NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and all amendments by number and date on their cover letter in their offeror or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
SECTION C – STATEMENT OF WORK
C-1. Project Description.
A. Title: Crownpoint Staff Quarters, Repair by Replacement.
B. Location: The site is located on the Navajo Nation in New Mexico in the Crownpoint South Quarters residential area off of US 371 and Indian Service Route 104, approximately 1.2 miles southwest of the hospital.
C. Period of Performance: 730 calendar days.
D. Description: Crownpoint Staff Quarters will consist of demolition/abatement of twenty-five (25) existing homes, the construction of thirty-three (33) units to include three (3) Single Family homes (1 and 2 bedrooms, 1 ADA), six (6) Quadplex multi-family homes (1 and 2 bedroom), and three (3) Duplex multi-family homes (2 bedroom). This includes replacement of sidewalks, ramps, curb /gutter, pavement section, and construction of all utility improvements as shown on the attached plans.
C-2. Scope of Work.
The Contractor shall furnish all personnel, materials, services, and facilities and shall perform all work necessary to verify quantities and remove all hazardous materials as shown in the attached 2012 Hazardous Report for 16 existing buildings and abate and demolish these buildings. Also perform all work necessary to construct the proposed Crownpoint Staff Quarters as described in C-1. The demolition and construction shall be in accordance with the attached Construction Documents as listed in C-6. Refer to plan sheet A103 for limits of scope.
C-3. Period of Performance.
Following the Notice to proceed the Contractor shall proceed and complete the work and within 730 days of award. The Contractor may submit an alternative schedule for the Contracting Officers review and approval. The verified hazardous material survey and plan shall be due no later than 75 days after issuance of the Notice to Proceed (NTP).
C-4. Work Requirements/Deliverables.
A. Verify the accuracy of hazardous material quantities listed in the 2012 Hazardous Material Report of the sixteen (16) existing buildings shown in the plans to be demolished (CLIN 0001). Refer to plan sheet A103 for limits of scope.
B. Provide abatement and demolition plan for review within 75 days of issuance of NTP (CLIN 0002).
C. Abatement, demolition, and removal of the sixteen (16) structures per the plans and specifications (CLIN 0003).
D. During demolition of existing buildings (CLIN 0003) and sidewalk, curb and gutter, and pavement section (CLIN 0004), Sandpiper can be closed between Mercy and King streets only. Traffic must not be impeded on any other streets during demolition and construction.
E. General Requirements detailed in Division 01 of the attached project specifications shall be followed unless stated otherwise in this contract.
F. When construction begins the Contractor is responsible for conducting weekly Project Status meetings with all stakeholders to discuss construction status, safety, submittals, RFI’s, schedule, quality control, and any other issues as required. This includes providing minutes for each meeting using Microsoft Outlook or equivalent to invite for each meeting. Meetings shall be by an electronic platform as approved by the Contracting Officer.
G. Prior to construction start the Contractor shall provide a project schedule for review and approval by the Contracting Officer. Updates are required monthly prior to progress payment requests.
C-5. Coordinating Instructions.
A. Any work with existing water, sewer, and natural gas utilities shall be coordinated with NTUA local office to include service connections and excavations within easements and rights-of-way. Any work with the existing electric utilities shall coordinated with Continental Divide COOP, locating in Grants, New Mexico.
B. Site Access. The Contractor shall coordinate with the Crownpoint Service Unit personnel prior to starting any work on site.
C. All work that affects roadway operation shall be coordinated by the Contractor before work with the Crownpoint Service Unit personnel.

