Subject: Request for Proposal (RFP) #SOL-72066919R00007, Water Pipe Network Expansion and Provision of WASH Services in Health Facilities - AMENDED
The United States Government, represented by the U.S Agency for International Development to Liberia (USAID/Liberia), is seeking proposals from qualified U.S. or non-U.S., non-profit or for-profit organizations, to support the Government of Liberia in its commitment to provide construction services for water pipe network expansion(s), and provision of water, sanitation and hygiene (WASH) services in health facilities as detailed in Section C.
Authorized Principal Geographic Code for this solicitation is 937 – Default. NAICS Code for this solicitation is 237110 –Water and Sewer Line and Related Structure Construction.
USAID anticipates awarding a Firm Fixed Price (FFP) type contract as a result of this solicitation, covering a total period of performance of thirty-six (36) calendar months. The activity covers water network expansion(s), WASH related improvements to health facilities, commissioning of facilities, followed by a twelve (12) month Defects Liability Period (DLP).
This procurement will be conducted under Full and Open Competition procedures, pursuant to Part
6 and 15 of the Federal Acquisition Regulation (FAR). Please refer to Section L for information regarding proposal requirements. Offerors should take into account the expected delivery time required by the proposal transmission, and they are responsible for ensuring proposals are received at
USAID by the due date and time as specified in Section L. Failure to comply with the submission date and time will deem any submission unacceptable and it will not be reviewed or evaluated.
Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for the submission of questions, and the proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated. Oral explanations or instructions given before award of the contract will not be binding and will not constitute a formal amendment of the RFP.
USAID expects that offerors will have equal access to all local organizations needed to implement this contract and strongly discourages exclusivity agreements with local/regional organizations as this limits USAID’s ability to receive the best services.
This RFP can be viewed and downloaded from the Federal Business Opportunities (FedBizOpps) at www.fbo.gov. The full solicitation and all amendments to this RFP will be issued and posted at www.fbo.gov. Offerors are advised to download the solicitation and subsequently to check this website periodically for any amendments. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation.
Interested firms can register and use the Interested Vendor List (IVL) accessible through this solicitation on www.fbo.gov, so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation.
USAID encourages the participation to the maximum extent possible of all small business concerns in this activity or as a subcontractor in accordance with FAR Part 19.
Questions and comments related to this RFP must be submitted electronically no later than the question due date/time stated above to Edward S. Lamin, Acquisition and Assistance Specialist, at elamin@usaid.gov, with copies to the attention of Edel Perez-Campos, Contracting Officer, at eperez@usaid.gov, and Mary Chao Mwadime, Acquisition and Assistance Specialist, at mmwadime@usaid.gov. No questions will be accepted after the stated date.
USAID may consolidate response(s) to questions/comments and will post all responses as an amendment to this RFP.
Issuance of this RFP does not obligate the United States Government to award a contract, nor does it commit the U.S. Government to pay for any costs incurred in the preparation or submission of proposals. Furthermore, the U.S. Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the U.S. Government.
Sincerely
Judy J. Webb Contracting Officer http://www.fbo.gov/ http://www.fbo.gov/ http://www.fbo.gov/ mailto:elamin@usaid.gov mailto:eperez@usaid.gov mailto:mmwadime@usaid.gov

The objective is to expand each city’s water pipeline to increase opportunities for private connections in each city, complementing the existing water distribution system. The objective of the second task under this contract is improving health service delivery at 24 health facilities (HF) by constructing reliable water and sanitation infrastructure.
C.2 GENERAL REQUIREMENTS
The construction Contractor (henceforth “Contractor”) will install new water pipes in two cities and construct WASH infrastructure in 24 HFs as specified in USAID provided drawings and technical specifications. “Technical Works” is defined as both the permanent Works proposed in the contract and the Temporary Works, required to complete the Permanent Work. Technical works (TW) for both projects will include the procurement, delivery, installation, construction, testing, disinfection of new water pipes; drilling of boreholes fitted with solar power systems;
and construction of elevated water tanks, service pipe to buildings, toilets, septic tanks and hand washing stations.
The Contractor must be capable of assembling and mobilizing an experienced team of site managers, skilled laborers and subcontractors and support personnel to procure correct materials and deliver to site on time; install and construct water pipe and appurtenances according to accepted workmanship practice; conduct quality control according to the approved plan; and provide required equipment, tools and materials to complete the required works correctly. The
Contractor must provide a management team to manage and coordinate each project team, subcontractors, suppliers and other stakeholders for the completion of the Works. The Contractor must be financially capable to procure project materials and pay subcontractors in advance of being reimbursed by USAID. The complete description of the proposed Works and Contractor responsibilities are specified in the Technical Specifications (Attachment J.1) and project drawings (Attachment J.2).
