About this file

This document is a comprehensive set of Requests for Information (RFI) Responses for a VA project to Relocate and Renovate Urology at the Mather VA Medical Center. The solicitation (36C26125R0032) covers a project to renovate approximately 5,800 square feet on level 01 of building 650, involving a complete gut and remodel of an existing area for a new urology clinic, including procedure rooms, exam rooms, offices, and associated infrastructure updates.

The RFI responses address numerous technical and logistical details, including specifications for systems like fire alarm, access control, CCTV, and building infrastructure. Key technical requirements include using BACnet integration, Software House access control systems, American Dynamics CCTV cameras, and specific brand requirements like ARJO patient lifts. The project involves complex renovation work with specific constraints, such as maintaining infection control (ICRA) standards, integrating with existing facility systems, and following strict VA brand and technical specifications. The period of performance is 550 calendar days from the Notice to Proceed, with the General Contractor responsible for providing the Commissioning Agent and managing various technical and logistical aspects of the renovation.

RFI #91 Response: Will be provided after award, electronic drawings inaccessible at this time.

RFI #92: On the plan sheets, we have noticed acoustical insulation, but no specification has been provided for it. Could a spec section be provided ?

RFI #92 Response: See attached basis of design specification 07 21 16 for acoustical insulation in the walls to meet the wall type STC requirements. Specification is attached to amendment 0004

RFI #93: On the job walk, we were taken to the main electrical room, which had a step ladder going to a lower level and we were shown the crawl space with numerous utilities running underneath the existing floor above. We have no idea what utilities exist in the crawl space, since we have to get under the floor to do plumbing work for this project. Could we get the as-built plans to show what exists in this crawl space ?

Also, since this project is across the whole building, is there another way to access it from over there ?

RFI # 93 Response: Will be provided after award, electronic drawings inaccessible at this time.

RFI #94: Per the Table of Contents for the Specifications, it shows spec section 07 18 13 -Pedestrian Traffic

Coatings, in reading this spec section we are unsure as to what this applies to ? Can you help clarify this for us ?

RFI #94 Response: This spec can be removed. Not Applicable

RFI #95: On Plan sheet I101 & I102, there are Privacy Cubicle Curtains & Tracks shown, but there is no spec section for these. Could a spec section be provided ?

RFI #95 Response: See spec 10 21 23, both curtain and track are VA provided and installed. Refer to AE-

320 for the equipment list for provider/installer information.

RFI #96: Per the plan sheet AE-120, it shows a roof cricket to be built around the new mechanical curb, but there are no details or references as to how the cricket is to be built.

RFI # 96 Response: There is no sheet AE-120. AE-102 calls out rook cricket, see key value note 10.

RFI #97: There is a Specification Section 07 18 00 – Pedestrian Traffic Coatings, but we cannot figure out where this Traffic Coating is to be applied at ? Please clarify where this product is to be applied at ?

RFI #97 Response: This spec can be removed, Not Applicable.

RFI #98: On the low voltage plan, page EY-101, Key note # 3 reads:

“POE CAMERAS. PROVIDE CAT 6A WIRE FROM CAMERA BACK TO NEAREST SECURITY

CLOSET WITH AVAILABLE PORT SPACE.” Can you identify where this security closet is located ?

RFI #98 Response: Located in room 1C302

RFI#99: A new card reader is shown on page AE-101 for the Police Storage room (1C314). Can you identify the room where the access control panel/unit is located that the card reader to be connected to?

RFI #99 Response: Located in room 1C302

RFI #100: The Specifications Table of Contents indicates we should have Section 01 91 00 General

Commissioning Requirements. This section is not included in the specifications. Sections 21 08 00, 22 08 00, and 23 08 00 each indicate the Commissioning Agent will be appointed by the Contractor, while sections 26

08 00 and 28 08 00 indicate the Commissioning Agent will be appointed by the VA. Please clarify who will provide the Commissioning Agent, the VA or the Contractor.

RFI #100 Response: The General Contractor (GC) will provide the Commissioning Agent, See

Specification on commissioning is attached to amendment 0004.

RFI #101: Is it possible to use non- 1 hr rated temporary walls that meet the ICRA IV standards? If yes, would a formal exemption be required or would a response addendum verifying this question suffice?

RFI # 101 Response: Yes, 1 hour containment is required; thus, a formal deviation would be required if you do not comply.

RFI #102 – Since the restroom entrances are outside of the containment zones, is a third vestibule is required to maintain ICRA compliance? If yes, are there any known restrictions or expectations regarding exhaust configuration? (Please see Drawing AD-101 on pg. 7 for reference)

RFI #102 Response: The restrooms and corridor may not require a level IV ICRA anteroom vestibule. Only the primary area of this project is known level IV. The VA is responsible for performing an AHA associated with infection control per spec 01 35 26 to determine the ICRA class of the restroom area. AESUS/AE firm recommends consulting the VA facility safety officer regarding the ICRA containment in the restrooms. Once the VA has established the ICRA level classification of the restrooms, please refer to Spec 01 35 26 for containment requirements.

RFI #103 - For the potential 3rd ICRA Vestibule entry for the restrooms, would interior exhausting be acceptable in this zone given that there are no apparent direct exterior ducting paths inside the existing fire breaks?

RFI # 103 Response: Refer to spec 01 35 26 for containment requirements.
