About this file

This document is a Design and Readiness Review Requirements and Criteria attachment for the USCG Homeland Security Cutter – Light Icebreaker (HSC-L) program, establishing entrance, demonstration, and exit criteria for major technical reviews throughout the design and production phases. The document defines requirements across four primary review gates: Preliminary Design Review (PDR), Critical Design Review (CDR), Production Readiness Review (PRR), and Test Readiness Review (TRR). Each review phase specifies detailed entrance criteria that must be met before proceeding, activities to be conducted during the review, and exit criteria that demonstrate successful completion and readiness to advance to the next phase.

The PDR entrance criteria require presentation of technically feasible design changes, a balanced and internally consistent design baseline, incorporation of vendor-furnished information for mission-critical equipment, submission of contract deliverables per established timelines, and engineering descriptions across 22 technical domains including general arrangement, structures, propulsion, stability, electrical systems, fire detection, communications, and human factors. CDR entrance criteria build on successful PDR completion and require mockup development, incorporation of Coast Guard feedback, speed-power analysis completion, risk documentation in a CRMP database, and demonstration of production facility preparation activities. PRR entrance criteria mandate successful CDR closure, establishment of a Developmental Configuration Baseline, acceptance of 3D Product Model and construction drawings for the initial 90-day production phase, and updated facility preparedness assessments. TRR entrance criteria require completion of construction, grooming of all systems, full integration under configuration control, and approval of all test plans, procedures, and test environments. Table 1 provides a comprehensive matrix of contract data requirements (CDRLs) mapped to each review phase, specifying which deliverables are required at PDR, CDR, PRR, and TRR milestones.