Plan sheet C400
Engineer Utility notes #15 give a description of a 1” service line with a 5/8x3/4 meter setter. Sheet C401 water key notes show 1 ½ service connections and fittings. Could you clarify service line size? If the service line size is 1 ½ are you asking for SCH40?
Material, construction and testing should conform to 2008 NTUA Technical Specifications – found on the informational attachment “Water System Improvement Projects”
The pipe should by Polyethylene (PE) 200 PSI. SIDR 9 in conformance with ASTM D2239. See Sections 3.07.02 to 3.07.05 for saddles, stops and fittings for line connections.
4 Sheet C400
This shows the existing sewer line is 10” Ductile Iron. If so are you tapping into the DI for service connections or cutting in the connection? If you are tapping what kind of saddle would you allow for a tap? If you are cutting in the connection, could you provide a spec for the lining for the MJ fittings?

Service connections to existing pipe can be by saddle type fittings per NTUA Technical Specifications 4.03.04. Ductile Iron Wastewater Pipe Fittings. Also reference NTUA standard WWS-1 shown as detail 13 on Sheet C703. Saddle is SDR 35 PVC
Could provide the existing pipe size and type for the water service connections?
The water line is 250mm or 6”. NTUA has as-built information for the water, sewer and gas. This information should be provided to the contractor for use in planning and construction.

Sheet C301 has 2 existing lines that will need to be lowered per sheet C705 detail.
Could you provide the existing pipe size and type?
8” runs north-south and 6” runs east west.
Use detail 30 for crossing cover dimensions
7 Is AASHTO required for the 24” & 30” HDPE on sheet C301?

Units 3020, 3021, and 3032 to 3039 are highlighted on the Building Demolition Limits and are not on the Hazardous Materials Report, can the contractor price the abatement for the units not in the Hazardous Materials Report using the survey for unit 3023?
Yes, a contractor can use the price for unit 3023 and be verified by contractor after awarded contract.
Units 3025 to 3031 are listed as part of the contract for demolition in the Hazardous Materials Report and these units are not highlighted on the Building Demolition Limits, is the contractor to demolition units 3025 to 3031 and 3040 as part of the contract?
Refer to sheets A101 and A103 for units to be removed and locations of new units.
Units 3019-2, 3022, 3023, 3024, 3025, 3026, 3027, 3028, 3029, 3030 shall be demolished under phase 2 scope.
Section B, B.2. Contract Pricing CLIN #0017 and 0018 states “Remove only damages curb and gutter and sidewalk” however, the quantity of damaged curb and gutter and sidewalk are not shown on the plans.
Can the Government provide a drawing showing the location and limits for the damaged curd and gutter and sidewalk to be replaces?

It appears that 35 new housing units rather than the 33 referenced in the RFP and plans are shown in the Schedule of Prices. I believe this may be due to CLIN 0009 showing quantity 2 duplexes rather than 1.
Is CLIN 0009 intended to only refer to lot 3044/3045?
It is 33 units per the SOW and RFP. CLIN 0009 was revised to 1 Duplex (from 2). CLIN 0009 description was revised to LOT 3019.
CLIN 0013 was revised to LOT 3044/45.

Price Schedule
Is the sitework demo and construction listed as phase 1 in CLINS 0004 & 0011 under the Base pricing intended to correspond with phase 1 of the new housing units construction shown on A103?
Similarly, is the sitework demo and construction listed as phase 2 under the Options pricing in CLINS 0015 & 0016 intended to correspond to phase 2 shown on A103? If that is the intent, the number of new housing units listed in the Base and Options pricing sections do not match the number of units listed in phase 1 and phase 2 on A103 respectively. Or is the sitework demo and construction phases 1 and 2 independent of the housing units new construction phases 1 and 2? Said another way, is there a plan that shows what civil demo and new civil construction is considered phase 1 and what is considered phase 2?

