The purpose of this amendment is to:
1. Extend the Deadline for Receipt of Proposals (RFP) stated in the Cover Letter and in
Block 9 of the SF-33 from November 29, 2021, at 3:00 p.m. Honduras Local time to Monday, December 6, 2021, at 3:00 p.m. Honduras local time. All other delivery instructions remain the same.
2. Add ATTACHMENT 11 - QUESTIONS AND ANSWERS DOCUMENT which contains answers in response to prospective offerors.
3. Update RFP Sections, as described in the following pages, to reflect revisions made as a result of the Questions and Answers Document (refer to ATTACHMENT 11).

Extend the Deadline for Receipt of Proposals (RFP) stated in the Cover Letter and in Block 9 of the SF-33 from November 29, 2021, at 3:00 p.m. Honduras Local time to Monday, December 6, 2021, at 3:00 p.m. Honduras local time. All other delivery instructions remain the same.
COVER LETTER
In the Cover Letter of the RFP, delete the Closing Date for Phase One Proposals line in its entirety, and insert in lieu thereof with the following:
“Closing Date for Phase One Proposals: Monday, December 6, 2021”

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
● Delete Section C.6 GEOGRAPHIC FOCUS in its entirety and insert in lieu thereof the following:
“ C.6 GEOGRAPHIC FOCUS
The Contractor shall focus on watersheds with representation of biologically significant ecosystems prioritizing those areas of high economic importance that can serve as sustainable models.
Geographic selection should also consider their influence in high-migration areas to deter migration. To this end, USAID Honduras has developed a geographic targeting approach (refer to Section J Attachment 1.e) to focus on the forty municipalities with highest outmigration according to current data. Final geographic selection will be subjected to USAID’s approval.”
SECTION F – DELIVERIES OR PERFORMANCE
● Under Section F.6 REPORTS AND DELIVERABLES OR OUTPUTS, Table F-1 List of required reports and their due dates, row #3 is hereby amended to read: “30 calendar days after award”.
● Under Section F.6 REPORTS AND DELIVERABLES OR OUTPUTS, Table F-1 List of required reports and their due dates, row #9 is hereby amended to read: “90 calendar days after award”.
● Under Section F.6.17 IRREGULAR MIGRATION ANALYSIS AND PLAN, delete item #4 in its entirety, and insert in lieu thereof the following:
“4. The Activity's Irregular Migration Analysis and Plan should be incorporated in the Monitoring, Evaluation and Learning (ME&L) plan and should clearly articulate a theory of change (ToC) that links Activity results to reduction of irregular migration. Activity's ToC must include proposed custom migration-related indicators at each appropriate level. USAID has developed, (Building Climate Resilience Activity) Amendment No. 01 and will continually review, a set of migration-related indicators (refer to Section J Attachment 1.f.) to be included in each Activity’s Monitoring, Evaluation, and Learning (ME&L) plan as appropriate. Upon award, the awardee must consult with USAID/Honduras to develop their method to measure impact on migration and contribute to USAID’s Collaborative Learning and Adaptation of migration indicators.”
SECTION H – SPECIAL CONTRACT REQUIREMENTS
● Under Section H.7 ADDITIONAL REQUIREMENTS FOR PERSONNEL COMPENSATION, delete item (a) Limitations, in its entirety, and insert in lieu thereof the following:
“(a) Limitations:
(1) Salary ranges for ALL the professional positions in this Contract will be established based on the market value, on duties and responsibilities of the position, in the country and locality of contract performance. The established range must be realistic and reasonable for the responsibilities of each position and must not be based on the salary history or the qualifications of the candidate selected. The salary ranges must be certified by the Contractor and submitted to the Contracting Officer with the proposal for approval. Upon establishment of the salary ranges of the professional positions, an appropriate candidate must be selected based on the qualifications sought for that position and the Contractor’s personnel practices. The Contractor must avoid “rank in person” salaries, which are in excess of the value and the responsibilities of the position. In addition, the salary ranges may not exceed the Contractor's established policy and practice, including the Contractor's established pay scale for equivalent classifications of employees. Creation of new administrative nonprofessional positions does not require USAID input.
(2) In addition, there is a ceiling on the reimbursable base salary or wage paid to personnel under the contract equivalent to the maximum annual salary rate prescribed in ADS 302, unless the Contracting Officer approves a higher amount. For the Agency policy and procedures, refer to: http://transition.usaid.gov/policy/ads/300/302.pdf.
All Cooperating Country Nationals (CCNs) and Third Country Nationals (TCNs) salaries must not exceed the Local compensation Plan (LCP). Approval of the Contractor’s budget does not absolve the Contractor’s duty to request and receive Mission Director’s approval prior to hiring CCN and TCN personnel whose salaries are above the LCP.”

