About this file
This is a Pricing Worksheet for a comprehensive legal services contract for Unaccompanied Alien Children (UAC) issued by the Department of Health and Human Services. The solicitation seeks a contractor to provide legal services for UAC currently in or released from the Office of Refugee Resettlement (ORR) care, with a contract value of $942,347.00 spanning a base year and four option years from February 1, 2026 to July 31, 2031. The pricing worksheet details 19 distinct legal service categories, including Know Your Rights/Legal Orientation, Legal Consultations, Direct Legal Representation for Special Immigrant Juvenile Status, Asylum, T Visa, U Visa, Voluntary Departure, VAWA, Temporary Protected Status, Naturalization, Adjustment of Status, and other legal services.
The contract is structured as a hybrid procurement with Firm Fixed Unit Price (FFUP) for most services, Firm Fixed Price (FFP) for network management and data transfer, and Time and Materials (T&M) for other legal services. The solicitation requires a pro bono component where contractors must establish a network of volunteer pro bono attorneys to provide a percentage of direct representation services. The estimated service quantities vary by year, with base year quantities including 10,000 legal orientations, 35,000 legal consultations, and various quantities of specific legal service applications and representations. The contract includes provisions for LSP Network Management and a Data Collection and Transfer System, with not-to-exceed amounts for different contract periods.

Pricing shall be based on the estimated quantities indicated and Services Descriptions provided. Pricing is requested as applicable per service at both the Full Price and Pro Bono Price levels (for Direct Legal Services items 0001-0016). The Pro Bono Discount Calculator is provided for each contract year and the FAR 52.217-8 extension period, as well as the total contract level on the summary tab. Additionally: |

On an annual basis, the Government will pay only the pro bono cost for the services that otherwise should have been covered through pro bono providers. |
