Amendment 0005 3

1.18.3.1.8: Excess Construction Generated Dirt/Soil/Fill Removal and Disposal:

Discuss any anticipated excess dirt/soil/fill material that may be generated as part of the project.

Discuss its suitability for reuse or how it will be properly managed and disposed of off-site if it is not required or suitable to complete on-site work. Discuss how all federal, state, and local regulatory requirements related to transport and final disposal will be met. Any excess soil/dirt/fill material generated as part of the project that is not required or suitable to complete on-site work shall not be considered, classified, or defined as an “unrestricted” use material. The Contractor shall transport and dispose of this material at an off-site permitted ADEC/EPA RCRA Subtitle D Municipal Solid Waste Landfill that routinely accepts the type of material being removed from the site. The Contractor shall also meet all additional state and local landfill regulatory requirements.

Discuss management, coordination, testing, and permitting requirements anticipated and what permitted disposal facility is to be used. Discuss alternative disposal plans should contamination levels be encountered over and beyond permitting limits for an EPA RCRA Subtitle D Municipal Solid Waste Landfill (see also Section 1.18.5.3.3 for additional information).

All results from Soil Sampling investigations (Attachment 3), except for arsenic at boring USCG-2, were below the applicable Tier I unrestricted EALs or were non-detect.

The arsenic concentration detected in the sample from boring USCG-2 (56.3 milligram per kilogram [mg/kg]) exceeds the Tier I unrestricted EAL of 24 mg/kg, but is below the commercial/industrial Tier I EAL of 95 mg/kg applicable at the site. Arsenic is a naturally occurring element and background concentrations of arsenic in soils in Hawaii typically range from 5 mg/kg to 24 mg/kg. According to HDOH, upper threshold background values of arsenic in soil can approach 40 to 50 mg/kg, especially in discrete samples.

Soil may be reused on-site, as the arsenic concentration is below the commercial /industrial EAL.

However, surplus soil slated for off-site disposal or reuse should be tested prior to export from the site using the multi-increment sampling method in accordance with HDOH Guidance.

THE FOLLOWING QUESTIONS/PRE-PROPOSAL INQIRUIRIES WERE RECEIVED IN

RESPONSE TO THE SOLICITATION:

55. THIS PPI RESPONSE WAS PREVIOUSLY ISSUED WITH AMENDMENT 0003. IT IS BEING

REVISED AS INDICATED BELOW:

The proposed utility plan CU102 shows the final buildout of the site which has tie in locations beyond the base and option areas, is it expected that these lines be extended to the locations shown regardless of which bid options are awarded, or should they be adjusted to tie in within the limits of the exercised options if possible?

Answer: It depends on the utility.

SD: the line through the future development coming from the intersection of Barometer Ave. and Tom Stiles must be installed regardless of which options are awarded. The line in S. Alyeska Ave. draining two inlets near the limit of work shall only be installed if options are awarded that extend the street to the inlets.

SS: The line through the future development that drains the homes on Barometer Ave. must be installed regardless of which options are awarded. Assuming not all options are awarded, the line running down S. Alyeska can transition back to the existing system at a logical location southwest of the end of the roadway extension.

S. Alyeska can transition back to the existing system at a logical location southwest of the end of the roadway extension.

Amendment 0005 7

W: The extent of the distribution system shown must be completely installed regardless of which options are awarded.

E/comm: Extend the infrastructure only as far as needed to construct the options awarded.

77. The RFP discusses sound attenuation requirements but is silent on reduction of impact noise for foot traffic in floor/ceiling assemblies. Does the USCG have any requirement for that?

Answer: The most recent (15SEP20) Family Housing Design CSTO (SILC-CSTO-36-11 55 13 11-01) is excerpted below for the General project answer:

2.21 Sound Attenuation/Acoustics

2.21.1 Air-Borne Sound

Walls, partitions, and floor/ceiling assemblies separating dwelling units from each other or from public or service areas shall have a Sound Transmission Class (STC) rating of not less than 50 (45 if field tested) for air-borne noise when tested in accordance with ASTM E 90. Internal limits include STC 42 separating bathrooms and living spaces and STC 37 at walls separating adjacent bedrooms. All housing development shall comply with and be sited in accordance with 32 CFR 256.10 with regards to day-night average sound level (DNL).

