AMENDED (31JAN22) GEOTECHNICAL SITE INVESTIGATION (DRAFT) REPORT
THE FOLLOWING QUESTIONS/PRE-PROPOSAL INQUIRIES WERE RECEIVED IN
RESPONSE TO THE SOLICITATION AND ARE BEING CORRECTED IN THIS
AMENDMENT 0008:
104. 1.13.2.4 AND 108. 1.13.2.4 state in Amendment 0005:
“Conduit in interior locations shall be minimum size ½”…” There is no mention in the Electrical Design Build Criteria spec of being able to use MC or Romex for the interior power distribution raceways. Please verify if all interior raceways for power and communications cabling must be run in conduit or is the use of Romex or MC cable acceptable.
Answer: All interior raceways for power and communications cabling must be run in conduit.
CLARIFICATION/CORRECTION:
The communications cabling requirement comes from the USCG Family Housing CSTO requirements.
The type of communication systems conduit has not been defined in that CSTO. Link to CSTO was provided in Amendment 0005.
See PPI 159 and 160 below for the following clarification/correction and referenced Specification paragraphs:
Answer: Residential cabling shall be installed in agreement with the National Electrical Code. The requirement for conduit shall be applicable when cables are routed exposed to protect cabling from damage. Cabling concealed in walls, ceilings, or floors may utilize industry standard installation practices which do not require conduit if permitted by the National Electrical Code.

THE FOLLOWING QUESTIONS/PRE-PROPOSAL INQIRUIRIES WERE RECEIVED IN
RESPONSE TO THE SOLICITATION:
148. Reference 01800 Para 1.7.2.1 - Section 1.7.2.1 Exterior Walls states “the minimum acceptable R- Value for all walls is R-25, provided that it contains R-6 of continuous insulation outboard of framed construction. The minimum acceptable R-value for all roofs or ceilings that cover conditioned spaces is R-49.” Section 1.7.2.5.1 Building Insulation Requirements states “R-values for building insulation shall
Amendment 0008 3 be determined by the coordination of code requirements, building/base energy management plan, ASHRAE 189.1 and sustainable requirements.” ASHRAE 189.1 R-values include the following for example: Roof attic R-71; Wood framed walls R-13 + R-12.5 continuous insulation; Wood framed floors R-38 + R 7.5 continuous insulation. These values differ from the minimum R-values described in Section 1.7.2.1. Please clarify if the ASHRAE 198.1 R-value minimums must be met.
Answer: Insulation values for exterior building envelope shall meet minimum R-Values indicated in Para 1.7.2. Reference to ASHRAE 189.1 in Paragraph 1.7.2.5.1 does not apply to exterior building envelope insulation values.
149. Reference 01800 1.9 - Demolition Paragraph 1.9.3 (b) requires relocation of the Tsunami tower and Equipment. Please provide asbuilt drawing and list of equipment to be relocated.
Answer: No As-Built drawing is currently available beyond the survey documentation for location of pole. The tsunami warning siren, support tower (pole), and associated power supply are the only items to be relocated.
150. Reference 01800.18.4.3.1.8 - Section 01800.18.4.3.1.8 States the EPP should "Discuss alternative disposal plans should contamination levels be encountered over and beyond permitting limits for an EPA RCRA Subtitle D Municipal Solid Waste Landfill (see also Section 1.18.5.3.3 for additional information).", however, no section 1.18.5.3.3 is included in the RFP. Please provide section 1.18.5.3.3 or indicate if it is not applicable.
Answer: Specification 0.1.18.5.3.3 does not exist and was removed from the referenced Spec section
1.18.4.3.1.8 as noted in Amendment 0005 Delete/Replace language at the beginning of the document.
151. Reference 800 Para 1.1.1 - 01800 Paragraph 1.1.1, first bullet regarding demolition of existing housing foundation obstructions, states "to be evaluated and confirmed as part of this project." Please provide additional guidance that should be used as the basis of pricing for removal of foundations.
Answer: Demolition of existing foundations is required only if necessary to achieve site topography or to construct new structural footings or utilities. For specific demolition requirements, reference the revised Section 01800 Para 1.9.2.8 included in Amendment 0005.
152. Reference 01800 Para 1.18 - 01800 Paragraph 1.18 includes several references to Hawaii and agencies within Hawaii (18.4.3.1.8; 18.5.2; possibly others). Please clarify these references
Answer: Specification 1.18 references to Hawaii and agencies within Hawaii were removed from the referenced Spec sections, which were noted in Amendment 0005 Delete/Replace language at the beginning of the document.
