PROVIDED:
NOTE: PPI numbers reflect the number tracked on the Coast Guard’s PPI log. This amendment includes answers to some but not all of the PPIs received. As a result, numbering and serialization may be out of order in the section below.
1. Drawing A-101 shows the Boat Bay building as 70.5-foot x 57-foot (4018.5 square feet). On the same drawing under building areas to the right of the Boat Bay, the dimensions are 76.5-foot x 57-foot (4360.5 square feet). We assume the larger dimensions and square footage is correct. Please confirm the correct dimensions are 76.5-foot x 57-foot.
Amendment 0003 3
Answer: Boat Bay Building is 70.5 foot x 57 foot. See Revised Drawing Sheet A-101 which is included with this amendment..
2. What bid item shall the contractor use to bid all the FF&E items? Are we to bid per structure and the associated bid item?
Answer: Include FF&E items in the bid item for which they are required. Provide all labor, material, equipment, mobilization, demobilization, permitting, construction support, quality control services, and ancillary items required for each bid item.
4. Will all employees be required to have a TWIC card?
Answer: The US Coast Guard does not require TWIC.
5. Please provide a copy of the Corps of Engineers 404 permit along with all documentation and information associated with that permit.
Answer: The Contractor is responsible for identifying, preparing and obtaining all required permits.
6. Section 01200 “Design/Build Progress Payments” mentions “Permit Application Documents.” Please identify all permits that the contractor is responsible for obtaining.
Answer: The Contractor is responsible for identifying, preparing and obtaining all required permits.
9. The geotechnical report (Appendix B) refers to these ground improvements being in the area below the new Cutter Support Building and to the area landside of where the new Pier 6 is going to be located.
Could you define what areas will require the ground improvements at the Pier 6 landside area?
Answer: Reference RFP Section 01800-1.5.2.1 and RFP Appendix A - Drawing Sheet CU101
10. In the Shannon & Wilson Sediment Characterization Report (Appendix K) dated 1/12/2022 they have revised the dredge depths from what is shown on the drawings. Are we to use these revised dredge depths for our estimate? If so, the unit quantities shown in the bid proposal for dredging need to be revised.
Answer: Appendix A Drawing Sheets C-001, C-002, C-003, and C-004 have been updated. Price Proposal Form has been updated to reflect update dredge volumes for Base Bid Item 2A, Base Bid Item 2B and Option Item 3C.. See revised documents which are included with this amendment.
Amendment 0003 4
11. Appendix B states the individual Space Criteria Data for the rooms for the MWD Building. There are a few rooms that are mis-labeled or contain the incorrect room numbers.
a. Telecom is labeled 105. Should this be room 123?
b. For the Office areas, there is a room 103 and room 104 identified on the criteria sheet but those rooms do not exist. Should these be deleted from the criteria?
c. The Welding Booth is labeled as room 129. Should this be room 128?
Answers:
a. Corrected in updated Appendix B which is provided with this amendment.
b. Rooms 103 and 104 are the offices adjacent to MAT Bullpen 102. They are labeled on the floor plan
c. Corrected in Updated Appendix B which is provided with this amendment.
12. On Drawing C-001 you have shown Ground Improvements in Zones 1, 2, and 3. This area appears to be under the existing rip rap and east of the new concrete pavement repair of the yard area. Are you requesting this area to have soil mixing? We are not identifying ground improvement on your detail A/ C-007 section.
Answer: Locations of Zones 2 and Zone 3 ground improvements have been updated on Sheets C-001 and C-003 to be upland of the existing rip-rap. Section 0180-1.5.2.2 has been revised.
14. The Task Order Announcement (TOA, page 20) states that our proposal is “required to respond to ML 21 by completing the Contractor Proposed Cyber/IT-Related Solutions attachment provided with this TOA.” We cannot find this document among the documents that have been provided.
Answer: Cyber/It Related Solution form is provided with Amendment 0003.
16. 01800 1.1.2(a) Is ADAAG applicable to pier access and float access via gangways.
Answer: ADAAG is applicable to the Pier structure. Float access via the gangways is not required to meet requirements of ADAAG.
