SOLICITATION NO. 70Z05022RABCD0001 IS AMENDED AS FOLLOWS:
I. CHANGES TO THE TASK ORDER ANNOUNCEMENT
Updated Davis Bacon Wage Determination
Corrected Price Proposal Form to remove redundant Total Option Item 3 line.
II. THE FOLLOWING ANSWERS TO QUESTIONS/PRE-PROPOSAL INQUIRIES ARE
PROVIDED:
233. Our team has been working with Pacific Power to get an estimate of their fees related to utilities (RFP 01800 1.13.2). Today they responded with the following statement: Can you exclude their fees from our requirement or provide a value that all contractors should include in their proposals. We just don’t know what to include as a cost for their involvement.
I do have other bidders on the project, since it is a bid process, I have told all other bidders to eliminate Pacific Power cost from their bid, as I don’t have all the information to give an accurate cost.
So I won’t be giving you a ballpark cost estimate. I will wait to discuss with the awarded contractor.
Answer: The Contractor is responsible for all associated utility company charges and costs, as per RFP Section 01800-1.13.2.2. Offerors must include costs for these utilities in their price proposals.
250. Please refer to amendment 005, PPI #50 response. This response directs the contractor to assume that in-water work would NOT be permitted outside of the normal IWWW. However, Appendix X provided in amendment 008 indicates that existing pier demolition & dredging would be planned to be completed outside of the IWWW. Please provide direction for all bidding contractors whether or not to assume in-water demolition & dredging would be permitted outside of the normal IWWW timelines as indicated in Appendix X.
Answer: As stated in response to PPI #50: The USCG is initiating the request for an exemption from NMFS that would allow demolition and dredging to occur outside of this window if needed; however, the contractor is responsible for obtaining any permits outside of the normal work window. For proposal purposes, contractors are to assume that no NMFS exemption will be granted. Pile driving or other actions that produce high levels of noise or vibration in the estuarine environment would still be restricted to the normal IWWW.
251. Can the USCG clarify the response to our PPI regarding site demolition requirements (AMD0008 PPI # 184, snippets below). The response directs to another PPI which does not answer the question.
The RFP drawings call for demolition of buildings that no longer exist per the site visit. Are the building foundations and / or their UG MEP services still in place? How do the bidders price the demo scope? We cannot assume demolition of buildings without clear documentation to complete a quantity estimate. Will the USCG clarify the demo scope to exclude these notes?
Amendment 0010 2
Answer: For bidding purposes, Contractor to assume building foundations and/or their UG MEP are still in place and must be demolished. There is no additional as-built information available.
THIS AMENDMENT INCLUDES THE LAST CONTRACTOR PRE-PROPOSAL INQUIRIES
THAT WILL RECEIVE RESPONSES. IF AN OFFEROR HAS SUBMITTED QUESTIONS
THAT HAVE NOT BEEN ADDRESSED, THAT OFFEROR MUST NOTIFY THE
GOVERNMENT IMMEDIATELY AT ADAM.M.BIRKLAND@USCG.MIL AND
