Technical Acceptability: This will be determined by evaluating the ability of the offeror to provide a sound, compliant approach that meets all requirements listed in the PWS and demonstrates a thorough knowledge and understanding of the requirements. It is the contractor’s responsibility to ensure that their offer clearly demonstrates their ability to perform these requirements. Offerors can provide any additional information necessary to demonstrate how they will be able to meet the USCG’s requirements.

• FACTOR 1 – TECHNICAL

(a) CORPORATE EXPERIENCE/MANAGEMENT CAPABILITY - The offeror shall have a minimum of three (3) years ongoing corporate experience mess attendant services.

It should be noted that this factor addresses overall relevant experience for the company not the experience of individuals involved with contract performance. The offeror shall fully demonstrate that their company meets the minimum three (3) or more years’ experience requirement.

(b) PERSONNEL QUALIFICATIONS (Resumes, Paragraph 3.1 of PWS)

(c) MANNING CHART (Paragraph 3.0 of PWS/blank Attachment #3)

(d) BUSINESS CONTINUITY PLAN (Paragraph 4.8 of PWS)

(e) CONTINGENCY PLAN (Paragraph 4.8.2 of PWS)

(f) SAFETY PLAN (Paragraph 4.10.1 of PWS)

(g) QUALITY CONTROL PLAN (Paragraph 4.12 of PWS)

(h) PHASE-IN/PHASE-OUT PLAN (Paragraph 4.11 of PWS)

• FACTOR 2 - PAST PERFORMANCE

The Offerors shall furnish information for at least three (3) contracts, ongoing or completed within the last three years for like or similar services to size and complexity of those required at USCG Training Center Yorktown, VA. The Government shall conduct a performance risk assessment based on the information received on the PPQs (Attachment 8). The past performance will be rated based on the offeror's past performance as it relates to the offeror successfully performing the requirements of this solicitation. Offerors with negative past performance information from any source may not be considered for award. Lack of relevant past performance information and any PPQs not received from references submitted by Offeror shall be rated as a “Neutral”. The Government will also use the Past Performance Information Retrieval System (PPIRS), in addition to other sources, to obtain contractor past performance information and will use the information in the performance risk assessment. Although the Government will consider data obtained from other sources, the burden of providing thorough and complete past performance information rests with the Offeror.

VOLUME II- PRICE PROPOSAL (ELECTRONIC COPY)

• FACTOR 3 - PRICE

Evaluation of price: Evaluation of offers will be computed by adding Base plus Options totals for the Pandemic/Current Operation in accordance with Attachments 5 and 6 per revised Schedule of Prices, CLINS 0001 through 4001, Amendment 0002 (Revised page 7 of 40).

NOTE: The Unit Price for CLIN 0002 is required for the anticipated return to normal operations during the Base Period of performance. Only the monthly Unit Price for CLIN 0002 is required for evaluation purposes.

Unrealistically low or unreasonably high prices may be rejected without further consideration. Offerors are cautioned that an unrealistically low price proposal would be considered as showing an inherent lack of technical competence or failure to comprehend the complexity and risks of the proposed contractual requirement and would be grounds for rejecting the proposal.

Past Performance and Technical when combined, are significantly more important than cost or price. However, all other factors being equal, price will be a determining factor.

Proposals will be evaluated in accordance with the requirements stated in FAR 52.212-1, Instruction to Offerors.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are
