INSERT
Revised Task Order Announcement dated 3/15/2022.
III. THE FOLLOWING ANSWERS TO QUESTIONS/PRE-PROPOSAL INQUIRIES ARE
PROVIDED:
NOTE: PPI numbers reflect the numbers tracked on the Coast Guard’s PPI log. This amendment includes answers to some but not all of the PPIs received. As a result, numbering and serialization may be out of order in the section below.
3. Section 01800 (1.7.3.1.2) states all exterior doors and frames shall be Fiberglass Reinforced Plastic (FRP), but the door schedule on Drawing A-601 states HM or hollow metal. Please confirm if the contractor shall proceed with FRP or HM doors. This applies at both Option 1 and Option 2 items.
Amendment 0005 7
Answer: Option 2 must be FRP doors, see revised Spec Section 01800-1.7.3.1.2 included in this amendment. Sheet A601 applies only to Option 1.
7. Section 01800-1.5 Geotechnical paragraph 1.5.3 states: “Contractor shall assume that ground improvements are required at the site due to the presence of liquefiable spoils.” These ground improvements include deep soil mixing or possibly driving steel piles. Will these ground improvements be required under Option item 1, Design Build Modular MWD facilities, considering these are temporary facilities?
Answer: Section 01800-1.5.3 is part of the Base Bid. See Appendix A - Sheet CU101.
28. Sanitary Sewer 01800, Paragraphs 1.4.7, 1.11.2.2, and Drawing CU101. For Sanitary Sewer Piping on Floats/Pier, please confirm if material type shall be DIP (Per 01800 - 1.11.2.2) or HDPE (per 01800 - 1.4.7)

Answer: Option 3 includes providing additional conduits, with spares, back to the upland distribution system
50. Please define the starting and ending dates for the in-water work restriction window for this task order.
Answer: Section 01800-01111-3.1.1 defines the standard in water work window (IWWW) at this location. The USCG is initiating the request for an exemption from NMFS that would allow demolition and dredging to occur outside of this window if needed; however, the contractor is responsible for obtaining any permits outside of the normal work window. For proposal purposes, contractors are to assume that no NMFS exemption will be granted. Pile driving or other actions that produce high levels of noise or vibration in the estuarine environment would still be restricted to the normal IWWW.
51. Please provide a copy of any and all permit applications (along with any accompanying backup materials) that have been submitted to date for this task order.
Answer: No permit applications have been completed by the Government up to this point. The Biological Assessment, and Incidental Harassment Authorization documentation are in preparation and
Amendment 0005 8 have not yet been submitted to the regulatory agencies. The Government will provide these documents after they have been submitted to the agencies and will do so via a future amendment if the timing of the submissions occurs before the proposal due date.
55. Plumbing - Per 1.11.3.7, The opening statement says to provide one electric water cooler and to install per ADA requirements. The plans indicate a solitary water cooler. To meet ADA requirements for both wheelchair bound persons and cane impaired persons a bi-level unit is required or the addition of an permanent (always full) cup dispense at an appropriate height. Is a bi-level unit w/bottle filer to be provided or a solitary electric water cooler w/ bottle filler and cup dispenser?
Answer: Provide ADA bi-level electric water cooler w/bottle filler. See revised floor plan A103-Rev 1 (included with Amendment 0004) to accommodate the unit. See attached for basis of design unit.
Revise plan dimension as needed if different unit is selected.
56. Plumbing - Per 1.11.3.11, the eyewash bowl is to be impact resistant but then states it is to be a stainless steel receptor. Stainless steel is not considered as impact resistant. Does the USCG want impact resistant ABS/Plastic receptor or stainless steel receptor?
Answer: Provide ABS/Plastic receptor in lieu of stainless steel to meet the impact resistant requirement.
See revised Spec section 01800 1.11.3.11 included in this amendment.
59. Plumbing - Per 1.11.3.13, various floor drains are to be provided with a trap primer to inhibit trap evaporation. Is a sustainable waterless trap seal device as allowed by the International Plumbing Code an acceptable alternative to the water type trap primer valve and piping as noted in RFP?