All annexes/appendices for Phase One Technical Proposal must be written in English. All information from annexes must be referenced in the technical proposal and summarized and included in the annex section.
Factor 1: Management Approach
This section must describe how the proposed management approach will be carried out and coordinated to ensure successful implementation of the Activity, specifically under challenging contexts, including details on the draft Rapid Mobilization and Quick Startup Plan. It must also list subcontractors and the components of the SOW they will be responsible for and describe how the subcontractor's work will be coordinated and supervised. Finally, it must demonstrate how the
(Building Climate Resilience Activity) Amendment No. 01 organizational structure will support learning, flexibility and adaptation throughout the life of the Activity.
Factor 2: Past Performance
This section must include the Offeror’s relevant institutional experience, during the past three years, at the prime or first-tier subaward level, and demonstrate the extent to which the amount and relevance of the Offeror’s demonstrated experience has performed similar services, as described in the SOW, in challenging contexts. The Offeror will include relevant past performance information for itself, all partners of a joint venture, and each major subcontractor and include the appropriate CPARS reports (the most recent CPARS available for each of the three most recent and relevant contracts), if available.
CONTRACTOR PERFORMANCE INFORMATION [See Section M.3]
(a) The offeror (including all partners of a joint venture) must provide performance information for itself, the contractor teaming arrangements, if any, and each major subcontractor. Major subcontractors are those expected to perform at least 20% or a prominent part of the technical effort, and/or whose proposed cost exceeds 15% of the total estimated contract cost.
1. The Past Performance Matrix (see Section J Attachment 7) must include up to three of the most recent (in the last three years) and relevant awards (contracts, grants or agreements) for efforts similar to the work as in Section C for the offeror and up to three for each major subcontractor. The most relevant indicators of performance are size, scope, complexity, geographic location, and how recently they were performed.
2. For all contracts listed above that are not in CPARS, provide a list of contact names, job titles, mailing addresses, phone numbers, e-mail addresses, explanation of relevance to the proposed acquisition and a description of the performance to include:
Scope of work or complexity/diversity of tasks, Primary location(s) of work, Term of performance, Dollar value, and Contract type, i.e., fixed-price, cost reimbursement, etc.
USAID recommends that the Offeror alert the contacts that their names have been submitted and that they are authorized to provide performance information concerning the listed contracts if and when USAID requests it.
1. If extraordinary problems impact any of the referenced contracts, provide a short explanation and the corrective action taken (FAR 15.305(a)(2)).