18. 01800 1.8.2 For seismic design using ASCE 61 Chapter 2, what Design Classification per Section
2.2 shall be used for the pier?
Answer: Design classification per ASCE 61 Chapter 2 shall be “Moderate”
19. 01800 1.4.5 NFPA and International Fire Code limit dead end travel for a fire truck to 150 feet. Is this pier exempt from this requirement? Or confirm whether fire truck access is required on the pier.
Amendment 0003 5
Answer: There is no building on the pier therefore the fire apparatus access road requirements of IFC section 503.1.1 should not apply. The pier standpipe system (drawing CU102) shows a fire department connection (FDC) at the head of the pier which is the intended limit of the fire apparatus access road.
The standpipe outlets located on the pier and floats are for handheld fire hose lines and do not require fire apparatus access roads.
20. 01800 S-001 UFC 4-150-02 Section 2-4.1 advises the use of utility trenches for piers. Please confirm that no utility trenches are required by USCG, as shown in drawing S-001, and that pier utility lines should be designed suspended from the pier as shown in the bridging documents.
Answer: Confirmed. Utility trenches are not required.
21. 01800 1.8.3.2 The dock freeboard is required to be between 32” and 34” max for the dead load condition. The freeboard including a 90psf live load is required to be 20” or more. The resulting maximum difference of 34”-20” =14” is not enough floatation to support a 90psf LL. Please provide a combination of dock LL and freeboard that will work together to provide the results desired.
Answer: Spec Section 01800-1.8.3.2 has been revised. See this amendment for revised 01800- 1.8.3.2.
22. 01800 CD-100 Project requires demolishing and replacing the same quantity of concrete/impervious surface. Does this trigger permit for storm water?
Answer: It is anticipated that stormwater permits will be required for the site work.
23. 01800 CU101 It appears that existing storm runoff is collected into area drains that directly outfall to the Columbia River. In the RFP drawings there is a proposed Water Quality Vault located at the South of the site. Are we required to treat the water before discharging into the Columbia River?
Answer: Yes. Water quality treatment of pavement surfaces is required prior to discharge into the adjacent waterbody.
24. 01800 1.4, CU-101 Is there existing information regarding site utility sizes for WA, SS and SD?
Answer: Existing pipe sizes for some storm and sewer are shown on the survey drawing at the structures. No other information is available.
25. 01800 Appendix V, CU-101 Per Appendix V “Historic Fueling Facilities DOL JCC” (page 1306 of 02_RFP Specification) there appears to be 6” fuel lines throughout the site, but there is no mention of such utilities on the Existing Conditions Plan nor the Demolition Plans. We assume that these fuel lines are present and will need to be accounted for during construction. Please confirm.
Amendment 0003 6
Answer: Correct. Anticipate fuel lines being present within the site.
26. 01800 ES-101 Are we responsible for the site light pole selection and locations, or are we just powering them?
Answer: Provide complete site lighting system, including design, per 01800.1.13.6.2.
35. Various Drawings indicate that 4 floating docks are considered to be incorporated as part of this project; however, the bid form only accounts for 2 Floating Docks as part of Base Item 1, and a 3rd Floating Dock is considered as optional under Option Item 3. Where shall the cost of the 4th Floating Dock and its utilities be included in the Contractors Pricing?
Answer: The 4th floating dock on the drawings is for conceptual representation only. A cost proposal for a 4th floating dock is not requested.
87. Reference Appendix A pg. A101 - Please confirm if the (2) 8' x 20' contractor provided conex boxes shall be new or if used is acceptable.
Answer: Provide new conex boxes.
101. TOA 20 "Specific Submission Instructions" "On page 20 of the Task Order Announcement document under the heading ""Specific Submission Instructions"" there is a requirement that states ""The contractor shall be required to respond to its representation in accordance with FAR Provision 52.204-24(d) Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021). The full text of the Provision is contained above under Clauses. The contractor shall also be required to respond to ML 21 by completing the Contractor Proposed Cyber/IT- Related Solutions attachment provided with this TOA"". What information shall the Contractor include in the proposal to show that we comply and also where in the proposal shall this information be included?"
Answer: Amendment 0003 issues the Cyber/IT Related Solution form, which provides details regarding what information is required.
