Building Climate Resilience (BCR) Activity
The United States Government, represented by the U.S. Agency for International Development (USAID) / Honduras is seeking proposals from qualified organizations to implement the Building Climate Resilience (BCR) Activity in Honduras, as described in the attached Request for Proposals (RFP). The Government contemplates an award of a Cost-Plus-Fixed-Fee completion type contract resulting from this solicitation.
USAID intends to make one award as a result of this solicitation.
USAID invites all eligible and responsible organizations to submit offers in accordance with the requirements of this solicitation. USAID is conducting this procurement as a full and open competition under which any type of eligible organization may submit a proposal. The procedures set forth in the Federal Acquisition Regulation (“FAR”) Part 15 will govern the procurement. The North American Industry Classification System (“NAICS”) Code is 541611 - Administrative Management and General Management Consulting Services. The authorized geographic code for procurement of goods and services is 937.
Subject to funds availability, the Government anticipates an estimated funding range of approximately $44.9 - $49.9 million over the five-year period. Although an anticipated range is provided, this does not mean that Offerors should necessarily strive to meet the maximum amount.
The Government intends to conduct the evaluation and selection process in two phases. Phase One requirements are minimal to allow for maximum competition and to encourage potential new partners to participate. This is a voluntary down select process as described in the solicitation. All offerors responding to Phase One are eligible to continue to Phase Two although Offerors will be advised after evaluation of Phase One proposals on whether or not they are considered viable and encouraged to continue. There will be a thirty
(30) day window for those offerors eligible to continue to Phase Two to respond to the additional Phase Two requirements. Offerors not deemed as viable competitors as a result of evaluation may still elect to participate in Phase Two or may voluntarily withdraw their proposal from further consideration. Participation in Phase One is a mandatory part of this acquisition. Interested offerors that do not participate in Phase One will not be considered for Phase Two. Please refer to Section L for detailed information regarding the offeror's submission of proposals in Phase One and Phase Two.
Any questions related to this solicitation must be received in writing via email to oaahonduras@usaid.gov no later than the time and date indicated above. The subject line of the e-mail should clearly indicate the name of the Offeror, the solicitation number, and Q&A tagline. Sample subject line: “ABCD LLC, RFP No.
72052221R00002, BCR Activity Q&A”. Do NOT include additional information in the subject line.
Questions received by any other means or received after the questions deadline will not receive a response.
USAID will publicly post all questions and responses as an amendment to this RFP. Oral explanations or instructions given before award of the contract will not be binding.
Contractors are encouraged to read the entire solicitation, which includes the closing date and time, all pertinent contract requirements, and the conditions and instructions required for submitting a proposal.
Proposals will be delivered electronically to the following address: oaahonduras@usaid.gov. Failure to comply with the submission date and time may result in a submission being nonresponsive, such that it will not be reviewed or evaluated. Faxed proposals are not acceptable, nor will they be reviewed or evaluated.
This RFP can be viewed and downloaded from https://beta.sam.gov/. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued, and will be posted on the same website from which you downloaded the solicitation.

This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any costs incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals.