Design Criteria:

Housing is not compatible within noise level zone DNL 75 dB or higher. Prohibit new or replacement housing in this noise level area.

Housing development is discouraged in noise level zone DNL 65-75 dB.

Housing is prohibited within runway clear-zones or accident potential zones per UFC 3- 260- 01, Design: Airfield and Heliport Planning and Design and the AICUZ program guidance given by 32 CFR 256.10.

When no other viable alternative exists and residential uses are planned in areas above DNL 65 dB, designers must incorporate sound-proofing measures into the design and construction of the housing to achieve an outdoor to indoor noise level reduction (NLR) of at least 25 dB in the DNL 65-70 dB range and 30 dB in the DNL 70-75 range. Since normal construction can be expected to provide a NLR of 20 dB, the reduction requirements are often stated as 5 or 10 dB over standard construction and normally assume mechanical ventilation and closed windows year round.

Answer (continued): A Specific project item is addressed in the Appendix B - ISCS document, pages 9, 13 and 17 of 36:

The area between the Garage and Second Floor Bedroom #3 in both Standard 3BR and 4BR units is located partially above the Garage. Currently the ISCS notes this in the Sound Attenuation Block on the noted pages for the 4BR unit only. This occurrence is at BOTH types of units as all Bedroom #3s are partially located over the garage and subsequent overhead door opener and additional noise levels, etc. They shall be considered in need of supplemental sound attenuation to mitigate these levels.

See Delete/Replace language section at the front of this Amendment.

Amendment 0005 8

The link for the CSTO is:

https://cglink.uscg.mil/b36d4fe2

(look under MRPL)

78. The RFP highlights the 4BR ADA units and meeting handicap requirements, but appears silent on any other special devices to include in the unit for the hearing or visually impaired, such as strobes or horns. Doe the USCG have any requirement for that in the ADA units?

Answer: The most recent (15SEP20) Family Housing Design CSTO (SILC-CSTO-36-11 55 13 11-01) is excerpted below for the General project answer:

2.9.1 Family Housing

Although most residents of FH will be able bodied military personnel, considerations shall be made for dependents requiring barrier free access. All new FH shall include 5% of the units which are designed with all of the permanent type features required for future retrofit to make the houses accessible to the handicapped (i.e. wider main entrances, corridors, doorway widths, and larger baths). If there are less than 20 housing units, then at least one shall be designed to be easily adaptable to accommodate a disabled resident. In order to be easily adaptable, a facility shall have the ability to add or alter certain spaces and elements so as to accommodate the needs of either disabled or non-disabled persons, or to accommodate needs of persons with different types or degrees of disability.

Common areas such as walks, streets, parking and play areas for all new FH projects regardless of size shall be designed and built to be accessible by the handicapped. Persons with disabilities shall have access to programs and activities conducted in public entertainment areas of Government Family housing units and in support facilities provided for Government Family housing residents.

Design Criteria:

In providing accessibility in common areas, recreational facilities, outdoor developed areas, and individual housing units, comply with criteria in the latest version of the Americans with Disabilities Act Accessibility Guidelines (ADAAG).

In the designs of new units and the renovation of existing units, consider incorporating features that would facilitate adaptation for accessibility at a later date. Examples of such features include the height of electrical switches, outlets, and other controls; the height of shelving and closet rods; opening widths; circulation patterns; the availability of accessible emergency egress; and the flexibility of the plan to permit modifications necessary to provide accessible kitchens and bathrooms.

The net floor area of a unit may be increased by up to 100 sf as necessary to meet accessibility standards.

2.9.3 Tactile and Audible Design Criteria

Ensure that the requirements for the visually- and hearing-impaired are also reviewed.

Amendment 0005 9

79. RFP Section 01800 Section 1.8 Structural Design subsection 1.8.6 Corrosion Protection requires Epoxy coated or Hot-Dipped Galvanized reinforcing in the concrete. Similar to other USCG Kodiak project solicitations, we recommend the use of uncoated rebar instead. Please concur.

