II. THE FOLLOWING DOCUMENTS ARE ISSUED WITH THIS AMENDMENT:

“Organization Boat Maintenance Facility (O-BMF)” CSTO is added to Appendix W.

PSET “Sediment Determination Memo” dated 22Feb2022 is added to Appendix K

III. THE FOLLOWING ANSWERS TO QUESTIONS/PRE-PROPOSAL INQUIRIES ARE

PROVIDED:

NOTE: PPI numbers reflect the numbers tracked on the Coast Guard’s PPI log. This amendment includes answers to some but not all of the PPIs received. As a result, numbering and serialization may be out of order in the section below.

27. What is the primary access route to the project? Are we to use the roadway shown on CD100 for direct access, which would require us going through the main gate security? Or are we to use private property access south of the project site and pay fees to the property owner? If we are to use the private property access, have you established any access fees and, if so, please provide this information to us.

Answer: See Section 01800-01110-1.7.4 & 01111-3.2.8.

29. Sanitary Sewer 01800, Paragraphs 1.4.7.4 and Drawing C-006. Drawings and Specs indicate the use of Sewer Stanchions along the floats. Can the Contractor assume that FRC onboard pumps have enough capacity to overcome line friction and vertical head pressure to pump through the stanchion, along the float, up the gangway, and into PS #1 where the Peristaltic Pump would then boost the line upland to PS #2? If not, a portable pump may be required to draw from the vessel to push into the stanchion up to PS #1, thus adding a recurring operational and maintenance step to USCG's permanent procedures.

Answer: A portable pump will not be required. The PS #1 peristaltic pump specified provides both suction (from stanchions on float to PS #1 peristaltic pump) and discharge (from PS #1 peristaltic pump upland to PS #2).

Amendment 0004 4

30. Fire Water 01800, Paragraph 1.4.6.2 and Drawing C-008. Section 01800, Paragraph 1.4.6.2, describes the Fire Water System as a Dry Standpipe System. We assume that after final testing the system is to remain un-filled and un-pressurized as part of the USCG normal operating procedure. As drawn on C-008, it appears that a Fire Department Connection just upland of the Pier shall be used to supply and pressurize the Fire Water System as needed. Please confirm that there is no connection to the Water Distribution System.

Answer: Confirmed that Fire Water System (dry standpipe system) is to remain un-filled and un-pressurized after final testing. Confirmed that there is no connection to the Water Distribution System.

31. Electrical 01800, Paragraph 1.13.2.2.3 and Drawing ES-101. Drawings show FRC (RTRC) running the length of the new pier; however, Section 01800, Paragraph 1.13.2.2.3 seems to describe conduit only running to the Floating Dock Access Platform, where conduit and cabling would logically route down the Gangway with other utilities to the floats and eventually to the power mounds. Shall conduit be run the length of pier adjacent to Power Mound location as shown in drawings? Or, shall routing be extended from the platform to gangway to floats with other utilities?

Answer: RFP drawings are conceptual in nature. Contractor is responsible for determining routing.

Routing down gangway with the other utilities is acceptable.

32. Electrical 01800, Paragraph 1.13.2.2.3 and Drawing ES-101. Where shall the segment of cable be located to allow for vertical slack for Tide Variation? Option 1 would be at the top and bottom of gangway (assuming conduit routing is to be down gangway to Floating Dock per the spec). Option 2 would be in the Transverse direction from end of the pier to the Power Mound on the float (assuming conduit routing is through the pier to the approximate location of the Power Mound, and then a flexible connection extended out from Pier to floating dock as shown per the drawings).

Answer: Contractor to determine routing. Both Options referenced in the PPI would be acceptable to the Government so long as they conform to the project requirements.

33. Electrical 01800, Paragraph 1.13 and Drawing ES-101. No extension from the first pair of floats to the second pair is shown. Please confirm extension of conduit and DLO Cable for PM3 / PM4 shall be included as part of Option Item 3. Please confirm if separate item is required for PM4 as it is not described in Option Item 3.

Answer: Include applicable extensions or raceways and cables for Option Item 3.

34. Electrical 01800, Paragraph 1.13 and Drawing ES-101. If Option Item 3 is awarded, shall the Spare Conduits installed as part of the base bid be utilized as pathways for DLO cable run to PM3 / PM4, or shall additional conduits (including new spares) be installed?

Answer: Provide additional conduits, including additional spares.

Amendment 0004 5

36. Electrical 01800, Paragraphs 1.13 and 1.13.8.2. Section 01800, Paragraph 1.13.8.2, indicates to use Fiberglass Conduits between the 450v Transformer (Distribution Substation) and the Nema 4x Boxes under the floating dock. Please confirm that the use of Sch. 40 PVC for the upland portion of this alignment between 450v Transformer and Pull Boxes at beginning of Pier is acceptable and that FIberglass RCRT conduit is only to be used between the Pullbox and the Nema 4x Box on the floats.

Answer: Confirmed.

38. Compressed Air 01800, Paragraph 1.11.10 and Drawing CU101. There is a callout note at Plan Grid B/3 "Compressed Air" which does not point to a utility line. Is a compressed air distribution system required? Or is the Compressed Air system limited to the Breathing and Non-Breathing systems in the mechanical room as described in Specification 01800 - 1.11.10?

