About this file
This document provides an amendment to a solicitation for a Multiple Award Construction Contract for general construction services at the National Institutes of Health. The amendment makes five changes: it extends the proposal due date from March 14, 2019 to March 27, 2019; it provides answers to two time-sensitive questions regarding design team experience requirements and use of past performance questionnaires; it reduces the minimum bonding requirements for small businesses from $10 million per project/$30 million aggregate to $5 million/$10 million; it lowers the minimum project size requirements for small businesses under the construction experience factor from $1 million with one project at $5 million to $700,000 with one project at $2 million; and it decreases the minimum project size under the past performance factor for small businesses from $1 million to $700,000. The solicitation seeks up to 16 indefinite-delivery, indefinite-quantity construction contracts with a total value not to exceed $2 billion over eight years to provide general construction services at National Institutes of Health facilities. Awards will include up to 12 set-aside contracts for small businesses in various socioeconomic categories and up to four unrestricted contracts.
