[END OF SECTION B]
SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 BACKGROUND
The water pipeline expansion in Sanniquellie and Voinjama will include furnishing, installing and constructing new water main distribution pipeline for each city’s water utility. The objective is to expand each city’s water pipeline to increase opportunities for private connections in each city, complementing the existing water distribution system. The objective of the second task under this contract is improving health service delivery at 24 health facilities (HF) by constructing reliable water and sanitation infrastructure.
C.2 GENERAL REQUIREMENTS
The construction Contractor (henceforth “Contractor”) will install new water pipes in two cities and construct WASH infrastructure in 24 HFs as specified in USAID provided drawings and technical specifications. “Technical Works” is defined as both the permanent Works proposed in the contract and the Temporary Works, required to complete the Permanent Work. Technical works (TW) for both projects will include the procurement, delivery, installation, construction, testing, disinfection of new water pipes; drilling of boreholes fitted with solar power systems;
and construction of elevated water tanks, service pipe to buildings, toilets, septic tanks and hand washing stations.
The Contractor must be capable of assembling and mobilizing an experienced team of site managers, skilled laborers and subcontractors and support personnel to procure correct materials and deliver to site on time; install and construct water pipe and appurtenances according to accepted workmanship practice; conduct quality control according to the approved plan; and provide required equipment, tools and materials to complete the required works correctly. The Contractor must provide a management team to manage and coordinate each project team, subcontractors, suppliers and other stakeholders for the completion of the Works. The Contractor must be financially capable to procure project materials and pay subcontractors in advance of being reimbursed by USAID. The complete description of the proposed Works and Contractor responsibilities are specified in the Technical Specifications (Attachment J.1) and project drawings (Attachment J.2).
USAID will be represented by the Contracting Officer (CO) who will be responsible for all final approvals and overall contract administration and management of the Technical Works. An Oversight Contractor (TBD), will serve as the Quality Assurance Contractor (QAC). The Contracting Officer's Representative (COR) will be responsible for the technical requirements of the project and coordination with the QAC and the Contractor.
The Liberia Water & Sewer Corporation (LWSC) will provide site inspectors in each city where the network expansion activity is taking place, to provide oversight alongside the QAC while they build up their knowledge and understanding of the water distribution network in preparation for their role in the long-term O&M of the systems. Similarly, the County Health Departments and staff of the HFs may provide inspectors to help coordinate the WASH construction and help in the oversight effort during construction.
The improved infrastructure will be handed over to the Liberia Water & Sewer Corporation (LWSC) upon successful construction completion, testing and commissioning. The completed WASH infrastructure facilities will be handed over to the Ministry of Health and County Health Departments.
C.2.1 Construction Requirements
A. Water Pipe Network Expansion Existing site conditions: Due to the nature of underground pipe installation and the associated underground unknowns and potential above ground obstacles, the Contractor is expected to visit each site and walk the proposed alignment during the pre-bid meeting. Special attention must be taken for above ground obstructions, potential underground obstacles and culvert stream crossings so the Contractor can adequately price the project.
The Contractor acknowledges that he/she has satisfied him/herself as to the existing site conditions, the quality and quantity of the materials furnished insofar as this information is reasonably ascertainable from an inspection of the sites, as well as from information presented by the drawings and specifications. Any failure of the Contractor to acquaint itself with available information will not relieve the Contractor from the responsibility for properly estimating the difficulty or costs of successfully performing the Work. USAID assumes no responsibility for any conclusion or interpretation made by the Contractor on the basis of the information made available by USAID.
Correct materials: Since this project will be connecting to, and expanding upon, existing water infrastructure (installed between late 2016 and early 2018), the Contractor must procure like materials to connect to the existing system and maintain consistency throughout the water utility and ensure a sound connection. For this reason there is a combination of metric and English units in the drawings; the Contractor must verify dimensions and diameter of pipes prior to procurement and installation.
The Contractor shall be responsible for the proper fitting of all components and elements and for the coordination of the operations of all trades, subcontractors, materials and laborers engaged upon the Works. The Contractor shall be prepared to guarantee to each of the subcontractors the dimensions which they may require for the fitting of their proposed work with the existing water infrastructure. Proper fitting to the existing water pipe network may include, all cutting and fitting, adjusting and patching necessary to make proper connections between the existing and proposed work. The Contractor’s attention is specifically directed to the fact that the water pipe proposed alignment is reflected as an approximate alignment and connects to as built drawings locations of existing pipeline. The Contractor is responsible for coordinating the actual alignment and installation to avoid conflicts with existing structures and to address elevation requirements.
The Contractor shall refer to the technical specifications and drawings to ascertain in more detail the Scope of Works in the two cities. The Contractor shall also refer to these documents to determine the detailed description of the intended physical Technical Works required be furnishing, constructing and installed, as well the nonphysical work required to properly report, communicate and manage the project.
The Contractor must repair, without expense to USAID, any part of the Works which may become inoperative on account of leaving the Works unprotected or unsupervised during the construction phase, including theft of materials or equipment.
The Contractor is responsible for the Warranty of Construction of the Water Pipe Network Expansion as specified in FAR 52.246-21.
B. Provision of WASH infrastructure in Health Facilities Existing site conditions: The selected twenty four (24) health facilities are located in scattered places throughout in Bong, Nimba and Lofa counties. Some of the facilities may have non-functional water and sanitation facilities in a state of despair, either due to a faulty design and location and lack of maintenance. Although the site plan indicates the proposed location of the various WASH infrastructures, the Contractor is expected to visit the sites and include a geophysical investigation to determine the location of boreholes that would deliver year round water supply service to the facilities.
