SOLICITATION NO. 70Z05022RNEMETZ IS AMENDED AS FOLLOWS:
TASK ORDER ANNOUNCEMENT
The Task Order Announcement (TOA) is revised to extend the Non-Price and Price Proposal closing deadline. See the attached revised portion of the TOA.
THE FOLLOWING QUESTIONS/PRE-PROPOSAL INQIRUIRIES WERE RECEIVED IN
RESPONSE TO THE SOLICITATION:
164: Please provide CAD files for the existing and proposed subdivision layouts.
Answer: Provided with Amendments 0002 / 0003.
165: Please provide CAD files for the existing and proposed subdivision site utilities.
Answer: Provided with Amendment 0003
166: Most shingles are designed to seal and fit together at a 5-5/8” exposure, not 4”. A 4” exposure would not look right and would void the Manufacturer’s wind warranty, please advise.
Answer: 5-5/8" exposure is acceptable. See Amendment 0005 for Revised Specification Delete/Replace Paragraphs for 1.7.2.4.2 at the beginning of the document.
167: Section 01802 - 2.1.1 "Fast Track / Traditional Design Option" states, "If the contractor chooses to fast track the project, the work shall be designed and constructed in the following phases: (a) Phase I:
Sitework, Geotechnical, Foundation, and Civil Work Phase; (b) Phase II: Structural, Building Enclosure and Remaining Work Phase". This requirement significantly limits the Design-Builder's ability to optimize the design and construction sequences while coordinating field work during the non-inclement weather periods. Will the Coast Guard consider alternative design package breakdowns other than the single "Fast Track" option noted in the RFP?
Answer: Refer to Amendment 0005, PPI Response #89, and to the updated Specification revision at the beginning of Amendment 0005.
168: Section 01800 Paragraph 1.7.2.1 lists Fiber-Cement lap siding as a preferred product. The minimum warranty requirement is 20 years. We have found only one Fiber Cement Manufacturer that will provide a 20-year material warranty. Does the Coast Guard have a preferred product or manufacturer that they wrote this requirement around? Please provide more detail on the preferred siding products?
Amendment 0009 2
Answer: Refer to Amendment 0005, PPI Response #88, and to the updated Specification revision at the beginning of Amendment 0005 for Paragraph 1.7.2.1.
169: RFP Guide Specification Section 01800-1.9.2.4 states to “Remove all existing underground utility lines and aboveground features, underground electrical duct bank and cables and aboveground electrical equipment, and surface utility features not used. Demolish existing items as required after rerouting/relocation is complete to facilities which will remain or are relocated.” RFP Drawings CD-101 and CD-102 General Note 2 states “Remove all existing underground utility lines and above ground features not used” These notes obligate the contractor to a considerable amount of potentially underground utility demolition, the extents of which are not comprehensively clear from the RFP drawings. With exception for those utilities specifically called for removal per CD-101 and CD-202 Keynotes, please confirm it is acceptable to cut, grout/cap and abandon existing utilities in place which do not conflict with the new construction.
Answer: Refer to Amendment 0005, PPI Response #93 indicating active utilities are to remain and be protected in place. Relocated only if a gravity pipe cannot be designed to avoid a conflict. Only remove unused utilities within the limit of the trench. Direction provided in Amendment 0005 (PPI No 93) supersedes that of Amendment 0003 (PPI 54), in that existing sewer system piping would only be removed where necessary to allow new systems to be installed.
170: As shown in the RFP Drawings, Utility Plans, Water Key Note 5; we are to install 3400 LF of water main along Tom Stiles Road. There is limited space along the shoulder of the road, and portions of the road are adjacent to wetlands. Installing an underground utility in this scenario would require considerable permitting efforts (regulatory consultations / environmental permits). In these instances, building directly under the road, instead of the shoulder areas, would simplify the environmental permitting process. Is it acceptable to the Government to install the new water main under the East- Bound Lane of Tom Stiles Road?
Answer: The goal of installing this new water main is to avoid the permitting efforts described.
Topographic survey, utility location and coring of the existing roadway pavement were not done prior to bidding, so there is no guarantee that that the shoulder installation is feasible for all locations. To keep the issue simple but also receive bids that may be closer to reality, assume that 1700 LF of water main must be constructed within the eastbound lane which will require pavement demo and replacement and additional traffic control.
171: Sheets CU -101 and CU-102 show a direct conflict with new fence installation and new primary power (in several locations) and new secondary power in all locations. Has it been addressed as to how post holes can be excavated without damage to new power service and the potential encasement of new power service in post hole foundations if hydro excavated?
Answer: Utility plans provided in Appendix A are intended to illustrate project requirements. Utility locations are shown as approximate. The Contractor's DOR is responsible for providing a detailed design that addresses coordination requirements between utility routing and other site elements.
