About this file
This is a Pre-Proposal Meeting presentation for the Indian Health Service (IHS) Whiteriver Hospital Project scheduled for April 8, 2026.
The project involves construction of a new hospital facility and associated infrastructure at Whiteriver, Arizona, serving the White Mountain Apache Tribe. The scope encompasses new hospital construction, demolition of existing buildings, temporary parking facilities, new roadways, utilities, and three wastewater treatment plants (Hospital WWTP, Surface Water Treatment Plant, and Hon-Dah WWTP). Key construction challenges include managing ongoing hospital operations during construction, traffic and highway access constraints, parking limitations, staging area logistics, construction phasing complexity, water availability during drought conditions, and road capacity limitations for heavy equipment delivery. The project team includes IHS Division of Engineering Services personnel (Project Manager Scott Fillerup, CORs Bruce Kemme and Matt Mergenthaler), Contracting Officers Jenny Scroggins and Erik Lundstrom, SmithGroup as architect, and Jacobs as commissioning agent. The general contractor and quality assurance manager positions are to be determined. The solicitation uses a format organized in Sections A through M with proposal preparation instructions in Section L.8-L.10 and evaluation factors in Section M.3. Evaluation is based on technical experience, technical approach with draft schedule, key personnel resumes and organizational chart, and past performance. The estimated contract award date is end of fiscal year. Construction wage rates apply and may update before award. White Mountain Apache Tribe TERO (Tribal Employment Rights Office) requirements mandate compliance plans submitted two weeks prior to start date, with fees including $2,000 permit application, $125 routing slip, and $15 per person crew fees. Contractors may utilize tribal resources including equipment, water, and facilities available through various WMAT departments.
