About this file
This document is an amendment to a solicitation for a USAID bed net distribution project in the Democratic Republic of Congo. The amendment provides clarification on several aspects of the solicitation, including updating budget and cost proposal requirements, performance standards, and evaluation criteria. It also responds to questions from potential offerors. The project will support the DRC National Malaria Control Program to achieve and maintain universal coverage of insecticide-treated bed nets through mass and school-based distribution in targeted provinces from 2020 through 2023 as determined by the National Malaria Control Program and the President's Malaria Initiative. The selected contractor will be responsible for storage, transport, and distribution of bed nets but not their procurement. The anticipated period of performance is from May 2020 through 2024.

11 Section L.9 Cost Proposal (pg.
168) requires sequential numbering of all pages and separation of sections by tabs.
Could USAID confirm this
Section L.9, USAID confirms that the sequential numbering and separation with tab requirement applies to the budget narrative and not the Excel file applies to the budget narrative only and not to the Excel file?

21 In Section C.2 Country Contexts on page 19 of the RFP, USAID states: “For PMI procured bednets, GHSC-PSM is responsible for delivering ITNs to the regional distribution warehouse in the capital city of the province targeted for a distribution activity. The Global Fund also procures bednets to be distributed with PMI funds through school-based distribution in CY 2020 and 2021. Those bednets will be delivered at entry point and this contract will transport the bednets from port of entry to end distribution point.”
However, in Section C.4 Additional considerations on page 24 of the RFP, USAID states, “GHSC-PSM is responsible for delivering ITNs to the regional distribution warehouse in each province.… The contractor is responsible for storage at the provincial level and delivery to/storage at peripheral levels (health zones, health areas and distribution sites) in advance of the activity.” Would USAID please confirm the contractor’s scope for Global Fund-supported provinces?
Section C.2, Section C.4, Section C.2 and Section C.4 have been amended
22 In Section C.3.3 Performance Standards on page 22 of the RFP, please confirm that the performance standard for outcome
1.1 ends after the word “key” or whether there is language missing.
Section C.3, The table in C.3.3 for Objective 1 has been revised in this amendment
23 The cover page and SF-33 both reference the RFP number as SOL_72066019R0011, but Section L.6 on page 162 of the RFP lists the RFP number with an extra zero. Would USAID please confirm the correct RFP number that should be included in the submission email?
Section L.6, The correct solicitation number is
SOL_72066019R0011
24 Section L.7 (a) on page 163 of the RFP details three annexes to be submitted with the PowerPoint slides: a detailed cost proposal, past performance information, and a Quality Assurance and Surveillance Plan. Section L.8 on page 165 of the RFP requests the submission of a key personnel annex. Would USAID please clarify which annexes are to be submitted with the PowerPoint slides?
Section L.7, There will be a total of five annexes:
1. Detailed Cost Proposal
2. Past Performance Information
3. Quality Assurance Plan
4. Key Personnel
5. Position Description
25 In Section L.8 General Instructions for Oral Presentations on page 163 of the RFP, USAID states that “the minimum font size for all words included on all slides is 15 points.” Would USAID please consider allowing smaller font size to fit specific graphics and tables, such as the organizational chart and the comprehensive skills matrix on one slide instead of across multiple slides? Alternatively, would USAID consider expanding the list of annexes to include the organizational chart and comprehensive skills matrix?
Section L.8, A smaller font size 12 is allowed to fit specific graphics and tables.
26 In Section L.9. under Procurement on page 173 of the RFP, the geo code is stated as 937, which is different than the 935 geographic code listed on the cover letter and in H.6. Would USAID please confirm the correct geo code?
Section L.9, page173
935 is the geographic code for this procurement
27 Section H.3(d) on page 56 of the RFP states, “Salary increases for US, TCN and CCN personnel must not exceed 3%, up to the maximum rate set for the position and/or the maximum rate range approved without Contracting Officer’s written approval.” We respectfully request that the above-mentioned salary restriction be removed from the RFP as it appears to be inconsistent with AIDAR
752.7007 Personnel
Compensation, incorporated in the contract under Section I.26, which stipulates that personnel compensation be in accordance with the contractor’s established policies, procedures, and practices, with reimbursement subject only to the USAID Contractor Salary Threshold.
Section H.3, USAID does not see a contradiction between H.3(d) and 752.7007 in that even if the contractor is following their established policies, those policies should not allow the contractor to exceed the pay amount and the pay raise that US Government personnel receive.
28 Section L.9 Cost Proposal under fixed fee on page 168 states, “From the agreed upon total fixed fee, $100,000 will be withheld for final settlement. The remainder will be divided by the number of months in the award (est. 60) and paid in equal installments when invoiced. Payment of withheld fee amounts shall be paid in
Section L.9, pages 168, 174, 175
USAID will follow the requirements of FAR 52.216-8 for the payment of fixed fee.
accordance with FAR 52.216-8 as stated in Section B.3 of the contract.”
