About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) for the Department of Veterans Affairs' Relocate and Renovate Urology Construction project at the Mather VAMC. The justification covers four specific brand-name items with unique requirements: Mircom Fire Alarm Systems (to be installed by Low Voltage Specialty, Inc.), Illustra Pro Cameras (eight 4MP mini dome cameras), Johnson Controls HID/PIV Card Reader System (one card reader), and ARJO Maxi Sky Patient Ceiling Lifters (three lifters between 1000-1100 lbs).
The procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside with a partial brand name justification. Each specified product is deemed necessary due to existing system compatibility, standardization across VA facilities, and specific technical requirements. The market research conducted within the past 18 months confirmed that these specific brands are the only ones meeting the VA's unique requirements for the Mather facility, ensuring seamless integration with existing security, fire alarm, and patient handling systems. The contracting officer certified the justification on 6/6/2025, approving the purchase in accordance with FAR 13.106-1(b).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a partial brand name justification for commercial products and commercial installation services particular to the manufacturer and service installer above.
Item a. Fire alarm installation and devices installation is for the Mircom Fire Alarm system in which the vendor above listed has the most familiarity and technical expertise with the products to provide the best installation for the items. They are also the Northern California distributor for all Mircom/Secutron fire alarm products.
In addition, Low Voltage Specialty, Inc. is the only authorized vendor to work on and program the facility's fire alarm systems as Mircom is a proprietary system including devices.
Item b. Illustra Pro brand name security cameras are one of the few that meet all VA regulations and requirements and have been standardized throughout Sacramento VA Medical Center, Mather, CA, and are currently compatible with the existing network and system. Therefore, installing a system or product from a different manufacturer will result in significant duplication of costs for the facility, and the equipment will not function properly nor be compatible with the existing system. New components must be able to tie into an existing and operational system, including the use of software. At this time, there are no other brand names whose products are fully compatible with the existing system used by the VA Police and VA’ s requirements for the Sacramento VA Medical Center, Mather, CA.
Item c. Standardization of the PIV lock system of all buildings at VA Northern California Health Care System (VANCHCS) is required. It was reported that VA Police have had numerous problems with the different brands of card readers and maintaining multiple systems that could not be accessed remotely, as CCure 9000 is able to.
cards will aid in security and standardize all buildings throughout VANCHCS. This will ensure the VA Police can monitor the security of multiple campuses. Johnson Controls is the only authorized installer for PIV card readers in the area.
Item d. Arjo Maxi Sky ceiling lifters are currently being used and standardized throughout VA Northern California Healthcare System. It is required for the safety of patients that we maintain a consistent product. Healthcare providers have been trained and currently utilize the Arjo patient lift. Arjo items are vetted and managed through biomed. Items will be installed in procedure/exam room where patient lift is required to transfer patients from chair to exam table. Items not purchased can result in an accidental staff-caused patient injury. Arjo patient lifts are standard patient lifts in VA Northern California Healthcare System.
Revision: 01 Effective Date: 11/15/2024
VA Mather has procured the Arjo Maxi Sky patient lift previously for standardization of the patient lift system throughout the VA patient and employee safety standards, a lift is necessary to transfer patients to and from the exam table. This sustained by attempting to manually transfer a patient. Arjo has rendered design based on current room lay out and specification. Arjo's Patient Handling Equipment is the only authorized installer of Arjo Maxi Sky patient lift system. Therefore, no other supplies or services can be used due to standardization of the patient lift system throughout the VA Mather Facility. Arjo is the sole provider of their equipment.
Description of market research conducted and results or statement why it was not conducted: In accordance with the Competition in Contracting Act (CICA), the partial brand name items a. b., and c. listed above are identified as brand name;
however, the overall procurement will compete overall as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) Set-Aside. This brand name justification will be posted to the Government Point of Entry with the solicitation and or Amendment.
The Physical Security Specialist and COR performed market research within the past 18 months and provided that the Illustra Pro brand-named Cameras have the best compatibility for use on the network on which they will be installed. Only one unique brand name source for each of the items listed above can meet the Government's unique requirement, as they are standardized throughout the VA, already installed locally, and must be like-for-like items to ensure a seamless transition with the existing items and provide the features for security and compliance the VA requires.
Low Voltage, Inc. is a current, in-use local vendor that, per the facility, is the most familiar with the VA Mather Medical Center Campus, VA technical requirements, and currently services and is authorized to work on Mircom alarm systems for the Mather facility.
Johnson Controls: Johnson Controls is the single source that can provide the PIV/HID card readers needed and is currently being implemented and standardized throughout the facility. PIV/HID Card readers must meet current VA standards and regulations, and these Johnson Controls card readers are the only card reader system that meets the criteria for implementation at our facility and is compatible with our existing systems. Installation of HID card readers compatible with CCure 9000 safety, security, and standardize all buildings throughout VANCHCS.
Arjo, Inc: Arjo Maxi Sky Ceiling Lifts are the single source vendor and manufacturer that can provide this product. Market research was conducted and documented utilizing VetCert, FPDS, FEDDATACHECK, and RFI. Arjo
Revision: 01 Effective Date: 11/15/2024 Acquisition ID# 36C261-25-AP-1590 recently purchased. NCO 21 conducted market research to verify if Arjo, Inc.
