SOLICITATION NO. 70Z05022RNEMETZ IS AMENDED AS FOLLOWS:

REFERENCE PPI NO. 127 RESPONSE ISSUED WITH AMENDMENT 0005. THE PPI RESPONSE

IS BEING SUPPLEMENTED BY THE AMENDED SPECIFICATION SECTION 01800 1.12.1.1

BELOW:

SPECIFICATIONS SECTION 01800 as noted:

DELETE

1.12.1.1 …the mechanical design shall conform to the 2018 International Mechanical Code.

REPLACE

1.12.1.1 …the mechanical design shall conform to the 2018 International Mechanical Code. 2018 International Residential Code reference may be substituted where 2018 International Mechanical Code (IMC) is listed in Section 01800, Section 1.12. (Other portions of the project requirements remain unaffected).

SPECIFICATIONS SECTION 01800

DELETE:

1.4.3. Grading and Drainage: (beginning at third paragraph)

The plan should reflect selective site clearing that preserves groups of trees and select trees, consistent with the RFP drawings. The principles of positive drainage should be applied to control the conditions that remove rainfall away from new facilities and Coast Guard operations. Site designs should utilize swales, grass depressions and berms to control stormwater discharge and quality wherever possible.

Aboveground and underground stormwater conveyance systems as shown on the RFP drawings have been preliminarily sized to convey the flows from a 10-year event. All new storm drain pipe will be 12-inch or 18-inch dual wall HDPE consisting of corrugated exterior and smooth interior and gasketed joints. Due to frost conditions, minimum cover from finish grade to top of sewer pipes shall be 4 feet unless otherwise specified. Utilize existing outfall pipes when draining into the adjacent water bodies.

Repair and/or rehabilitate existing outfall pipes as required to provide a functional and lasting system.

Roof drains shall drain directly into underground piping that terminates to a storm drain facility. Roof drains shall not splash down to grade next to the building.

THE FOLLOWING QUESTIONS/PRE-PROPOSAL INQIRUIRIES WERE RECEIVED IN

RESPONSE TO THE SOLICITATION:

137. Amd 005, RFI 93 states “Only remove unused utilities with the limit of the trench.” This is contrary to the direction provided in AMD 003, RFI 54, which states “Remove all utilities not used.”

Since the existing sewer system includes AC pipe, its removal and disposal represents significant costs to the project. Please confirm that the direction provided in AMD005, RFI 93 supersedes that of RFI 54, AMD003, in which case the existing sewer system piping would only be removed where necessary to allow the new systems to be installed.

Answer: Direction provided in Amendment 5 (PPI No 93) supersedes that of Amendment 3 (PPI 54), in that existing sewer system piping would only be removed where necessary to allow new systems to be installed.

138. CU -101 and CU-102 show a direct conflict with new fence installation and new primary power (in several locations) and new secondary power in all locations. Has it been addressed as to how post holes can be excavated without damage to new power service and the potential encasement of new power service in post hole foundations if hydro excavated?

Answer: Utility plans provided in Appendix A are intended to illustrate project requirements. Utility locations are shown as approximated. The Contractor's DOR is responsible for providing a detailed design that addresses coordination requirements between utility routing and other site elements.

Amendment 0006 3

139. Reference Amendment 3 Q&A Responses #30 and #56 - Amendment 3 Q&A response #30 implies that downspouts are only required to be routed under sidewalks directly adjacent to the housing units, and may then drain to grade. Q&A response #56 states that building roof drains need to connect to the storm drain system. Due to the increased cost and complexity of connecting downspouts to the storm drain system, please confirm that per response #30, downspouts do not need to be connected to the storm sewer system.

Answer: Downspouts do not need to be connected to the storm drain system. Refer to Amendment 0006 language at the beginning of this document regarding Specification 01800.1.4.3.

140. Reference 01800 Para 1.4.3; 1.8.12 - Paragraph 1.4.3 Grading and Drainage, last sentence of the second paragraph, “Underdrains shall be installed around the perimeter of building structures and drained to the nearest storm drain facilities.”

Section 01800-1.8, Paragraph 1.8.12 Foundation Systems allow for shallow foundation systems as determined by the DOR.