Answer: Proposers shall bid per requirements as indicated in Section 01800 Para 1.8.6:

“concrete steel reinforcing bars shall conform to ASTM A-615, ASTM A-775 (epoxy coated), or ASTM A-153 (hot-dipped galvanized). ASTM A-706 steel reinforcing bars shall be prohibited.”

80. If geothermal is the only system that will meet the ASHRAE 90.1 by 30%, is that the desired system regardless of the LCCA results?

Answer: No, geothermal is not the only system that can meet ASHRAE 90.1 by 30%. Any system being proposed shall be designed to beat ASHRAE 90.1 by 30%.

81. Section 1.4.7.3 discusses testing of ductile iron water mains in accordance with AWWA C600;

however, the RFP requires the use of HDPE pipe for all new water mains. Please provide the necessary reference for testing new HDPE water mains

Answer: Please reference AWWA M55. See Replacement Language at the beginning of this amendment.

82. Assuming that we will encounter old foundations, will the USCG provide a designated waste site?

Answer: No

83. Assuming that Non-Frost-Susceptible materials will be required, will the USCG Provide a source of this material?

84. Please confirm project scope assumes no upgrades to the pump station will be required.

Answer: The pump (lift) station is not part of the scope of this project. All upstream and downstream gravity piping and associated manholes are to be replaced.

85. Assuming that we will encounter excess soil materials, will the USCG provide a designated waste site?

Amendment 0005 10

86. The geotechnical report, section 3.2, recommends minimum footing depths of 42 inches. The City of Kodiak permits to have a minimum of 36 inches. Will the USCG permit shallower footing depths consistent with City of Kodiak?

Answer: Proposers shall follow minimum footing depth recommendation as indicated in the geotechnical report. The geotechnical report recommends 42" footing depths based on their site specific field findings, the geotechnical recommendation depth prevail.

87. The geotechnical report, section 4.1, recommends additional test pits/borings to determine the extents of the organic soil. Will this be required as part of the contract? We propose to evaluate subsurface conditions during construction of footings to ensure footings do not bear on deleterious material but not perform extensive potholing to delineate a thin layer of organic soil.

Answer: The Contractor’s Geotechnical Engineer shall be responsible for establishing requirements related to site preparation or replacement of unsuitable soils within proposed building areas. While providing additional test pits and borings is recommended, it is not required as part of the Contract.

Delineation of the unsuitable materials during construction is acceptable.

88. Regarding preferred Fiber Cement Siding – Manufacturers do not provide 20-year warranties in the Kodiak environment. Please advise.

Answer: Fiber cement siding with minimum 10-year warranty shall be provided. Refer to Replacement Language at the beginning of this amendment.

89. Window spec is asking for a large missile test, which is akin to hurricane testing. Since there aren’t any hurricanes on the west coast, there are no manufacturers that comply with this spec. Please advise.

Answer: Large missile test requirement shall be waived.

90. There are no 3-tab, SBS-modified shingles available today. The Basis of Design shingle (Certainteed Landmark TL) is not a 3-tab, or SBS modified. The only SBS modified shingle is the Malarkey Legacy, which would be less cost and a better shingle for this project. Please advise.

Answer: COR approval is required for use of products other than Basis of Design.

91. EPDM is considered the best product for porch/deck roofs as described, would this be acceptable?

Answer: The Proof-of-Concept design has no occurrences of this situation. There are no roof areas being used as decks/porches.

Amendment 0005 11

92. Please confirm that KEA is responsible to remove all primary conduit, cable and associated transformers/equipment as shown on drawing CD-101 & CD-102, and that all costs will be covered by KEA, not the contractor

Answer: KEA is the serving utility and owns all primary infrastructure and equipment. Contractor is responsible for coordination with KEA for all demolition of utility electrical systems. Contact Ray Jeffries at KEA (email rjeffries@kodiak.coop or by phone at 907-486-7700).

