Services Section and provides a large cross utilization pool of electronic technicians for the entire contract. The subcontract features a diverse workforce that provides operation, maintenance, fabrication and highly complex electronic component characterization in nuclear radiation test environments.
