About this file
This document is a Policy for Payment of Material on Hand issued by the Harris County Engineering Department in Texas, dated December 6, 2005. The policy outlines the procedures for contractors to request compensation for nonperishable materials that have been delivered to the work location and are stored in acceptable places, but have not yet been incorporated into the work. Eligible materials must be sampled, tested, approved, or certified, and ready for incorporation. The policy covers specific materials like concrete traffic barriers, precast concrete box culverts, beams, reinforced concrete pipe, steel girders, and other items deemed reasonable by the Engineer.
The policy specifies that payment for materials on hand will only be made for items with an individual or collective invoice cost of at least $3,000, and only for materials authorized by purchase order or written engineer approval. Payment will not exceed the actual cost as established by invoice, and materials without a paid invoice within 60 days will be ineligible for payment. Contractors must submit monthly material on hand forms until the total value reaches zero, and by submitting a request, they authorize the Engineer to audit material on hand records. The Engineer reserves the right to exclude payment for any materials if the requirements are not met during the contract duration.