93. Several of the proposed utilities shown on CU-101 and CU-102 leave not only the base bid and optional bid item areas, but the project limits as well as noted in general note 6. If these are to be constructed as shown, they will likely require the excavation of the existing roadway, former building pads, pathways, and utilities both abandoned and active not slated for removal as part of the project.

Assuming that work is to be performed outside of the designated project area, Specification Section 01800 paragraph 1.9.4.1 requires these impacted items are be repaired to original condition or replaced.

Is this the expectation? Please confirm original condition refers to the existing conditions at the time of impact.

Answer: Assume that 'original' condition refers to existing conditions at time of impact. Former building pads need not be replaced, but roadway and pathways shall be patch paved. Active utilities are to remain and be protected in place. Relocated only if a gravity pipe cannot be designed to avoid a conflict. Only remove unused utilities within the limit of the trench.

94. Section 01111 Special Project Procedures, Subsection 3.1 Construction Phasing, Paragraph 3.1.7 indicates that one evolution/activity on the first duplex is to be completed and subject to USCG review and comment prior to proceeding with that activity on the other duplex buildings on the project. This requirement causes the first duplex to be very costly as there is no economies of scale and any efficiencies that could be applied to the first duplex with multiple other duplex building simultaneously.

Rather than creating this hold point in the schedule, we suggest that a mockup of the kitchen, bathroom and other features are provided for USCG verification prior to starting the first duplex.

Answer: No. Mockups are not authorized and requirements in the RFP shall be followed.

95. Specification 01800 Paragraph 1.18.3.1.8, bottom of second paragraph states, "(see also Section

1.18.5.3.3 for additional information.)" Paragraph 1.18.5.3.3 is not included in this solicitation. Please clarify as on recent solicitations this paragraph includes additional detail on the requirement for disposal of clean, non-contaminated soil at a permitted landfill.

Answer: The reference to specification section 1.18.5.3.3. has been removed. See replacement language for specification 01800 paragraph 1.16.3.1.8. in this amendment

Amendment 0005 12

96. Section 18.4.3.1.8 Excess Construction Generated Dirt/Soil/Fill Removal and Disposal, states that the Environmental Protection Plan must discuss how all federal, state, and local regulatory requirements related to soil transport and final disposal will be met. It further states that "Any excess soil/dirt/fill material generated as part of the project that is not required or suitable to complete on-site work shall not be considered, classified, or defined as an “unrestricted” use material. The Contractor shall transport and dispose of this material at an offsite permitted ADEC/EPA RCRA Subtitle D Municipal Solid Waste Landfill that routinely accepts the type of material being removed from the site." Please confirm that, if clean excess soil material demonstrated not to be contaminated and all ADEC/EPA and/or other State or Federal requirements are followed, that the contractor may reuse at an offsite location.

Answer: If clean excess soil material demonstrated not to be contaminated and all ADEC/EPA and/or other State or Federal requirements are followed, the contractor may reuse at an offsite location.

97. Section 18.4.6 Finished Floor Elevation States that "The Contractor shall determine the most efficient and economical finished floor elevation, but it shall be no less than 1.0 feet above surrounding high ground, which is typically sidewalk grade" while Appendix I – Acceptable Foundation Approaches Foundation Approach No. 1: Slab-on-Grade detail indicates "floor elevation approximately 35" above Grade". Please confirm 01800.1.4.6 supersedes Appendix I, and that the floor slab must be no less than 1 foot above surrounding grade, not 35".

Answer: The floor slab must be no less than 35" above grade, as indicated in Appendix I. Section 01800 paragraph 1.4.6 has been revised in this amendment.

98. 01800 Paragraph 1.9.6.3 instructs the contractor to notify the COR and KO if contaminated soils are encountered on the project. Please confirm that the contractor is only responsible for identifying potential soil contamination by soil staining, noxious odors, debris, etc. and that any subsequent screening by environmental technician(s), sampling and testing would be treated as a changed condition

Answer: Geotechnical Report provided with Amendment 0005 defines the existing conditions as known at this time. Further examination or movement of site elements may present a changed condition in the future.

99. During the pre-proposal conference it was mentioned that the various diagrams provided in the PowerPoint presentation would be modified by the USCG and provided via Amendment. Please provide revised diagrams.