Answer: Compressed air is not required to the pier. The compressed air is limited to requirements of Section 01800-1.11.10.”

39. Civil 01800, Paragraph 1.4.4 and Drawing CS101, Parking Notes "Notes (MWD Building)." Note 2 indicates that parking shall be the same as shown if MWD Building option is awarded; however, on the CS101 layout indicating the MWD Building there are 4 less parking positions shown, which is 2 stalls short of the requirement listed on the page as well as in 01800, Paragraph 1.4.4. Please confirm the layouts for each Option 1 and Option 2.

Answer: Parking layout is conceptual. Provide parking spot quantity as required by the ILSP (Appendix L) and Spec Section 01800-1.4.

40. Civil 01800, Paragraph 1.4.4, and Drawing CS101, Parking Notes. Which parking positions are to be included in Base Item 1 associated with the 2 FRC Positions in case neither Option 1 nor Option 2 is awarded?

Answer: Parking layout is conceptual. Provide parking spot quantity as required by the ILSP (Appendix L) and Spec Section 01800-1.4.

41. Civil 01800, Paragraph 1.4.4, and Drawing CS102. This drawing indicates additional parking required if all 4 FRC Positions are awarded. Which parking stalls are to be included in Option Item 3 that adds FRC Position #3?

Answer: Parking layout is conceptual. Option Item 3 to include parking spot quantity as required by the ILSP (Appendix L) for three FRC's.

Amendment 0004 6

42. Civil 01800, Paragraph 1.4.4 and Drawing CS102. This drawing indicates additional parking required if all 4 FRC Positions are awarded. What stalls apply to Position #4, and to which item shall this cost be carried? Currently there is no Bid Item for Position #4.

Answer: Parking layout is conceptual. A cost proposal for a fourth FRC is not requested.

43. Electrical 01800, Paragraph 1.13.2.1 and Drawing ED101. ED101 shows Electrical Scope to be demolished. The last sentence of Section 01800, Paragraph 1.13.2.1 states to remove all OH/UG electrical. Please confirm if Electrical Infrastructure within the site that is not shown in bold on ED101 are to be removed or not.

Answer: Demolish all existing electrical infrastructure in designated demolition area and per notes on Sheet ED101.

46. Section 01111 “Special Project Procedures,” Paragraph 3.2.8 states that: “For bidding purposes, assume this use/access agreement will require a minimum $7,000 annual cost.” Mr. Dorn of Hyak Maritime has stated to us that the cost will be $3,000/month, or $36,000 per year. Please advise.

Answer: Assume $7000 annual cost for bidding purposes, and any increase or decrease on the actual access/use agreement will be treated as a change.

49. Please provide a copy of the as-built drawings for the existing Pier 6 that is to be demolished under this task order.

Answer: All available as-built information has been provided.

53. CERTIFICATION - Section 01802, para 2.6.2, states the Interior Designer must be certified by the NCIDQ and GGP or GPCP. Section 01800, para 1.7.2.1.1, states the Interior Design must be certified by the NCIDQ and LEED accredited. Please confirm if the certification requirement is NCIDQ certification with GGP or GPCP OR NCIDQ certification with LEED accreditation.

54. Plumbing - Per 1.11.3.3, Urinals are to be 0.5 gpf siphon jet type. Are 0.5 gpf washout type urinals also acceptable?

Answer: The use of washout type urinals is not acceptable.

Amendment 0004 7

55. Plumbing - Per 1.11.3.7, The opening statement says to provide one electric water cooler and to install per ADA requirements. The plans indicate a solitary water cooler. To meet ADA requirements for both wheelchair bound persons and cane impaired persons a bi-level unit is required or the addition of an permanent (always full) cup dispense at an appropriate height. Is a bi-level unit w/bottle filer to be provided or a solitary electric water cooler w/ bottle filler and cup dispenser?

Answer: Provide ADA bi-level electric water cooler w/bottle filler. See attached revised floor plan A103-Rev 1 to accommodate the unit. See attached for basis of design unit. Revise plan dimension as needed if different unit is selected.

58. Plumbing - Per 1.11.3.12, provide an ADA shower for both men and women and an additional Standard shower for Men. Shower head description for all units is a shower head shall be adjustable with a maximum flow rate of 1.5 gpm.

c. Is adjustable a reference to swivel, flow rate or spray pattern?

d. If a reference to flow rate or spray pattern, a USA made product most likely will not be available.

Answer: Adjustable shower head is to be considered swivel type, as opposed to a fixed type. Adjustable is not in reference to spray pattern or flow rate.

59. Plumbing - Per 1.11.3.13, various floor drains are to be provided with a trap primer to inhibit trap evaporation. Is a sustainable waterless trap seal device as allowed by the International Plumbing Code an acceptable alternative to the water type trap primer valve and piping as noted in RFP?

Answer: The use of waterless trap seal devices is acceptable.

64. Plumbing - Per 1.11.5.2, provide recirculated hot water pump and circuit setters to minimize deliver times to fixtures. May an International Plumbing Code acceptable self-regulating, low energy, no maintenance, monitored hot water temperature maintenance cable system be provided in lieu of a circulated system to maintain hot water temperatures to the fixtures?