Answer: The use of waterless trap seal devices is acceptable.
60. Plumbing - Per 1.11.5.1, provide Tankless electric water heater for Modular Building and provide electric tank type storage unit for the Boat Bay. Is it acceptable for the contractor to provide the specified water heater types as directed by para 1.11.5.1 in lieu of the direction given in para 1.11.1.3?
Answer: Provide in compliance with Section 1.11.1.3. See revised Spec Section 01800-1.11.5.1.
62. Plumbing - Per 1.11.5.2, provide high efficiency tank type gas water heater for MWD Building. Is it acceptable for the contractor to provide the specified water heater type as directed by the USCG in para
1.11.5.2 in lieu of the direction given in para 1.11.1.3?
Answer: Provide in compliance with Section 1.11.1.3. See revised spec section 01800-1.11.5.2.
included with this amendment.
Amendment 0005 9
69. Plumbing - Plan A 1 MWD Plan MK Shop and Boat Bay: Please confirm that the Sump Trench and grate in this space is a non-piped holding pit.
Answer: Provide sump trench to meet CSTO BMF paragraph 2.2.6.1. Added CSTO for reference in Amendment 0004.
71. CONSTRUCTION ADMINISTRATION - Section 01802, para 1.11, specifies four site visits for each DOR, including the final inspection. Based on the size/complexity of the MWD facility, does the USCG still want four site visits for each DOR? Recommend two site visits for each DOR.
Answer: Yes, four site visits for each DOR is required
72. MARINE - Section 01800 1.8.7 Floating Docks – Currently, it is noted that the minimum length of pontoon segment is noted as 30 feet. However, this minimum length will likely cause segments to exceed the 140,000 lb. maximum weight. Please consider revising the minimum segment length to 20 feet or 25 feet to allow for more flexibility in construction and competition amongst suppliers.
Answer: The minimum segment length has been changed from 30 ft to 25 ft. See Revised Spec Section 01800-1.8.7.1.included in this amendment.
73. MARINE - Section 01800 1.18.2.1 Initial Gov. Permit Work – Please provide copies of all IHA, SHPO, Dredging Sampling, and EA documents not yet provided in the RFP.
Answer: See Appendix K for Draft EA and Dredge Sampling information. See Response to PPI 51 in this amendment for status of IHA.
74. MARINE - Section 01802 2.14.6 Structural Steel and Field Welding – It is noted that 30% of all field welds shall have non-destructive testing via x-ray and radiography. These measures are both costly and the methods require additional safety precautions. Please consider the following changes: a.)
Reduce frequency to include only PJP and CJP welds (visual only on fillet welds) and b.) allow use of UT equipment for NDT.
Answer: No change, requirements remain as written.
78.Reference Appendix D – Page 1: RFP provides a preliminary geotechnical report dated August 2021.
Page 1 of the report states that “This report will be superseded with updated design recommendations after additional explorations and laboratory testing is performed and design features have been evaluated.” When will the final geotechnical report be provided and will it include additional borings and laboratory testing?
Answer: No additional geotechnical reports will be provided by the Government. Per Section 1.5, The Contractor’s geotechnical consultant must conduct their own subsurface explorations and obtain
Amendment 0005 10 their own test data, and engineering analysis for the foundation design. The cost of the required geotechnical work shall be included in the base bid.
80. Reference 01800 – A-105, A1: To assist in the determination of the utility service pad mounted transformer, please provide the ratings and quantities of the electrical equipment that will be used in each workbench and shop.
Answer: Contractor to use provided Appendix A Drawings and FF&E in Section 1.17 as basis of design.
82. Due to the Non-Price proposal requirements for Factors 1 & 2 regarding permitting and the potential impact to the project critical path, can the following information be provided?