However, this contradicts the fee payment schedule stated in Section L.9 Fixed Fee on page 174 and 175 stating, “Within the total fixed-fee amount, the Offeror must incorporate fee amounts tied to the deliverables listed in the Fixed-fee Schedule in Section J.9 including those deliverables outlined in the proposed Performance Work Statement (PWS)”. Would USAID please clarify how offerors should propose fixed fee?
29 Per Section L.9 a. (5) on pages 169 and 170 of the RFP requires offerors to adhere to a Local Compensation plan. It is unclear, however, what compensation plan USAID is referencing. We respectfully request that USAID provide clarity regarding the compensation plan offerors should follow.
Section L.9 pages 169, Salary ranges provided under CCN Salary range on page 170 stem from the DRC Local Compensation Plan.
30 Would USAID please clarify whether relocation and demobilization costs indicated in page 173 of the RFP include only office expenses or also the relocation and personnel expenses? For example, our organization typically include HHEs and allowances as Allowances under its Cost Accounting Standards.
Section L.9, Shipment of HHE, post differential, post allowance, danger pay ... etc. All these allowances are tied to Salaries and Contractors.
They must be included under allowances within the Salaries section of the cost proposal not as ODC.
Mobilization and demobilization are ODCs.
31 To develop more accurate cost proposals and to allow consistent evaluation of cost proposals across offerors, would USAID provide assumptions for the number and type of distribution activities from years 2022 to 2025?
N/A The list of school and mass campaigns scheduled up to 2023 is attached to this amendment.
32 Page 165, “the Offerors must also submit a key personnel annex proposing three key personnel candidates to be approved in the contract”. However, Section H24, starting on page 81 only mention two key personnel positions, the Project Director and the Operations Director. Could USAID please clarify the number of key personnel to be proposed?
Section L.8, There are 2 Key personnel. Section L.8 has been amended accordingly.
33 On page 166, the RFP asks that we submit any relevant reports that are not submitted to eSRS.
Could USAID please give more guidance on what type of reports are requested?
Section L.8, This section refers to any subcontracting report that the offeror may not have submitted to eSRS.
34 Typically, USAID RFPs allow bidders to include projects within five years. Is this acceptable for this RFP?
N/A Yes, going back five years is acceptable.
35 On page 18, the RFP refers to an ongoing evaluation of school-based distribution in Lomami, Lualaba. Could USAID please provide any reports or reference materials pertaining to these distributions, even if only preliminary?
Section C.2.1, The following evaluation reports have been provided as attachments to this amendment 02.
Attachment 1.
36 Page 21: “The contractor must assess its achievement in terms of coverage following each distribution activity but is not expected to conduct formal post-campaign surveys.” Could USAID please clarify what the scope of project M&E would be?
Would it be expected to formally assess coverage - in terms of correct quantity nets distributed to households but nothing beyond coverage (i.e. hang ups? Use?
Knowledge?)?
Section C.3.2, Yes, A rapid assessment of campaign coverage and process should be enough.
In-depth evaluations are covered through rigorous household surveys such as Demographic and Health surveys, Malaria indicator surveys or
MICS.
37 On page 24, “The contractor is responsible for storage at the provincial level and delivery to/storage at peripheral levels (health zones, health areas and distribution sites) in advance of the activity.” While on page 21 it says “Logistics: The contractor must rely on the storage and distribution capabilities of regional distribution warehouses (CDRs) to the extent possible…” Does this mean the contractor responsibility lies in ensuring CDRs are capable of performing their responsibility and also paying for storage costs?
Section C.4.1, No - The contractor is responsible for storage and distribution of the bednets at all levels. Only where possible will the contractor use the CDR infrastructures and logistics.
38 On page 34, there is an ambiguity in when the Year 1 Annual Work Plan is due (30 days or 60 days after signing). Could USAID please clarify this timeline?
Section F.6, The reference to 60 days was an error and item 2 in the Deliverables Table should read “The Contractor must submit the First Year Work Plan within thirty (30) calendar days after contract award.
39 The RFP notes PMI bednet distribution plan for 2020 and 2021 in DRC. Is the project expected to contribute to the 2020 plan, or only to 2021?
Section C.2, The project is expected to implement 2020, 2021, 2022, and 2023 mass and school-based campaigns. 2022 and 2023 provinces will be determined later and provided to the contractor at least one year before the implementation.
40 Could USAID please clarify how many nets in Table 3: Planned PMI and Mass School Distributions will be financed and distributed through the Global Fund project and how many will be covered by the USAID bed net distribution project?
