About this file
The document is a Bid Check Return Authorization Form for Harris County, Texas, specifically designed for bidders submitting bid bonds or cashier's checks for a contract opportunity. The form outlines the process for submitting financial guarantees, with specific instructions that cashier's checks must be physically dropped off in a sealed envelope referencing the Job Number at 1111 Fannin Street, 12th Floor, Houston, TX before the bid due date. For bids, the County Clerk may retain the bid checks of the three lowest bidders until after contract award, approval, and receipt of performance and payment bonds, while returning other bidders' checks within 72 hours of bid opening.
The form provides two submission options: a bid bond (Section A) or a cashier's check (Section B), with both requiring specific details such as bond/check number, amount, and bank information. The authorization grants Harris County permission to return the bid check via regular mail without liability under three conditions: if the bidder is unsuccessful, if performance and payment bonds replace the bid check, or upon contract completion. All bid checks must be payable to Harris County, not to any individual, and the form includes sections for the bidder's business address, signature, contact information, and administrative tracking by the County Clerk or Purchasing Agent.
