About this file
This is Amendment A00003 to solicitation 75H701-25-R-00001 for PIMC Mechanical Projects at the Phoenix Indian Medical Center, issued by the Indian Health Service. The amendment provides the site visit agenda and sign-in sheets from January 7, 2025, responses to pre-proposal inquiries #3-14, and updates to various clauses and attachments.
Key changes include replacing Attachment J04 with a 2025 Exemption Letter for a Qualifying Hospital dated December 30, 2024, updating FAR 52.204-8 Annual Representations and Certifications clause to January 2025 version, and revising clause L.12(1)(a)(iii) to exclude Factor 3 from the 15-page technical proposal limit. The amendment clarifies that phasing is only required in the Pediatric Clinic and Isolation Rooms areas, not the Dental department which will use an annex building during construction. The 170-day period of performance (exclusive of submittals and long lead materials) and proposal due date of February 3, 2025 at 2:00 PM MST remain unchanged. This is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS 236220 with a $45 million size standard.

Amendment A00003 dated 1/8/2025
3. H.1 Work
Hours In the RFP it mentions a Representative from the IHS needs to be on site when work is being performed, will this representative be able to cover multiple areas?
CO At least one Government representative needs to be on-site, they are not required to be present in the area where construction in being performed. Since PIMC is open 24/7, we will always have a Government representative on site, usually security.
4. DMS understands the phasing plan in the Pediatrics’ Clinic, however several ducts for Phase 1 travel into Phase 2 that will need to be completed in order for Phase 1 TAB to be completed, is it acceptable to include the ducts that are part of a system in Phase 1, but shown in Phase 2 so that one system is complete?
COR/
BWS
There is one (1) ventilation air branch ducts serving FC 2-06 and one (1) exhaust air branch duct serving Pharmacy #23 that shall be capped under Phase I for connection under Phase 2. The additional branch ventilation and exhaust duct mains serving the remainder of Phase 2 areas shall be installed and capped under Phase I for connection under Phase 2.
5. Replacing the valves on the cooling towers, can one tower be isolated so valves can be replaced while the other tower is still operational?
COR/
BWS
Each control valve has an associated manual isolation valve. It is the responsibility of the Mechanical Contractor to confirm the approach for valve replacements prior to bidding.
Reference H.7.(e) for additional information regarding coordination of system shutdowns.
6. Can the fluid in the hydronic piping for the cooling towers be disposed in a floor drain or does it need to be considered hazardous material?
COR/
BWS
The fluid contains diluted Nitrate. This should be disposed according to any federal, state, and local regulations.

7. Does the IHS have As builds or original Drawing that they can share so we see what other utilities are in the ceiling we might encounter?
COR There are no additional as-builts available.
8. Will the reception and waiting areas need to be accomplished after hours?
COR PIMC is prepared to setup a temporary reception and waiting area during the phasing process. This will be completed in coordination with the general contractor.