RFP identified the environmental approval processes listed below where USCG has prepared documents and is acting as the lead federal agency, and some coordination with associated federal agencies was started, but current status was either not provided, or stated as in progress and will be provided in amendment at a later date. Can the submission date, status and copies of the initiated government permits listed in 01800 – 1.18.2.1 be provided? Including but not limited to:
§ NEPA (Finding of no Significant Impact [FONSI]) § Endangered Species Act (ESA) Consultation (Biological Opinion / Letter of Concurrence) § Incidental Harassment Authorization (IHA) for marine mammals § Tribal Coordination and Section 106 for cultural resources § Portland Sediment Evaluation Team (PSET) Determination
Answer: The only documents currently available are the PSET SDM and the Draft EA. The PSET determination was provided with Amendment 0004. The Draft EA (updated and included as an attachment to this amendment) has not yet been released to the public. See answer to PPI 51 in this amendment for additional information on BA and IHA.
83. Will the USCG maintain the Federal lead and submit all the required consultation documents prepared for the above mentioned approvals, and/or any other federal permitting processes including the Joint Permit Application (JPA) for Army Corps Section 10, 404, Section 408 Permits, Section 401, or Coastal Zone Consistency Determination, local land use determinations, etc?
Answer: Yes, the USCG will be the lead federal agency but the contractor is required to identify, prepare and submit all permits. All permits and authorizations listed in this query are assumed likely to be needed, other than a Section 408 permit, which has been deemed unnecessary by the USACE.
91. Reference Appendix A, pg.. A-106, Section 01800, Para 1.17: The Storage Room indicated on drawing sheet A-106 includes the following items, but those items are not included in Section 1.17 of the RFP Section 01800. Please advise.

See updated drawing A1 for added WCUR1 in the Boat Bay. Quantities of FFE to be determined by contractor using RFP drawings. Updated Appendix A - Sheet A1 was provied with Amendment 0004.
103. 01800 1.8.6.2 The RFP directs the contractor to assume that both the permanent building and modular buildings are on a shallow foundation supported on ground improvements. Please confirm if the same level of ground improvements (1) area under the modular buildings and (2) same depth is required for Option 1 modular buildings or only required if the permanent building option is selected.
Can our design team make that determination for the modular buildings for bidding purposes?
Amendment 0005 12
Answer: See response to PPI 07 included in this amendment.
107. 01800 1.19.10 "Specification section 1.19.10 SIDE SLOPES - Dredging on side slopes shall follow, as closely as practicable, the lines indicated or specified. A two-foot horizontal allowance shall be made for dredging beyond the indicated or specified side slopes, except as provided herein. Side slopes at the side limits of the dredge area shall be 2:1 (horizontal:vertical). Project the side slope from the dredged bottom elevation at the limits of the dredge area line outward until it intersects the existing bottom of the adjacent waterway. Dredging on side slopes shall follow, as closely as practicable, the lines indicated on referenced drawings.
One of the sides of the dredged area along the pier as indicated in the site plan shall be a nearly vertical box cut.
- Please clarify where the vertical “box cut” side slope(s) is."
Answer: Delete the following sentence in Section 01800-1.19.10. “One of the sides of the dredged area along the pier as indicated in the site plan shall be a nearly vertical box cut.” See specification revision includedin this amendment. .
108. Appendix A C-001 Please provide additional information on requirements for the 2-foot sand layer “cap”. Required material gradation and testing. Placement tolerances, is 2-foot a minimum with an over placement allowance, an average, over and under placement tolerances. Verification of placement based on bathymetric survey only.
Answer: Appendix A - Sheet C-001 and C-003 have been updated to include additional Notes for sand material and placement tolerance. The verification method has been added as Spec Section 01800- 1.9.1.4.1, which is included in this amendment
110. UFC 3-400-01 appendix D The UFC does not require floor drains at emergency shower stations per UFC 3-420-01, Appendix D. However, some owner/end users prefer them. If provided, an oil water separator would be required, which can be a maintenance problem over time. Also, if the emergency shower station is within a hazmat/water reactive area - UFC 3-420-01, Appendix D, figure D-1 is required when a floor drain is present. Please confirm that owner/end use does not want a floor drain at the emergency shower station. If desired, please note that we do not consider the Boat Bay to meet the definition of a Hazmat/ Water reactive Area. Please confirm the Boat Bay is not considered a Hazmat/Water reactive area.