Perimeter foundation drains utilized with shallow foundation systems that do not feature a stem wall are ineffective due to the very shallow depth of the drain relative to the ground surface and are therefore of little to no value to the Government. Please confirm that if a shallow foundation system is selected by the D/B Contractor for the project and the DOR concludes that there is no way for water to reach the underdrain and/or the presence of water would not affect the performance or maintenance of the foundation or building, the perimeter foundation drain system is not a requirement.

Answer: The Contractor's DOR is responsible for determining the optimal foundation design solution that meets or exceeds prescribed design requirements, including verification of whether a perimeter foundation drainage system is required for foundation system selected.

Refer to Amendment 0006 language at the beginning of this document regarding referenced Specification 01800.1.4.3 which addresses aboveground drainage (Downspouts), and underground drainage conveyance systems (Perimeter foundation drains).

141. Reference 01800 - The RFP requests a number of Life Cycle Cost Analyses to determine best equipment choice, but it does not give the utility rates for Base Kodiak. What are the rates for electricity and fuel oil on the base. A LCCA cannot be peformed without these

Answer: Utility rates for electricity and fuel oil will be provided to the Contractor to perform Life Cycle Cost Analyses during detailed design. REFERENCE PPI NO. 92 RESPONSE ISSUED WITH AMENDMENT 0005 for the KEA contact.

142. Reference Sheet CS-101; CS-10 - 01800 Para 1.4.9.3 - 00 Paragraph 1.4.9.3 states in part, "...all on-site pavements may be either PCC or asphalt pavement." RFP Concept drawings CS-101 and CS-102 show the driveways shaded as "CONCRETE WALKWAY" per the legend on these sheets. Please confirm that, per 01800 Paragraph 1.4.9.3, the driveways may be either asphalt or concrete.

Amendment 0006 4

Answer: All driveways leading to the garages shall be concrete paved, as indicated by shading defined in the Legend found on the referenced RFP Concept drawings CS-101 and CS-102. Refer to Amendment 0006 language at the beginning of this document regarding Specification 01800.1.4.3.9.5

143. Reference 01800 Para 1.13.2 - 1.13 Electrical, Paragraph 1.13.2 Wiring Methods states, "all wiring, including wiring for fire alarm, cable television and other systems, shall be installed in conduit, unless specified otherwise." Running all wiring in conduit is not standard practice for residential construction, is not required by code, and will add significant costs to the project. In lieu of conduit, please allow for standard wiring methods, including the use of romex-style cable.

Answer: Romex style cable is not permitted. Contractor shall provide conduit and wire for the new housing units as indicated in the referenced RFP Specification.

144. Reference 01800 Para 1.13.8 - 1.13.8 requires the use of Panelboards located in dedicated electrical or utility rooms, as practical. Loadcenters are allowed by code for residential applications, and are used as standard practice, in lieu of panelboars. The use of panelboards will add significant cost to the project; therefore to provide the best value to the USCG, please allow for the use of loadcenters.

Answer: A service panelboard for each duplex shall be provided in the utility/mechanical room. Load centers may be utilized in living units and sub-fed from the main panel. Load centers shall only feed circuits for the living unit where the load-center is installed.

145. Please confirm Contractors are required to respond to the Representations and Certifications ONLY in the non-price proposal and that, like the cover page, dividers, Teaming Agreements, and Contractor Proposed Cyber/IT-Related Solutions Form, Reps and Certs DO NOT count against the 20 page limit.

Answer: Confirmed. Representations and Certifications are to be submitted with the non-price proposal and do not count against the 20 page limit.

146. Please confirm that any awarded bid options will be exercised at the time of initial task order award.

Answer: Confirmed. Only option items exercised at the time of award will be issued.

147. Specification 01800 paragraph 1.7.2.1 requires a minimum warranty of 20 years for materials and workmanship for exterior siding, soffits, etc. We have found that fiber cement siding manufacturers do not provide a warranty for installations in Alaska (see attached warranty for James Hardie lap siding, as an example). Due to the fact that a warranty is not offered by the manufacturers on these materials in this location, please either:

a) remove the requirement for a 20-year warranty on fiber cement siding products, or

b) provide acceptable durable alternative engineered or composite lap siding products and allow

Amendment 0006 5 standard manufacturer warranties, or

c) allow for aluminum or vinyl siding and allow standard manufacturer warranties.

Answer: Fiber cement siding with minimum 10-year warranty shall be provided. Refer to Replacement Language at the beginning of Amendment 0005 regarding Specification 01800.1.7.2.1.