2. Describe any quality awards or certifications that indicate exceptional capacity to provide the service or product described in the statement of work. This information is not included in the page limitation.
3. Performance in Using Small Business (SB) Concerns (as defined in FAR 19.001)*.
(1) This section (d) is not applicable to offers from small business concerns
(2) As part of the evaluation of performance in Section M.3 of this solicitation, USAID will evaluate the extent the Offeror used and promoted the use of small business concerns under current and prior contracts. The evaluation will assess the extent small business concerns participated in these contracts relative to the size/value of the contracts, the complexity and variety of the work small business concerns performed, and compliance with your SB subcontracting plan or other similar small business incentive programs set out in the contract(s).
(3) In order for USAID to fully and fairly evaluate performance in this area, all offerors who are not small business concerns must do the following:
A. Provide a narrative summary of your organization's use of small business concerns over the past three years. Describe how you actually use small businesses--as subcontractors, as joint venture partners, through other teaming arrangements, etc. Explain the nature of the work small businesses performed--substantive technical professional services, administrative support, logistics support, etc. Describe the extent of your compliance with your SB subcontracting plan(s) or other similar SB incentive programs set out in your contract(s) and explain any mitigating circumstances if goals were not achieved.
B. To supplement the narrative summary in (A), provide a list of the recent contracts, (previous three years) for which you submitted subcontract reports to eSRS (FAR 52.219-9(d)(10) and a copy of any similarly recent subcontracting reports if they were not submitted to eSRS.
C. Provide the names and addresses of three SB concerns for us to contact for their assessment of your performance in using SB concerns. Provide a brief summary of the type of work each SB concern provided to your organization, and the name of a contact person, his/her title, phone number, and e-mail address for each.”
● Delete Section L.9 – INSTRUCTIONS FOR THE PREPARATION OF PHASE TWO FINAL TECHNICAL PROPOSAL in its entirety and insert in lieu thereof the following:
Offerors must submit a Phase Two Final Technical and Cost Proposal and the items identified in "Annexes" (below). The technical proposal is limited to forty (40) pages in total and must address the following two factors: Technical Approach, Key Personnel and Staffing Plan. The 40-page limit includes:

PHASE TWO TECHNICAL PROPOSAL:

ANNEXES:
Key personnel package which contains; CVs (maximum 2 pages per CV) for all key personnel (please see Section F.7), three references (1 page), Key Individual Certification (1 page), and Letter of Commitment (1 page).
All annexes/appendices for Phase Two Technical Proposal must be written in English. All information from annexes must be referenced in the technical proposal and summarized and included in the annex section.
The Technical Proposal and Cost Proposal must be kept separate from each other. Technical Proposals must not make reference to pricing data in order that the technical evaluation may be made strictly on the basis of technical merit.
Factor 3: Technical Approach
This section must include the technical approach that outlines in detail how the Offeror will implement the activities and meet the requirements of the contract. It must be complete and specific, and clearly demonstrate how the Offeror will achieve the goals and objectives and fulfill the implementation responsibilities. It must describe the critical activities including approaches to overcome identified challenges. The Offeror must also include in this section (within the 30-page limit for this factor):
Draft Monitoring, Evaluation and Learning, ME&L Plan (not to exceed 8 pages) Draft First-Year Work Plan (not to exceed 5 pages)
Factor 4: Key Personnel and Staffing Plan
This section must include a description of the roles, responsibilities, and minimum qualifications of all key personnel positions, organizational chart, and an explanation of why the key personnel are appropriate for the contract.
Additionally, Offerors must include a key personnel package which contains: CVs (maximum 2 pages per CV) for all key personnel (please see Section F.7), three references (1 page), Key Individual Certification (1 page), and Letter of Commitment (1 page). This key personnel package is not included in the page limitation stated above.

Staffing Plan
In addition to these key personnel positions, the Contractor must present a staffing plan of additional personnel to contribute to the achievement of the three objectives described above.
The Contractor should also consider staff with expertise in areas such as climate adaptation, water management, biodiversity, grants management, and conflict resolution, among other areas. As part of its staffing plan, USAID encourages the Contractor to maximize the use of Honduran and regional organizations and experts. USAID expects the Contractor to not only achieve the tasks under each objective, but also to strengthen local capacity to sustain results and carry out similar activities in Honduras. Potential requests for Short-Term Technical Assistance (STTA) will state specific qualification requirements and, particularly for international STTA, include a justification that explains why the services to be provided cannot or should not be achieved through other means.”
