About this file
This is Amendment A00006 to solicitation 75H701-25-R-00001 for PIMC Mechanical Projects at the Phoenix Indian Medical Center, providing responses to pre-proposal inquiries #15-26. The amendment addresses technical questions about manufacturer specifications, above-ceiling obstructions, wall penetrations, exterior pipe support requirements, waste disposal, phasing, medical gas systems, and equipment installation details.
Key clarifications include: concrete pads are required below duct supports, contractors are responsible for waste disposal and MedGas inspection costs, furniture/equipment will remain in place and must be protected during construction, and specific phasing requirements must be followed for isolation rooms. The proposal due date remains February 7, 2025 at 2:00 PM MST. The project involves HVAC system alterations in the Pediatric and Dental Clinics, plus Central Plant improvements including cooling tower valve replacements, medical air system updates, and isolation room modifications.

Project 1 Above ceiling obstructions
In the field walk there were indications of above ceiling obstructions that would affect the duct work installation as drawn.
Obstructions include but are not limited to steal trusses and engineered wood beams that are nearly the full height of the space between the roof and the drop ceiling.
1. Please provide locations and details of these above ceiling obstructions and direction on how the design will coordinate with these.
2. Or, please provide direction to price the drawings as shown now and coordinate design changes with the EOR once awarded.
COR/BWS Zona field verified the existing conditions during the site visits and coordinated main ventilation air duct routing in coordination with the modular beams.
Zona will work with the successful bidder to resolve routing conflicts for unseen conditions during construction.

Full Height Walls
In the field walk there were indications of full height walls in multiple locations throughout the buildings.
1. Is there any drawing showing which walls are full height?
2. Can the walls be penetrated are there any requirements for sealing or fire caulking any penetrations?
COR/BWS 1. No additional drawings are available for review.
2. Where wall penetrations occur, refer to the specifications for sealing.
18. Mech Project 1
Exterior Pipe and Duct Support Foundations
Large portions of the exterior ductwork and VRF piping for the Pediatric Building are routed over dirt, and the plan drawings and details indicate that the use of Dura-Block type supports sitting on the ground.
1. Normally Dura-Block Supports would need to be sitting on a solid/stable surface.
2. What are engineering’s expectations for a base for these supports? Likely solutions are to either extend the equipment pad to include the footprint of the exterior duct and piping, or add individual concrete pads at the base of each individual support.
COR/BWS Provide individual concrete pads below duct support.

Material Disposal Requirements
1. Are there any special disposal requirements for any on the existing pieces of equipment, including but not limited to being returned to the owner or stored on-site.
2. Are there any requirements to sort and separate construction waste streams?
3. GC QUESTION: Will construction waste bins be provided at each building by the GC? Our expectation would be to dispose of items in an as demoed condition, and would not plan on cutting or breaking down equipment or materials into smaller components.
COR/BWS Disposal of any materials or equipment should follow any federal, state, and local ordinances.
Construction waste bins are to be provided by the Contractor.

Phasing The phasing plan for the pediatric building shows that the south portion of the open office space is included in Phase 1. Please confirm that the phase boundary is actually the existing exterior wall.
COR/BWS The intent is to stub ductwork from the ventilation air unit through the exterior wall into the Phase 2 portion of the building. The approach was to seal all wall penetrations at one time.

Construction Access and Management of Existing Office Furniture, Supplies, Etc.
1. Please identify any equipment that will not be able to be removed for the construction effort
2. Please identify who will be responsible for packing, moving, and managing getting the office furniture and supplies out of the construction space and then back into the construction space.
COR/BWS Most of the work in the dental and pediatric building is above ceiling. No equipment or furniture will be relocated. The intent of the project is for the contractor to cover and protect the furniture and equipment while work is being completed.
22. Mech Project 2
Dust collector scope Is there an expectation for contractor to provide any dust collector drops beyond the overhead round taps that are shown.
COR/BWS No.

MedGas Inspections
1. Which MedGas inspector is servicing this site?
2. Does the owner cover the contract for and costs associated with any MedGas inspections?
3. Please confirm that the Medical Air system can be shutdown long enough to cut over
COR/BWS 1. The contractor is responsible for facilitating the MedGas inspector.
2. No. The contractor is responsible for this cost.
3. The contractor will need to request a shutdown of the medical air in advance. Information will need to be submitted such as how long the shutdown is intended to last.

Medical Air Skid Placement Concerns Medical Air Skids cannot be installed in areas that could get flooded. Has the new location in the lower level been vetted against those requirements
COR/BWS There is no specific reference in NFPA 99, 2021 Edition – Chapter 5 – Gas and Vacuum Systems that specifically references flooding for the medical air source.
PIMC has confirmed that there are floor drains installed on the lower level of central plant. PIMC already has measures in place to address any potential flooding occurrences.
25. Mech Project 2
Heat Exchanger Shutdown Please confirm that the Plant can operate without the use of the plate frame heat exchanger. There is no good phasing option that will allow for full time use.
COR/BWS PIMC does not use the heat exchanger during the summer. However, PIMC will still need to know how long the heat exchanger will be offline.
26. Mech Project 2
AIIR Room Phasing Is there any opportunity to have all isolation rooms shutdown at once. With a common exhaust header, phasing without at least a short period with all rooms out of use will be very difficult, if not impossible.
COR/BWS Please reference the phasing plan in the construction documents. Any phasing plan different than what was stated in the construction documents will need to be requested and approved by the COR prior to shut down.
