About this file
This document contains an amendment to a solicitation and the responses to questions asked during a pre-proposal site visit for the solicitation. The solicitation is for the renovation of the Fort Duchesne PHS Indian Health Clinic located in Fort Duchesne, Utah. The performance period for the contract is 12 months from issuance of the notice to proceed. Questions were asked regarding the type of flooring product required, clarification on furniture and equipment relocation responsibilities, extending the performance period given supply chain issues, and confirming fire protection and power requirements for the temporary facilities. The responses provided clarification on an acceptable flooring product, details on furniture and equipment relocation, flexibility in the performance period, and fire and power details for the temporary facilities.

2. Specs Armstrong BOD. Can you please clarify which product it is that you want?
There are several that meet your criteria: Dune, Fine fissured, and Mesa. A‐E
As long as the product meets the specified criteria, it is acceptable. Armstrong Calla is an example of an acceptable design.

3. Specs
As I understand the temporary facilities, we are providing that temporary space in our scope of work. We also are to provide the design of the interiors of the space based on the uses listed in the specifications. We are also responsible for relocating the existing furniture, fixtures and equipment over to the temporary space. This, of course, needs to be done prior to the start of demolition/re‐construction of the project.
a. From the time of award of contract until we get that temporary space designed, manufactured, set up and fit up could take as much as 4 months. With the contract time being only 12 months, we’re worried there will not be sufficient time for the renovation, because there will only be 8 months left. Our question is: Can we extend the period of performance to 488 calendar days?
b. Can you provide an inventory of the FFE items to be moved?
c. Does the temporary space need to be fire sprinklered? Will it require fire alarm?
d. What type of electric power is available? Voltage, phasing and overall ampacity would be great. It’ll impact some HVAC and electrical distribution components.
e. Based on the equipment, size and needs of the buildings, would it be appropriate to suggest a different layout for the spaces? I think there are many efficiencies to gain by adjusting adjacency to better utilize resources and space. This would also have the ability to potentially reduce overall SF needs and help lower overall cost.
a. We originally estimated 2‐3 months for acquisition and setup of temporary facilities and had accounted for this in our performance period estimate; however, given the pandemic related supply chain issues we understand that this may take longer; but there will be time between award and issuance of NTP to allow for this additional time (i.e., this additional “long lead” time will not count towards the period of performance).
b. See Appendix B Parts 1 & 2 of Vol 3 of the Specs.
c. The total SF of the proposed layout in the project documents shouldn’t require fire sprinklers or a fire alarm system but proposed layouts will need to be reviewed by the building official to confirm fire safety requirements.
d. Temp distribution components shown on the site plan E‐0.2. On the One‐line diagram on sheet E‐5.4 are shown 800 Amps at 208 Volt 3 phase for the temp power.
e. Yes a different layout for the spaces is fine as long as it meets the stated needs of the project and the requirements of the project documents.

The proposed buildings shall conform to structural strength, fire safety, means of egress, accessibility, light, ventilation and sanitary requirements of the IBC.
The building official will need to review the proposed layout. The layout of the temporary buildings shall allow the occupants to egress in less than 100 feet.
4. Specs
Please confirm relocation requirements. EQ‐0 shows re‐use equipment will be furnished and installed by Owner. Example, C‐397227 X‐Ray Unit, General Radiology is to be installed by Owner. Project Specifications Section 015000.10, paragraph 2.2 Temporary Facilities states “Before selective demolition of existing building Contractor to remove the following items: a) Medical equipment, furniture and electronics and other items excluding office supplies and personal items from existing building to temporary facility”.
See Appendix B Parts 1 & 2 of Vol 3 of the Specs. See A‐1.0 keynote 22 for protection of existing radiology equipment.
