About this file
This is an Amendment of Solicitation (Amendment 0002) issued on 11 February 2026 by LOG-95, Operational Logistics Command for TRACEN Cape May Military Food Service Contracting (Solicitation 70Z08426RDL950004). The amendment addresses seven questions and answers from prospective offerors and implements corresponding solicitation revisions. The primary change increases the Phase II Management Approach page limit from 12 pages to 25 pages to accommodate required subcontracting plan submissions. Additional clarifications confirm that offerors may submit non-price sections (Technical Proposal, Phase In/Phase Out, Management Approach, and Qualifications of Key Personnel) as either a single PDF file or separate PDF documents within a single email submission not exceeding 10 megabytes. Standard Forms must be submitted in the file format as uploaded on sam.gov, with the price submission containing a completed Standard Form 33 with blocks 15 through 18 completed and Block 16 signed by an authorized representative.
The amendment further confirms that a subcontracting plan is required for all proposals in accordance with FAR 52.219-9 Alt II, and that any assumptions, conditions, or exceptions must be clearly identified in the Pricing Volume. The Government clarified that it does not prescribe specific sources for food or non-food procurement, making the contractor responsible for furnishing all subsistence and expendable supplies, and confirmed that contractors may use their existing food management programs rather than government-proprietary systems. All submission documents must comply with specified formatting requirements including Times New Roman 12-point font, PDF format, one-inch top and bottom margins, 0.75-inch side margins, and consecutive page numbering. The proposal due date remains unchanged, and offerors are required to acknowledge receipt of this amendment.