Regarding sheet A204, the Key Note 05 52 Metal Patio Railing. The specification book does not include a Metal Patio Railing section nor is it in the Table of Contents.
We are unsure what to bid for these.
Refer to D1/A511 and Section 323119 - Decorative Metal Fences and Gates.
In sections 22 11 16, 22 11 20, and 22 13 16, the specifications reference Section 22 05 48 "Vibration and Seismic Controls for Plumbing Piping and Equipment". I don't see that section in the specifications. Please advise.
Section 22 05 48 "Vibration and Seismic Controls for Plumbing Piping and Equipment" references shall be removed from sections: 22 11 16, 22 11 20, and 22 13 16.
On Sheet G001 Codes and Standards I mentions to uses 2021 IBC Code. Then on the structural sheet S001 it states to use the 2018 IBC Code. Can we get clarification of which code to use for the plans?
Contractor shall apply International Residential Code (IRC) 2021 to 1 Bedroom plans, Two Bedroom plans, Two Bedroom ADA plans, and Duplex plans.

In review of the plans provided on SAMS.gov we did not find a copy of the Geotechnical Report for the project. Please provide.
The Geotechnical Report will be added as Attachment J10. Please see the attached document and a revised section J.
B.2, CLIN 0001: It states to verify quantities 2021 HM report for each building. Does this mean IHS would like to do a HAZMAT full sampling again? Do a full HAZMAT report? Please verify the intent of the bid item
Verify the items identified as hazardous waste are still present and included in the abatement plan to be submitted for approval. No additional testing is required.
If you wanted us to do a full haz mat report, wouldn’t that null and void CLIN 002 and 003 since CLIN 001 essentially says that the current hazmat report is not valid in terms as quantities? Please verify.
No hazardous materials report is required.
An abatement plan is required. The report is accurate as to location and quantities.
The architectural site plan show Phase 1 and Phase 2. The bidding format requires that we break out the streets into Phase 1 and Phase 2 along with other items in particular CLIN’s. We could not locate a plan that separates the civil work (streets, sidewalks, etc) into a Phase 1 and Phase 2.

Glazing; it calls for Argon in the glazing which is not recommended for this altitude but it may after U-Value if taken out. Please confirm Argon is required.
Argon is required, match the performance requirements identified in the glazing schedule of the specification.
H.22 Inspections; It says contractor is responsible for all inspections. Is this only for material inspections or also inspectors hired or employed by IHS? Please clarify.
This is not for “inspections” by the government or representative.
For the Quadplex Option 2, can the Architect provide a complete cross section for the elevation change indicated on the units to be built on lots 3025, 3024, 3032, 3042, 3043, 3046, and 3047? The Civil and Architectural drawing don’t provide enough information on how the contractor is to address the elevation change in the Quadplexes that have this condition. Sheets S134.2 and S134.3 references General Post Tensioned Slab Keynotes 1 – “Verify all dimensions and conditions with Architecture Drawings. Dimensions not noted shall be per approved Architectural Drawings. Resolve any discrepancies with the Architect prior to construction." This condition shown on the Civil and Structural Drawings is not detailed in the Architectural drawings. The Structural drawing provide detail 115-Grade Step at Post Tension Slab on Grade on sheet S512 and detail 215-Wood Roof Trusses at Step in Roof.
Refer to sheet S124.1 and S144.1 and details 115/S512, 215/S522 for transitions at quadplexes option 2 located on lots 3046/3047, 3045/3042 refer to sheets C301, C302,C303 for grading elevations at these lots.
Quadplex located on lots 3031/3032/3033 is not currently part of project scope.
Refer to attached sheet A001r1, A312r1 and A124r1for building transition.
What are the lengths and heights for the retailing walls indicated in the Site Plan Keynotes #15-“Retailing Wall. Refer to Structural Plans”? There is not enough information on Sheet C201, C202, C203, C301, C302, and C303 indicating retaining walls to determine the length and height (top of wall or bottom of wall) on the noted locations retaining walls. The Retaining Wall Detail is shown on Sheet S503. Sheet A204 does not show retaining walls.
Retaining walls shown on plan are 4’ in total height per detail 24/S503. Wall represented graphically as short are to be 5’ in length. Walls represented graphically “longer” shall be 15’ in length.

