About this file
This is a Statement of Work (SOW) for roof replacement construction services at the Pelican Island National Wildlife Refuge Bunkhouse in Vero Beach, Florida. The U.S. Fish and Wildlife Service, Department of the Interior, is contracting for the complete replacement of an existing asphalt architectural shingle roof with a tin-zinc coated copper double-lock standing seam metal roof (SSMR) assembly. The building, a single-story residential structure with cathedral ceilings on an 1,800-square-foot footprint built in 2018, sustained light hurricane damage in 2024. Primary work components include uninstalling and salvaging the rooftop photovoltaic system, performing roof tear-off and damage inspection, removing and patching skylights, providing the new roofing system, installing a new drainage system, and providing a new lightning protection system. The project is identified as IMD Project No. 714AP.
The contractor is responsible for all labor, equipment, materials, utilities, permitting (federal, state, and local), and security. Site access is limited to 6:30 AM–4:30 PM, Monday–Friday, excluding public holidays. The contractor must maintain roof waterproofness throughout construction and prepare for extreme weather events. Key submittal requirements include roof inspection and condition assessment reports, structural stability statements, wind uplift resistance calculations, system layouts, and electrical calculations for the lightning protection system. Warranty requirements are substantial: a minimum 5-year contractor installation warranty, 50-year or lifetime material warranties, a manufacturer's no-dollar-limit 5-year warranty issued directly to the Government, and a 20-year minimum paint finish warranty. Repairs under warranty must be completed within 7 days of notification. The contractor must comply with applicable OSHA regulations, federal/state/local building codes, and industry best practices. A preconstruction meeting will be held following issuance of the Notice to Proceed, and weekly construction reports and biweekly progress meetings are required.