Answer: Updated TOA and Option Item Diagram package are provided with Amendments 0004 and 0005. See diagrams provided with Amendment 0005.

100. Option Items 7 thru 10 include shared infrastructure scope among some of the buildings. For example, Option Item 7 (Building #722) and Option 8 (Building #721) share civil infrastructure at a rate of 75% and 25%, respectively. However, in order for these units to be standalone Option Items, full

Amendment 0005 13 infrastructure services will need to be in place (i.e. 100% road section). Please confirm if the USCG intends on awarding these "codependent" options simultaneously rather than separately. Otherwise, the infrastructure costs noted in the option item scope may not be accurate.

Answer: Updated TOA pp 25-29 (Price Proposal Form) and Option Item Diagram package are provided with Amendments 0004 and 0005. See revised TOA and price schedule provided of this Amendment 0004.

101. Please clarify the scope of demolition in the Base Bid. Is it the Government’s intent to demolish all surface and subsurface features within the overall project? Smaller demolition packages for each option may result in additional complexity and cost.

Answer: Reference Appendix A - RFP Drawings for extent of required demolition.

102. 01800 Paragraph 1.7.1 lists structural insulated roof panels as a preferred product. Most commonly these panels are Sandwich panels with OSB on top and bottom and EPS insulation in the middle. They can be built in sizes up to 8’ wide by 24’ long. Under section 1.7.2.1 OSB is strictly prohibited in the wall systems. Is OSB acceptable in the roof system and not the wall system? Or is it prohibited completely for the project.

Answer: OSB is acceptable for use as part of the roof system.

103. 1.11.2.4 states, “Above ground water piping shall be Type L hard-drawn copper or PEX.” Section 1800-1.11.2.2 states, “All water piping shall be insulated.” Please confirm that pex piping would not be required to be insulated.

Answer: All water piping shall be insulated.

104. 1.13.2.4 states, “Conduit in interior locations shall be minimum size ½”…” There is no mention in the Electrical Design Build Criteria spec of being able to use MC or Romex for the interior power distribution raceways. Please verify if all interior raceways for power and communications cabling must be run in conduit or is the use of Romex or MC cable acceptable.

Answer: All interior raceways for power and communications cabling must be run in conduit.

105. RFP Drawing CU-101 Water Key Note 5 states “New 8” HDPE Water Main Along Tom Stiles Rd.

Connect to existing piping at the end of Lake Louise drive, and at both ends of point Sherman (approx.

3400 LF).” 1. Please confirm it is the intent of this RFP that the contractor include construction of approximately 3,400 lf of water main beyond the limits of the RFP site drawings to Lake Lousie Drive.

2. Please confirm it is the intent of this RFP to demolish the existing water main to Lake Louise being replaced with this new 3,400 lf section

Amendment 0005 14

Answer: It is confirmed that the 3400 LF of new water main to Lake Louise Housing is part of this project. Demolition of existing water main is also required, but note that only about 1,050 LF of water main exists along the proposed alignment.

106. Can the Superintendent position be fulfilled by our primary subcontractor or does this person need to be an employee of the prime contractor?

Answer: As long as project experience indicated in Section 01450, Paragraph 1.3.1 is met, the Superintendent does not necessarily need to be an employee of the Prime Contractor.

107. Specification 01800 Paragraph 1.1.1, third to last bullet states, "Landscaped areas and childern's play areas" This is the only reference in the RFP to children's play areas. Please confirm this requirement will be satisfied by relocation of the existing canopy and associated equipment specified elsewhere. If additional equipment is required, please provide design criteria and identify location(s) for the play area(s).

Answer: Children's Play Areas is satisfied by relocation of the existing canopy and associated equipment. No additional play equipment is anticipated to be required.

108. 1.13.2.4 states, “Conduit in interior locations shall be minimum size ½”…” There is no mention in the Electrical Design Build Criteria spec of being able to use MC or Romex for the interior power distribution raceways. Please verify if all interior raceways for power and communications cabling must be run in conduit or is the use of Romex or MC cable acceptable.

