About this file

This is a Work Plan for Construction Services detailing roof replacement specifications for the Bunkhouse building (Asset No. 10067145) at Pelican Island National Wildlife Refuge in Vero Beach, Florida. The project is identified as IMD Project No. 714AP and is being administered by the U.S. Fish and Wildlife Service, Department of the Interior.

The work plan encompasses six primary scope items: (1) uninstall and salvage the existing rooftop photovoltaic system, (2) perform a full tear-off of the existing asphalt shingle roof assembly and conduct damage inspection to the Structural Insulation Panels (SIPs), including documentation of conditions and structural stability assessment, (3) remove existing skylights and patch openings with materials matching original specifications including rigid foam insulation (R-value ≥42), (4) provide a complete standing seam metal roof (SSMR) system with copper panels having tin-zinc coating ("Freedom Gray"), mechanically-seamed double-lock seams with 1.5-inch width, underlayment, flashing, and wind uplift resistance validated per ASTM E1592 standards, (5) replace existing gutters and downspouts with seamless aluminum components compatible with the roofing material, including high-flow gutter guards and 6-inch top width gutters with minimum 4-inch by 4-inch downspouts, and (6) provide lightning and surge protection in accordance with Florida Building Code, NFPA 780, and UL 96A without penetrating the roof membrane. Each work section requires specific submittals including system layouts, material specifications, calculations, and inspection reports to ensure compliance with industry best practices and applicable building codes.

d. Underlayment

e. Fasteners

f. Sealants

g. Flashing

B. Inspect existing roof assembly components, existing penetrations, and roof structure assembly for leaks, water damage, or other damage and immediately inform CO and COR of identified conditions. Additionally, ensure that roof structure meets current code and confirm that no hurricane retrofitting is required. No such damage or retrofitting is expected, and any repairs to such items shall be considered unknown conditions.

C. Document condition of OSB on SIP panels after roof tear-off.

D. Ensure structural stability to meet conditions and specifications required of roofing assembly.

NOTE 1:

Phased roof deconstruction and replacement may be allowed to shorten the duration of the construction activity and to prevent water intrusion during construction if appropriately planned, but not to the detriment of overall quality.

SUBMITTAL LIST:

1. Roof inspection and condition assessment report

2. Roof structural stability statement

3. Remove and Patch Skylights

A. Remove all existing skylight assemblies, including domes, flashing, tubes, rings, seals, diffusers, and associated fasteners and hardware.

B. Inspect surrounding SIPs panels for moisture, water damage, or other damage and document conditions.

C. Provide dimensional lumber framing, rigid foam insulation to meet or exceed insulation values (R-value 42), OSB, flashing, and any other materials required to provide rigid, watertight, and structurally sound patch comparable to original condition according to industry best practices.

Proper detailing is critical and must be scrutinized closely to minimize the likelihood of future leaks at these locations.

D. Provide dimensional lumber, drywall, prime, paint, and any other materials required to structurally and visually patch openings without apparent change in surface color, texture, or seams, comparable to original condition. Ensure to prevent overspray or drips of paint onto other surfaces, furniture, or personal belongings.

E. Provide work plan to repair holes in SIPs as a submittal.

SUBMITTAL LIST:

1. SIP patching and repair plan

4. Provide New Roofing System

A. Provide a watertight standing seam metal roof (SSMR) assembly compatible with the facility function, construction, and service conditions. Provide complete roof system design and construction services for the entire facility roof system, including all ancillary and incidental work necessary for a complete, new, watertight roof system installation. The SSMR system covered under this specification must include the entire roofing system; the standing seam metal roof panels, fasteners, connectors, roof securement components, and assemblies, tested and approved in accordance with ASTM E 1592. In addition, the system must consist of panel finishes, slip sheet, all accessories, components, and trim, and all connections with roof panels.

This includes roof penetration items such as vents, curbs, skylights; interior or exterior gutters and downspouts; eaves, ridge, hip, valley, rake, gable, wall, or other roof system flashings installed, and any other components specified within this contract to provide a weathertight roof system.

a. Structure: Provide and install new roofing system onto existing SIP roof structure.