Section C.3, Table 3 refers to distribution to be done under this project only. Bednets may be procured by PMI or GF but will be distributed with PMI funds only.
An illustrative table for mass and school-based distribution through 2023 is provided as attachment 3 to this amendment.
41 Is the offeror expected to provide and pay for liability insurance for LLINs that are being stored and or distributed by the project?
N/A The contractor is fully responsible for all LLLNs under its control.
42 If the offeror or major subcontractor does not have a cognizant Government Audit Agency, may they choose to use the 10% de minimus IDC rate? In this event, would it be acceptable NOT to submit audited balance sheets and profit and loss statements and the most recent two fiscal year pool and base cost compositions as indicated on page 174 of the RFP?
Section L.9, No.
43 If the offeror proposes a firm-fixed-price subcontract with a proposed major subcontractor, is the offeror required to submit the same level of detailed budget and cost proposal documentation on behalf of the subcontractor?
N/A Offeror must submit all the details required under 52-244-2 and the responsibility factors under FAR 9.104.
44 On page 175, the RFP indicates that the offeror should propose a fixed-fee schedule based on deliverables and performance indicators. However, on page 13- 14, the RFP indicates that the fixed fee will be paid in equal installments over the period of performance. Could USAID please clarify?
Section L.9, The fixed-fees schedule part on page 175 has been removed. Please consider what the RFP states on page 13-14.
45 On page 169, RFP states, “Salary ranges proposed for TCN does not constitute approval of TCNs without prior approval of all required and appropriate waiver.”
Could USAID please clarify if proposed TCNs require USAID approval? If so, what is required to request approval?
Section L.9, Payment of TCN salaries that exceed those contained in the local compensation requires Mission Director approval. Similarly, payment of TCN salaries in USD and the provision of allowances require USAID approval.
46 Please confirm the anticipated start date for budgeting purposes.
N/A The anticipated start date is May 1, 2020.
47 Can USAID clarify how delays in ITN procurement or delays in delivery of ITNs to the warehouse/point of entry prior to contractor responsibility will be managed when assessing contractor performance and
N/A When evaluating the contractor’s performance, USAID will take into account delays and/or any other implementation issues that are outside of the contractor’s control. No contractor will be penalized for events outside of their control.
assessment of implementation on time?
48 Could USAID please clarify if the contractor will be responsible for clearing Global Fund nets through customs, or will contractor responsibility begin after the nets have been cleared by customs?
N/A No. The contractor will not be responsible for customs clearance for any bednets. They are responsible for the nets that have been cleared.
49 Can USAID provide additional information on the kind of post campaign coverage monitoring and evaluation activities that will be permissible under this award?
N/A The post campaign evaluation should assess the processes, administrative coverage versus targets, implementation strengths and challenges and any lessons learned that can inform future campaigns planning.
50 Can USAID offer any details on which provinces will be PMI priority provinces for school-based and mass distributions in 2022-2024?
N/A The table provided as attachment to this amendment shows the provinces to be covered up to 2023. Provinces covered in 2024 will be provided later but at least one year before implementation.
51 Will all offerors who submit a compliant proposal be invited for the oral presentation?
N/A Yes.
52 Page 170 of the RFP says, "The Contractor must also provide all information required under Section H.8, including the annual salary increases for CCN, TCN and US, if any." Section H.8 (page 62) is about language and reporting. Could USAID please clarify?
Section L.9, The reference to section H.8. is removed through this amendment.
53 Should the offeror submit Evidence of Responsibility
N/A Yes.
documentation on behalf of all major subcontractors?
54 Page 155 of the RFP indicates several requirements, including signature, for the first page of the proposal; given that this submission requires a technical proposal submitted in PowerPoint, can offerors include the required cover page information on the cover page of the cost proposal only? Or must the title slide of the PowerPoint presentation include all required cover page information?
N/A All required submission information must be included in the cover page of the PowerPoint Presentation.
55 Page 164 of the RFP states, “The presentation can be done in both English and French.” Could USAID please confirm that it would be acceptable to present some sections of the presentation (e.g. the technical approach) in French?
N/A Yes, it is acceptable to present sections of the Oral Presentation in French.
56 H.23 specifies that the acquisition of Information Technology as defined in the clause requires prior written approval from the Contracting Officer. 1.) if prior approval will be required as described in the clause, should the offerors request it as part of the proposal submission or at time of award? 2.) Second, can a more detailed definition of “significant extent” as used in (a)(2) of the clause be provided?
Section H.23,
1. The request shall be made prior to award.
2. Significant extent means “substantially”.
57 Are Public International Organizations eligible for RFP on LLIN distribution
N/A Yes, they are.
All types of organizations are eligible to compete.