Answer: All interior raceways for power and communications cabling must be run in conduit.

109. Referenced Specification for exterior walls states, "OSB is not acceptable." Please allow OSB exterior wall sheathing

Answer: OSB exterior wall sheathing is not acceptable per Base Kodiak standards.

110. Proof of concept housing unit drawings include a utility chase between the living units. Please clarify if this chase is a requirement of the RFP, of if a rated party wall may be utilized instead.

Answer: A utility chase between the living units is a requirement of the RFP.

111. Proof of concept drawings include a utility chase between the living units, and there are stairs shown on the floor plans and referenced in the Individual Space Criteria Sheet for this space. It is unclear if this chase is open full height from the first floor level to the ceiling of the second floor, or if there is an elevated platform at the second floor level as well. Please provide additional guidance.

Amendment 0005 15

Answer: Stair within utility chase is full height utility stair and platform where necessary to allow for maintenance of systems utilizing the chase and is to be accessed by maintenance personnel only.

112. Referenced specification requires PVC decking for the porches and decks. Given the elevation of the decks relative to the finish floor elevation of the interior of the housing units, framing for a traditional deck would be below grade level. Please confirm that in lieu of a framed deck with PVC decking, concrete patios would be acceptable.

Answer: Concrete patios are not acceptable substitutes for framed decks with PVC decking.

113. Proof of concept elevations show what appears to be privacy screening between the individual living units' decks. We have not seen this requirement detailed elsewhere in the RFP. Please confirm whether this is required, and provide specifications for materials

Answer: Porch design is conceptual. Privacy screening between decks of different housing units is desired and is anticipated to be composed of same material as the proposed decking.

114. Proof of concept drawings show what appears to be benches on the decks. We have not seen this requirement detailed elsewhere in the RFP. Please confirm whether these are required, and provide specifications for materials .

Answer: Porch design is conceptual. Bench at the front porch is a desirable feature and is anticipated to be composed of same material as the proposed decking.

115. Referenced specification requires a Weather Resistive Barrier (WRB) with a minimum vapor permeability of 50 perms. This is on the high end of permeabiliy for WRB products, please confirm this requirement.

Answer: Confirmed.

116. The response to RFI 39 of Amendment 3 referenced the RFP design criteria section 01800 – 1.1.3.uu, titled “SILC-CSTO-36-11 53 11-01/20160525, Family Housing Design Guide”. We’ve been unable to gain access to this design guide. Please provide. Otherwise, please confirm if a 30 minute fire partition is acceptable between dwelling units, as originally asked in the referenced RFI.

Answer: See CSTO link for referenced document with Amendment 0005.

Amendment 0005 16

117. SECTION 01800 DESIGN-BUILD CRITERIA 1.4 CIVIL AND SITEWORK, subsection 1.4.8 “Sanitary Sewer” specifies that “Building laterals will be 4-inch diameter single wall HDPE.” Sewer laterals are typically built using PVC or cast-iron pipe in Alaska for constructability and ease of maintenance. Please clarify/confirm that HDPE piping is to be used for building laterals.

Answer: Please provide a bid based on the specifications. Any substitutions with alternate materials proposed by Design-Builder may be considered after Contract Award.

118. Please provide alignment of new water line along Tom Stiles road north of the project limits. This information is critical as the excavation for the proposed alignment may impact the existing roadway section of Tom Stiles road.

Answer: Without having utilities located and marked and performed topographic survey of the area north and northeast of the main project site, we cannot provide an official alignment. However, the goal is to install the new water main in the shoulder on the east/south side of Tom Stiles Road. We believe there is sufficient space to install a water main there although we are aware of some utilities in close proximity. Assume closure of the north/eastbound lane will be necessary during this work. Assume no relocation of utilities have occurred that would impact the locations shown on previously provided CAD drawings (Amendment 0003).

119. Please clarify if the Coast Guard intends to select bid options in the order described by TOA 70Z05022RNEMETZ document. Award of bid options will impact necessary site/utility phasing and associated pricing.

Answer: Yes.

