About this file

This is Amendment 0003 to Solicitation 70Z08426RDL950004 for military food service contracting at TRACEN Cape May, issued by LOG-95, Operational Logistics Command on February 24, 2026. The amendment provides government responses to 24 prospective offeror questions and revises specific solicitation sections. Key clarifications include: pricing must be submitted on Attachment 2 – Schedule B with annual and total period-of-performance estimates; offerors must provide a labor matrix showing all personnel names, labor categories, and hours by task with fixed hourly rates; estimated meal quantities in Column C represent rough estimations of expected meals by threshold and type; no Defense Logistics Agency procurement requirement exists; recruit companies have approximately 15-minute meal time slots; lobster or crab legs must be served on the permanent party side during lunch at least three different days annually (approximately once every four months); and the grease trap capacity is 500 gallons with monthly minimum pumping/cleaning required.

Additional clarifications address operational requirements: emergency rations may be procured upon notice with contractor responsibility for timely issuance; extended operations beyond normal hours qualify for equitable adjustment only if unreasonably exceeding normal total hours; snow and ice removal is required during all meal service hours plus 15 minutes before and after, with mechanical equipment permitted; cashier services are required exclusively in the Permanent Party Dining Hall; a licensed pest control provider must be engaged and compensated; all special events listed in Section 5.01(b) are recurring within-scope events; and sanitation inspection critical findings require two-hour correction with re-inspection constituting appropriate documentation. The amendment removes provisions regarding monthly deduction of patron-collected cash, removes cash crediting performance objectives, eliminates the "Offer Affordability" section, updates the military food contracting attachment, and extends the proposal due date to February 27, 2026 at 2:00 PM EST. Offerors must acknowledge receipt of this amendment in their proposal submissions.

2 70Z08426RDL950004 Attachment 2 - Schedule B Pricing N/A Question/Comment Which of the two formats take precedence in presenting the final price? Attachment 2 – Schedule B contains a separate section to provide the calculation of labor that appears to be invoiced at a fixed monthly rate separate from the invoicing for the meal cost, while the solicitation document, Section B, does not appear to contain a section to provide labor invoicing.

The offeror must include a labor matrix showing, at a minimum, the names of all KEY personnel, designated Labor category for ALL personnel, ALL personnel, and hours ALL personnel by task.

The offeror shall specify the labor categories and labor mix appropriate for their proposed solution to meet the requirements of the proposed effort, the fixed price hourly rate(s) proposed, and any other proposed associated costs, for calculating the proposed price for this effort.