Answer: 1. Floor drain is not required for the Eye Wash. Eye wash is not located in a hazmat/water reactive area. 2. Boat Bay – is not Hazmat/ water reactive area. Floor drain is not required
112. UFC 3-400-01 appendix D UFC 3-420-01, Appendix D mentions to provide a water flow-initiated alarm at each Emergency shower or Eye-wash/shower. This wasn’t included in 01800,
1.11.3.11. Please confirm that an alarm and flashing strobe is required
Amendment 0005 13
Answer: Water flow-initiated alarm at each Emergency shower or Eye-wash/shower is not required.
115. 01800 1.12.1.11 states, "Exhaust shall be directed to the weather and shall have local control".
Please confirm that exhaust shall be routed to exterior of building and shall have local control
Answer: Confirmed, exhausts shall be routed to the exterior of the building and shall have local controls.
117. 1.12.1.11 requires that restrooms and laundry be air-conditioned. Specifically the modular building laundry room and men’s and women’s rooms open directly to the outdoors and don't connect to adjacent conditioned spaces. For energy efficiency and reduction in energy consumption these three specific spaces in the modular building would be best not air-conditioned. Please confirm that laundry, men’s, women’s in the modular building need only be ventilated and heated.
Answer: Toilet and Laundry in the modular building shall be cooled via thermostatically controlled mechanical ventilation equipment. See Revised Spec Section 01801-2.10.2 included with this amendment.
119. The RFP requires that piles are designed for a 50 year service life. Paragraphs 1.8.8 and 1.8.12.1 provide a list of acceptable methods for obtaining the 50 year service life. Are we required to comply by limiting the methods to those provided or may other options be included at the discretion of the designer of record?
Answer: Per Section 01800-1.8.12.1.1, piles shall be HDG with a sacrificial wall thickness. Beyond that, the contractor is not limited to the methods listed. Any method will be subject to Government review during design.
120. 01800 1.8 The RFP states that piles shall be hot dip galvanized at a minimum. It goes on to list other options "beyond the HDG". Are the other options intended to be in addition to HDG or in lieu of
HDG.
Answer: In addition to HDG.
121. 01800 1.8 Is it allowable to propose precast prestressed piles in lieu of steel if acceptable by the designer of record?
Answer: Steel piles have been used for initial permitting consultation and concept design. Precast prestressed piles may be used in lieu of steel if acceptable by the designer of record. However, it is the responsibility of the Contractor to obtain permits in a timely manner, and if precast piles use any other installation procedure or increase underwater coverage (increased pile number) that impact permit consultation, it would be at cost to the contractor.
Amendment 0005 14
128. Is the pier dry standpipe system required to be monitored by a pier fire alarm system? Or will valves be supervised with lock and chain? If fire alarm monitoring is required, is there any requirement for manual means to activate the fire alarm system on the pier? i.e. manual pull stations.
Answer: Fire alarm monitoring and fire alarm system devices are not required on the pier. A dry standpipe system installed per NFPA 14 does not require control valves or waterflow switches between the FDC and the hose valves/connections. If control valves are installed they should be chained and locked in the open position for supervision.
129. Are there any additional flow and pressure requirements for the pier standpipe system based on potential boats docked there? Or are we just required to provide the pressure and flow in accordance with NFPA 14 and NFPA 303?
Answer: To meet requirements of the FRC ILSP (Appendix L), the dry standpipe system shall be designed to deliver 500 gpm at 125 psi from each of the two hydraulically most remote hose connections, in lieu of 250 gpm at 100 psi per NFPA 14. Hydraulic calculation requirements shall otherwise meet NFPA 14 and NFPA 303.
