About this file

This document is a Certification Regarding Lobbying form (Attachment C) required for federal contract bids exceeding $100,000. The form certifies that the bidder has not and will not use federal appropriated funds to influence or attempt to influence government officials in connection with the awarding of federal contracts, grants, loans, or cooperative agreements. The certification requires the bidder to disclose any non-federal funds used for lobbying activities by completing Standard Form-LLL, and mandates that this certification language be included in all subawards and subcontracts.

The document outlines significant legal and financial consequences for non-compliance, including civil penalties of not less than $10,000 and not more than $100,000 for each failure to file the required certification. Bidders must affirm the truthfulness of their statements and understand that the provisions of 31 U.S.C. § 3801 et seq. apply to this certification. The form includes fields for detailed reporting of lobbying activities, such as the type of federal action, status of the action, reporting entity information, federal department/agency, and potential award amounts.