All Laundry room sub-panels need good clearance from Washers per NEC code. Is okay for surface mount electrical paneling?

Please confirm that 410A is the refrigerant of choice. It will no longer be sold by venders for complete installs beginning 2025 per EPA regulations.
The R410A refrigerant requirement shall be removed from project. Provide new HVAC equipment that is configured to use R454 refrigerant.
Is the only project tax applicable the Navajo Nation tax? meaning that federal and state tax will be exempt for this project?
As stated in Section B of the solicitation, all offerors are responsible for allowing for all applicable state, local and tribal (where applicable) taxes and fees within their bids and to perform their own due diligence in ascertaining them. The Contractor is responsible to pay all applicable Tribal fees and/or taxes, or applicable requirements that may be incurred as a result of this project. Failure on the part of the successful Offeror not to include these fees or the appropriate impacts will not constitute a request for an equitable adjustment to the contract price.
Yes, on sheets C100, C101, C102, C103, & C104 (page 8-12 on the drawings) it states in section 6 the removal of the existing fence. Is there exact footage that the owner would like to remove since it’s not very clear what amount of the fence will be removed.
Demolition Plan sheets (C100-C104) correspond with the Site Plan sheets (C200- C204). The fence to be demolished is called out on the Demolition Plan sheets.
Contractor can further compare/contrast with Site Plan sheets for proposed new fencing and tie-in locations to fencing to remain. Contractor can scale drawings to quantify footage of fencing to be removed.
No additional information is required to prepare the pricing for demolition of fencing.

On Page A001 the partition schedule calls for wall type P1 and P5 to be insulated with closed cell spray foam. These are demising walls that separate the units from each other in the duplex and quadplex building types. At this time there is no approved assembly system (GA or UL), including the assembly that is drawn that will meet the fire rating with closed cell spray foam installed in a unit demising wall. We can install fiberglass batts or mineral wool, which both would be acceptable in the assembly and meet the fire code requirement. Please advise.

A bidder is intending to use a closed cell spray foam product that has a higher R Value per inch than the R Value per inch that is specified on the drawings. Example:
The drawings on A312 in the upper right corner specify an R Value of R24 at 4” for wall type E2 on A-001. The product we install meets an R24 at 3.5”. The architect has specified an R Value of R60 at 9” for the roof line. The product we install meets an R60 at 8”.
1. Can a lesser thickness be installed as long as we meet the stated R Value in the exterior walls, gables, and roof area?
Higher R-value closed cell spray foam is acceptable if the applied thickness of the closed cell foam meets indicated minimal R-value shown on drawings. All products are subject to submittal approval prior to installation.

Page A001 has the wall type 4G between the home garage to be insulated with 7” of closed cell spray foam. Is there a specific reason why it is drawn to have basically double the R Value of wall type E2, which is the exterior walls surrounding the home?
Wall type 4.G shall have a minimal R-value of R-24.
The civil site plans, such as C201, do not specifically call for or show a quantity of gates for the chain link fence at each unit.

Fencing specifications section 323119 or drawings do not mention the height of the fence fabric. Please advise.

There is also a slight amount of confusion on the quantity of structures to be removed. The solicitation on page 6 states 25 units. A101 shows 27 units between phase 1, phase 2, and the future phase.
A101 is also missing some key nots and the legend, so bidders are making assumptions.
Then, E101 shows 28 units to be demolished, but also missing keynotes and a legend, making the plan a bit unclear.
Existing units to be removed at the time of design documents:
Phase 1 has 5 units to be removed Phase 2 has 11 Units to be removed Future Phase is not part of the project
See the revised section C that changes the demolished units from 25 to 16.
The specifications section 236100 under section D calls for PV panels, but none are shown on any architectural or electrical drawings. Are we to include PV or PV as an options for this solicitation.
Photo Voltaic has been removed from the scope of work for this project.