120. It does not appear that there is an ASTM test for shingles that goes to 160 mph winds. The ASTM D 3161 Class F test referenced is for 110 mph wind velocity. Please advise.

Answer: ASTM D 3161 Class F test referenced for 110 mph wind velocity is required.

121. The Basis of Design shingle does not weigh 340 lbs. per square, only 305 lbs. per square. Malarkey Legacy shingles weigh 275 lbs. per square. The heaviest Malarkey shingle is the Windsor at 350 lbs. per square, at a large increase in price. Please advise.

Answer: Minimum weight for roofing shingles shall be referenced as 240 lbs. per square.

122. Specification 01800 Paragraph 1.18.4.3.1.8 requires all excess soil (including clean, non-contaminated soil) to be disposed of at a RCRA Subtitle D landfill. Due to the location of this project, and the fact that the only landfill located on Kodiak Island typically will not accept this material, we have found on past projects that all excess soil will need to be transported to the lower 48 states at a

Amendment 0005 17 significant cost. Please consider removing this requirement as even a small quantity can result in significant additional cost.

123. Will the options if awarded be awarded in ascending order? For example, option 3 will not be awarded unless options 1 and 2 are also awarded?

Answer: Yes.

124. Section 01800 Design Build Criteria, 1.7 Architectural, 1.7.2 Exterior Building Envelope, 1.7.2.2 Exterior Walls Above Grade: This section of the RFP describes an Exterior Wall System and Rain Screen that is described in Appendix A. However Appendix A provides the concept duplex housing drawings without a wall section defining the construction of the exterior wall and rain screen. Please provide a wall section showing the exterior wall intent.

Answer: Reference to Appendix A for exterior wall section is not applicable and shall be removed.

125. Section 01802 Construction Design Documents, 2.1 Design Submittal Process, 2.1.1 Fast Track/Traditional Design Option: This section indicates that if the Contractor chooses to Fast Track the project a PHASE I Submittal will consist of Sitework, Geotechnical, Foundation and Civil work phases. Would it be acceptable to also include the structural frame in the PHASE I submittal?

Answer: The RFP has been changed to allow Structural to be included in fast track phase I or phase II.

See new paragraph 2.1.1. in this amendment.

2.1.1 Fast Track/Traditional Design Option

Contractor has the option to either fast track construction or start construction after the design is completed. In either case the contractor is proceeding at his own risk until the Government has completed its review and accepted the particular submitted design documents as meeting Contract requirements. Any work completed, for which design acceptance has not been provided, will not be approved for payment and if found to be non-compliant with Contract requirements, will be removed and replaced at no further cost to the Government. Rework of non-conforming work will not serve as the basis for a time extension.

If the contractor chooses to fast track the project, the work shall be designed and constructed in the following phases:

(a) PHASE I: Sitework, Geotechnical, Foundation, and Civil Work Phase

(b) PHASE II: Building Enclosure and Remaining Work Phase Structural may be included in either PHASE I or PHASE II”

126. Section 18.4.3.1.8 Excess Construction Generated Dirt/Soil/Fill Removal and Disposal, states that the Environmental Protection Plan must discuss how all federal, state, and local regulatory requirements

Amendment 0005 18 related to soil transport and final disposal will be met.

127. RFP Section 01800, paragraph 1.12.1.1 states that the mechanical design shall conform to the 2018 International Mechanical Code. The 2018 IMC Paragraph 102.2 Exception states that two-family residential dwellings are not within the scope of the IMC, but rather they should comply with the International Residential Code. Is it intended that the design of mechanical systems for this project be constructed to the commercial standards of the IMC or the residential standards of the IRC?

Answer: 2018 International Residential Code reference may be substituted where 2018 International Mechanical Code (IMC) is listed in Section 01800, Section 1.12. Other portions of the project requirements remain unaffected.

128. RFP Section 01800, paragraph 1.12.1.4 states that site specific information for geothermal design shall be attained at contractor's expense prior to geothermal system design. As it would not be feasible for the contractors to drill test wells during the bidding period in order to design the systems for accurate pricing, can the government provide test well data in the project area that the contractors could use for evaluating the suitability of the geothermal option?