153. Reference 01800 Para 1.18.4.3.1.8 - 1800 Paragraph 1.18.4.3.1.8 references soil sampling results in Attachment 3 from boring ID USCG-2 and also references background concentration of arsenic in
Amendment 0008 4
Hawaii. No boring with this identification was included in the sampling results in Attachment 3. Please clarify.
Answer: Specification 1.18 references to soil sampling results and background concentrations of arsenic in Hawaii were removed from the referenced Spec sections, which were noted in Amendment 0005 Delete/Replace language at the beginning of the document.
154. Reference 101 and CD-102 - RFP Guide Specification Section 01800-1.9.2.4 states to “Remove all existing underground utility lines and aboveground features, underground electrical duct bank and cables and aboveground electrical equipment, and surface utility features not used. Demolish existing items as required after rerouting/relocation is complete to facilities which will remain or are relocated.”
RFP Drawings CD-101 and CD-102 General Note 2 states “Remove all existing underground utility lines and above ground features not used” These notes obligate the contractor to a considerable amount of potentially underground utility demolition, the extents of which are not comprehensively clear from the RFP drawings. With exception for those utilities specifically called for removal per CD-101 and CD- 202 Keynotes, please confirm it is acceptable to cut, grout/cap and abandon existing utilities in place which do not conflict with the new construction.
Answer: Reference Amendment 0003, Response 54.
155. Reference 800 Para 1.9.2.8 - RFP Guide Specification Section 01800-1.9.2.8 states “Buildings and structures to be demolished shall be demolished in their entirety including the foundation and grade beams, slab, steps, sidewalks, exterior equipment pads associated with the building, etc. Walkways, parking areas and roadway shall be removed. There are no buildings to demolish, but foundations of previous buildings may exist.“ RFP Drawings CD-101 and CD-102 General note 3 states to “Assume building foundation are existing and require removal”. These notes obligate the contractor to potentially significant earth disturbance to find and remove underground structures, the extent and depth of which is not clear from the RFP drawings, which may otherwise be unnecessary for execution of the work. Please confirm that, unless required to achieve site topography, structural footing, or installation of other new construction features, that demolition of existing foundations is not necessary.
Answer: Demolition of existing foundations is required only if necessary to achieve site topography or to construct new structural footings or utilities. For specific demolition requirements, reference the revised Section 01800 Para 1.9.2.8 included in Amendment 0005.
156. Reference 01800 Para 1.6.3 - Specification 01800 Paragraph 1.6.3 Turf, it states "Install sod in all unpaved areas not occupied by other vegetation unless the space is unpaved and has a designated purpose." Please confirm that the D/B contractor may select either seed, sod or sprigs as an acceptable method of providing turf in all locations per specifications
Answer: Refer to Specification Section 01800, Para 1.6.3; 1.6.3.1; 1.6.3.2; 1.6.3.3 and 1.6.3.5 in the RFP. The intent of these sections is not to require all three types of Turf elements; rather to DEFINE acceptable Turf element criteria and the resulting Stand of Turf. Refer to Delete/Replace language at the beginning of Amendment 0008 where Paragraph 1.6.3 has been corrected to read Turf, not sod.
Amendment 0008 5
157. Reference Amendment 5 - Amendment 5 modification to section 01800 paragraph 1.4.6, states, "...there are two acceptable wall sections, with differing floor elevation possibilities..." While Appendix I Wall Sections does include two options (slab on grade or crawl space), the floor elevation is shown as 35" above grade in both options; therefore there are not differing floor elevation opportunities as stated in the revised paragraph 1.4.6. Please confirm that the slab on grade solution will allow for a finish floor elevation of not less than 1.0' above grade, as allowed by the first sentence in 1.4.6. See attached markup to Appendix I.
Answer: The 35” above grade floor elevation requirement is applicable only if a crawl space foundation approach is used. If a slab-on-grade foundation approach is used, the minimum required floor elevation shall be 12” above grade. Refer to delete & replace language for paragraph 1.4.6. at the beginning of Amendment 0008”.
