3. On page 19 of the RFP, Article 15 on refers to “Decommissioning” while Article 16 refers to “Quality Assurance.” The Business Proposal Instructions on page 41 states: “However, do not provide pricing for Decommissioning (Line Item 16) as the amount will be $10M over a five-year period and pricing will be made on the task order level.” Please confirm that page 41 instead refers to Decommissioning (Line Item 15) as not required pricing.
Article 15/Line Item 16-Decommissioning does not require pricing. Vendor must submit pricing when task order is created.
4. Tasks Orders being designated as Firm-Fixed Price could result in higher costs to NIH. Would NIH instead consider designating Task Orders as Time and Materials?
No, the NIH is looking at firm fixed price task orders.
5. To help facilitate development of the required Quality Control Plan and, subsequently, expedite project kickoff, will NIH provide a list of quality control requirements that have been placed on the incumbent contractor?
The QASP (PWS Attachment #5), NIH’s Quality Control Plan, is part of the solicitation and has been posted with this RFP. Vendors must state how they plan on attaining quality assurance/control (and will be part of evaluation criterion B).
