PROVIDED:
Amendment 0008 10
NOTE: PPI numbers reflect the numbers tracked on the Coast Guard’s PPI log. This amendment includes answers to some but not all of the PPIs received. As a result, numbering and serialization may be out of order in the section below.
3. Section 01800 (1.7.3.1.2) states all exterior doors and frames shall be Fiberglass Reinforced Plastic (FRP), but the door schedule on Drawing A-601 states HM or hollow metal. Please confirm if the contractor shall proceed with FRP or HM doors. This applies at both Option 1 and Option 2 items.
Answer: Option 2 must be FRP doors, see revised Section 01800-1.7.3.1.2 provided with Amendment 0005. Sheet A601 applies only to Option 1.
8. Section 01800-1.5 Geotechnical paragraph 1.5.3 states: “Contractor shall assume that ground improvements are required at the site due to the presence of liquefiable spoils.” These ground improvements include deep soil mixing or possibly driving steel piles. Are we to provide these ground improvements costs under the Option item 2 – Permanent MWD Building?
Answer: See response to PPI 07 from Amendment 0005.
15. Please provide all available CAD files for the RFP bridging documents and USCG Base Astoria as-builts.
Answer: AutoCAD files are provided with this amendment as attachment.
61. Plumbing - Per 1.11.5.1, provide electric tank type storage unit for the Boat Bay. With storage volume sufficient to operate one emergency eye/face wash and shower combination. May a dedicated tempered water heater package be provided for the combination Emergency fixture instead of attempting to use the domestic water system water heater? This would avoids wasted energy, both standby losses and continual reheating of ~120-200 gallons of stored water, and possible premature failure of oversized water heating system.
Answer: Unclear what is being asked. If “dedicated tempered water heater package” referred to is an electric on-demand type water heater, this has been determined to exceed available electrical service and therefore is not allowed.
63. Plumbing - Per 1.11.5.2, provide high efficiency tank type gas water heater for MWD Building with storage volume sufficient to operate one emergency eye/face wash and shower combination. May a dedicated tempered water heater package be provided for the combination emergency fixture instead of attempting to use the domestic water system water heater? This would avoids wasted energy, both standby losses and continual reheating of ~120-200 gallons of stored water, and possible premature failure of oversized water heating system.
Amendment 0008 11
Answer: Unclear what is being asked. If “dedicated tempered water heater package” referred to is an electric on-demand type water heater, this has been determined to exceed available electrical service and therefore is not allowed.
131. Drawing CU-101 indicates in dashed boxes the two upland locations receiving Ground Improvements. The area where new building(s) are to be constructed has a single underground power ductbank shown. Please confirm if contractors can rely on this to be abandoned? If not, shall a new line (not shown in drawings) be installed to re-establish service to this location using a routing that goes around the building? At this time contractors do not have enough information to determine if any upstream or downstream impacts would occur if this utility were to be removed without re-routing.
Answer: Intercept and reroute the existing waterline and power ductbank, serving the existing “L” shaped building that crosses the NW corner of the “Zone of Ground Improvements Boundary” on CU- 101, to avoid this boundary area. Confirm ductbank raceways and cabling in the field. Demolish the other power ductbank heading West from the ”L” shaped building. See revised Sheet CD101 issued with this amendment.
132. Drawing CU-101 indicates in dashed boxes the two upland locations receiving Ground Improvements. The Zone 1 Area in front of Pier has significant existing utilities that obstruct the ground improvement work. Please confirm if contractors can rely on these utilities to be abandoned and thus can be removed locally to allow for the Ground Improvement work. If not, shall contractors include re-routing or bypassing of utilities to maintain service? At this time contractors do not have enough information to determine if any upstream or downstream impacts would occur if these utilities were to be removed without bypassing or providing temporary service.
Answer: Contractor to assume rerouting utilities unless Contractor obtains verification that existing utilities are not servicing adjacent buildings. Contractor is responsible for verifying whether these utilities are servicing adjacent buildings. If contractor verifies the utilities are servicing adjacent buildings the contract must reroute. If contractor verifies that the utilities do not service any adjacent buildings, the contractor is responsible for demolishing the utilities.
133. On Drawing V-101 Plan Grid C/4 there appears to be a Catch Basin that terminates into the water via an existing 6-inch Steel Culvert Pipe. The Eastern most portion of this drainage system will be in conflict with Zone 3 Improvement Work. Drawing CU-101 appears to request the contractor to install a new Catch Basin mid-span of the same 6-inch Outfall pipe for conveying surface discharge to the water.
Please confirm if the intent is to re-use the 6-inch Outfall pipe from this new Catch Basin to the water, or if contractors are to assume installing a new pipe for this segment that is not currently shown in Bold.
Answer: Intent is to re-use existing 6” outfall pipe.
134. In Appendix A, 01800 Section 1.7, A2, For Bid Option 2, the Overhead Doors shown on the Drawing A2 shown suggest full-glazed overhead doors, yet no note exists stating such. The
Amendment 0008 12 specification calls out glazing in doors, yet elevation and schedule don't differentiate (internal vs external etc.). Please clarify if full glazing is required at both the interior and exterior overhead doors for Bid Option 2.
Answer: Provide fully glazed sectional overhead doors at the Boat Bay and DC Shop as shown on Appendix A Sheet A2. Provide coiling overhead doors at the FRC Cutter Storage rooms as shown on Sheet A2. All interior overhead doors shall be fully glazed sectional doors. 142. Reference Appendix K - Pages 668-671: In section 4.16 of the EA (p. 83), it is specified that, "because avoidance and minimization are not feasible for this project, mitigation measures must be applied to reduce impacts on historic properties. USCG, Oregon SHPO, and other consulting parties, under Section 106 regulations, will agree to mitigation measures and capture them in a memorandum of agreement (MOA)." This is not a constraint, but that there could be some requirements to retain some of the characteristics that give pier 6 an historic visual appearance. Are there any anticipated requirements from this MOA that could affect the design build criteria/specifications?
Answer: The USCG has not determined the mitigation measures that will be implemented in the MOA.
We do not anticipate effects to the design at this time. For pricing purposes, offerors may assume mitigation measures will not impact design build criteria/specifications.
143. Section 01800 FF&E Paragraph 1.17 ‘Systems Furniture Installation’ states that “Systems furniture shall be installed by manufacturer-certified installers in accordance with manufacturers’ recommended instructions.” Standard practice for projects of this nature is that the labor to perform furniture installation is not paid a Davis-Bacon craft wage. Please confirm that, for the furniture only, the furniture installer is not obligated to pay a Davis-Bacon wage.
Answer: Furniture installers are not covered by the Davis Bacon Wage rate.
