Amendment 0009 7

II. THE FOLLOWING QUESTIONS/PRE-PROPOSAL INQUIRIES WERE RECEIVED IN

RESPONSE TO THE SOLICITATION AND ARE BEING REVISED IN THIS

AMENDMENT 0009:

131. Drawing CU-101 indicates in dashed boxes the two upland locations receiving Ground Improvements. The area where new building(s) are to be constructed has a single underground power ductbank shown. Please confirm if contractors can rely on this to be abandoned? If not, shall a new line (not shown in drawings) be installed to re-establish service to this location using a routing that goes around the building? At this time contractors do not have enough information to determine if any upstream or downstream impacts would occur if this utility were to be removed without re-routing.

Revised Response (Supersedes Response from Amendment 008): Intercept and reroute the existing waterline and power ductbank, serving the existing “L” shaped building, that crosses the NW corner of the “Zone of Ground Improvements Boundary” on CU-101, to avoid this boundary area. Confirm ductbank raceways and cabling in the field. The revised Sheet CD101 file provided with Amendment 008 was mislabeled, and should have been titled, "Appendix A - Sheet CD100 REVISED." Original RFP Appendix A - Sheet CD101 remains unchanged. Replace "Appendix A - Sheet CD101 REVISED" and Appendix A - Sheet CD100 with "Appendix A - Sheet CD100 REVISED" which is attached.

144. Reference Section 01800, Paragraph 1.4.6 and CD101. Drawing CD101 does not show the two existing water lines running north-south within the work area to be removed or abandoned in place. Will these utilities need to be preserved? Can these utilities be abandoned in place with plugs on each end if they are not required to be preserved?

Revised Response (Supersedes Response from Amendment 008): The intent is to abandon the existing water lines after completion of the proposed water main loop system. The existing water mains may need to stay online if adjacent buildings require servicing from these existing mains.

215. Reference Drawing sheet CU101 - On drawing CU101 there is, what appears to be, an underground power line feeding the L shaped building/property east of the project site. Please advise if proposers need to relocate this power line as part of this project.

Amendment 0009 8

Answer: See response to PPI 225 provided with Amendment 08.

243. A-102 - 01800 – 1.7.1.4.1: Should pricing for insulation minimum R-Values be based on Zone 4 within 2019 ASHRAE 90.1 as listed within the RFP on drawing A-102? On the contrary, 1800 1.7.1.4.1 references ASHRAE 189.1 for building insulation. 2020 and 2017 ASHRAE 189.1 include insulation values which are more stringent than 90.1. Please confirm if ASHRAE 90.1 or ASHRAE 189.1 is required for pricing building insulation values

Answer: Provide insulation per ASHRAE 189.1 as required in RFP section 1800 1.7.1.4.1. The Energy Code Notes from Appendix A - Sheets A-102 and A-103 have been removed with this Amendment.

244. PPI #124 of AMD 0004 requested for work days / hours to be extended during the in-water construction season. The PPI response strictly followed the RFP criteria noted in 01110 – 1.4 (Work Hours 0730 – 1700, Mon thru Fri. NO work on weekends or Federal Holidays w/o Contracting Officer Approval.) Assuming only regular work hours during the in-water work seasons would represent significant costs and prolonged schedule durations. Can you clarify / confirm if the Contracting Officer will approve work taking place in multiple shifts outside of regular work hours? There are several in-water activities that would benefit both in cost and schedule if they could work in a 24/7 schedule, or at least beyond the work hours noted in the RFP. Please review and advise.

Answer: The Contractor may perform in-water dredging activities outside of normal work hours, provided the notification requirements of Section 01800 – 1.19 are met. See addition of Section 01110-

1.4.2 with this Amendment.

Amendment 0009 13

245. 01800 – 1.4.6.2- Part 1.4.6.2 requires that the water pipe under piers and at transition points from gangways to floats and piers is to be insulated along with a stainless steel jacket and heat traced. The standpipe is a dry standpipe. We assume that the insulation and heat trace is applicable to the domestic water piping and not the firewater standpipe. Please verify.

Answer: Confirmed. The insulation and heat trace is applicable to the domestic water piping and not the fire standpipe system (since the standpipe system is a dry system).

246. There is still some clarification needed as to where ground improvement costs should be allocated.

PPI #07 was submitted requesting a CLIN location for the costs for ground improvements for buildings under option item 1 or 2. US Gov response to this PPI stated only “See Section 1800-1.5.3.”

1800 para. 1.5.3 states that “bidding purpose, the Contractor shall assume that ground improvements are required at the site due to the presence of liquefiable soils”. But does not specifically call out anything about where costs are allocated between base bid or options.

It is understood transformed pad and abutment ground improvements are part of the base bid. The question bidders need answered, to ensure costs are allocated to either a base award or option items that may or may not be awarded are:

Should all ground improvements for both abutment, building, and transformer pad, with exception of Zone 2/3 which are specifically related to Option Item 004, be placed in Base bid?

-or- Are the ground improvements specific to the locations for the temporary or permanent buildings, Option 1 or 2 respectively, to be priced with the structures in Option item 1 and 2?

Answer: Ground Improvements, with the exception of Zone 2/3, are part of the Base Bid. See response to PPI 07 from Amendment 05.

247. RFI 99 of Amendment 0006 clarified that the 2019 revision of ASHRAE 90.1 shall be used as part of the bid proposal. This ASHRAE edition calls out for control of electrical receptacles. Please confirm if this is desired, and if so, advise on what specific equipment will require controlled wall outlets from wall switches or motion sensors.

Answer: Provide control of receptacles per ASHRAE 90.1 in office spaces as required by RFP Section 01800-1.13.5.1.5.

248. RFP Specification 1.4.10.2 on sheet 72 of 1519 calls out for “…pavement shall be the greater of the geotechnical engineer‘s pavement design recommendation or existing pavement section being replaced.”

The existing concrete sections vary from 7”-16” in depth per borings attached with this TOA. Would the Government be accepting of a concrete section matching the lowest thickness (7”) given this section meets all UFC 3-250-01 “Pavement Design for Roads and Parking Areas” criteria? If not acceptable, Amendment 0009 14 will the Government confirm they expect concrete pavement patch back matching the existing section, of up to 16” thickness?

Answer: See response to PPI 225 provided with Amendment 08.

249. Site Gas – we have reached out to the local gas provider regarding costs for the gas line install per the RFP documents. The local gas provider has communicated that the existing gas line shown on the drawings for tie-in to the new gas line no longer exists. As such, the new line will require a longer run for tie-in to an existing line. The cost provided by the local gas provider are approximately $250,000.

Please advise if the GOV remains committed to installing this gas service.

Answer: See response to PPI 231 provided with this amendment.