158: Reference Amendment 5 - Amendment 3, Q&A response #46 allowed the use of frost protected shallow foundations (FPSF) in accordance with ASCE 32. Amendment 5, Q&A response #86 requires a minimum footing depth of 42". These two Q&A responses are in conflict. Please confirm that a FPSF in accordance with ASCE 32 is still allowable, and that the response requiring a minimum depth of 42" does not apply if FPSF are selected
Answer: Minimum footing depth requirement of 42” does not apply if frost protected shallow foundations (FPSF) are selected.
159: Reference Amendment 5 - Amendment 5 Q&A responses 104 and 108 require all interior raceways for power and communications to be run in conduit. There is no practical benefit to utilizing conduit in a residential application, and it is not a code requirement and comes with the following disadvantages:
1. Prior residential project for USCG Base Kodiak did not use conduit, consistent with industry standard
2. Significant additional costs ($2-4 million upcharge for a project of this scale)
3. Significant increase in labor (more than doubles electrical labor per unit)
4. Significant increase in overall period of performance due to increased labor hours for electrical work
5. Sealing vapor barrier around metallic boxes to comply with LEED requirements and prescribed air tightness rating is more difficult than sealing around standard non-metallic vapor tight boxes, resulting in additional time and costs.
Due to these significant disadvantages, please remove the requirement to use conduit for power and communications and allow for standard residential wiring methods as allowable by code
Reference Section 18.C Communication Systems of the USCG Facility Housing CSTO for communication system distribution requirements.
RFP REFERENCE PARAGRAPHS
1.13.2 Wiring methods:
Amendment 0008 6
All wiring, including wiring for fire alarm, cable television, and other systems, shall be installed in conduit, unless specified otherwise. Provide a green color insulated equipment grounding conductor in all raceway with ungrounded conductors.
1.13.2.4 Conduit in interior locations shall be minimum size ½ inch except: 1) where larger sizes are recommended by equipment manufacturers or required for code compliance; 2) cable tray may be used to carry telecommunications cable; and 3) where specified otherwise.
Wiring shall be run concealed or above suspended ceilings in finished spaces and may be run exposed elsewhere.
160: Reference Amendment 5 - There is no industry standard guidance available for use of conduit in residential applications as it is not generally used. If the USCG elects to require conduit in lieu of industry standard methods, please clarify what type of conduit shall be used:
1. ENT
2. PVC
3. EMT
Reference Section 18.C Communication Systems of the USCG Facility Housing CSTO for communication system distribution requirements.
161: Reference Amendment 5 - Amendment 5 RFI 97 response states “The floor slab must be no less than 35” above grade, as indicated in Appendix I.” However, this response leaves critical items to interpretations that could result in significant project costs. The RFP appendix I includes two acceptable Foundation Approaches: (1) Slab-on-Grade; and (2) Crawl Space. Approach # 1 references a FFE for slab on grade of 35” above grade, yet the exterior grade elevation appears to be significantly higher (clearance less than 35”), which makes the note confusing. Approach # 2 references the 35” above grade for FFE, showing both interior (crawl space) and exterior grade at the same elevation. Based on this, one could interpret that the exterior grade cannot be less than 35” from FFE, which would result in considerably taller foundation stem walls, ADA ramps twice as long as those called out in the RFP, and multiple problems with coordinating the garage access to the units. This would be atypical for this type of construction in the area.
We do not believe this is the actual intent of the RFP. Our team would propose clarifying that the 35” above grade dimension is only applicable to the crawl space grade, and not the exterior. We would also propose a max clearance of 6” from top of stem wall to exterior finish grade (see detail below). This approach would avoid the ADA access issues resulting from the 35” FF to grade note shown in Appendix I.
Amendment 0008 7
162. RFP specification paragraph 01800 – 1.6.3 “Turf” states “Turf consists of seed, sod, and sprigs.” which implies that all three referenced turf elements will be required. Section 1.6.3.2 “Sod” states “The maximum limit of time between harvesting and placing sod shall be 36 hours.” The nearest source of sod to Kodiak is Palmer, AK, north of Anchorage. Based on distance and shipping criteria, the sod will not be able to meet the 36 hr maximum limit of time between harvesting and placing. Moreover, sod application is very uncommon in Kodiak, partly due to its availability and access. We recommend the use of a turf consistent with the Kodiak market, essentially topsoil and seeding. Please concur.
163. Please confirm that any awarded bid options will be exercised at the time of initial task order award.
Answer: Confirmed. The Coast Guard will exercise only those options that are issued at time of task order award.
