About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) for the Department of Veterans Affairs' Relocate and Renovate Urology Construction project at the Mather VAMC. The procurement requires two specific brand-name components: Mircom Fire Alarm Systems to be installed by Low Voltage Speciality, Inc., and Illustra Pro Cameras (gen4 mini dome 4mp model). The justification explains that these brand-name items are necessary because Low Voltage Speciality is the authorized distributor for Mircom fire alarm systems at the Sacramento VA Medical Center, and the Illustra Pro cameras are already installed throughout the facility and compatible with the existing VA police department security system.
The document details that eight Illustra Pro cameras will be installed, and the vendor is uniquely positioned due to their familiarity with VA technical requirements and campus infrastructure. The procurement is classified as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with a total estimated value that is redacted. The Contracting Officer, Daniel Jhun, certified the justification on 4/7/2025, approving the purchase of these commercial products and installation services in accordance with FAR 13.106-1(b).
