About this file

This document is the Design and Readiness Review Requirements and Criteria for the USCG Homeland Security Cutter – Light Icebreaker (HSC-L) program, serving as Attachment J-2 to the contract. The document establishes entrance criteria, demonstration requirements, and exit criteria for four major technical reviews spanning the design through testing phases: Preliminary Design Review (PDR), Critical Design Review (CDR), Production Readiness Review (PRR), and Test Readiness Review (TRR).

The PDR entrance criteria require the contractor to present proposed design changes, demonstrate a balanced and convergent design incorporating vendor-furnished information for mission-critical equipment, and submit contract deliverables 15 days prior to review. The contractor must provide engineering descriptions covering 22 subjects including general arrangement, hull structure, propulsion systems, stability analyses, electrical systems, HVAC, fire suppression, electronics, and habitability. During PDR, the contractor must conduct an Integrated Master Schedule (IMS) review, discuss software and cyber requirements, present Integrated Logistics Support and Human Systems Integration strategies, assess the top 10 critical risks, and establish a 3D Product Model review process. PDR exit criteria confirm the design meets HSC-L System Specifications, is producible per the contractor's build strategy, incorporates proven technology, and demonstrates achievable management plans and sufficient engineering resources.

The CDR entrance criteria require PDR completion, closure of prior action items, developed mockups with Coast Guard feedback incorporated, and contract deliverables submitted 15 days prior to CDR. Engineering descriptions must address any design changes across the same 22 subject areas as PDR. The contractor must demonstrate the 3D Product Model at appropriate maturity to verify no equipment interferences and that HSI requirements are met, complete speed power analysis, document technical risks in the CRMP database with acceptable mitigation plans, and show progress preparing the production facility. CDR exit criteria confirm equipment and systems incorporate proven mature technology, the design satisfies contract requirements, risk mitigation plans provide confidence for PRR, and human engineering and safety requirements are integrated into the design.

The PRR entrance criteria require completion and closure of prior action items, successful CDR completion with approved resolution plans for any open exit criteria, establishment of the Developmental Configuration Baseline (DCB), and submission of contract deliverables 15 days prior to PRR. The 3D Product Model and construction drawings supporting the initial 90 days of production must be accepted by USCG with all compliance comments resolved. The contractor must demonstrate progress on production facility preparation, including updated reports on major project milestones and risk/opportunity registers submitted no later than 7 days prior to PRR. PRR exit criteria require detailed work instructions, 3D Product Model output, and drawings supporting the initial 90 days of production to be reviewed and accepted without comments by the Government, with required contractor staffing levels established and facility preparedness assessments completed with Government participation.

The TRR entrance criteria require HSC-L construction completion with all systems groomed, full design integration and baseline with ECPs and RFVs resolved, submission of all test plans (Acceptance Tests and One-Time Tests), test cases, and test procedures 60 days prior to TRR, full test environment setup and verification, generated and validated test data, and identified and trained test personnel. TRR demonstrations include walkthroughs of all approved test plans and confirmation of test environment availability and personnel training. The TRR exit criterion requires resolution of all critical action items, discrepancies, and risks identified during the review or formal approval of mitigation plans. Table 1 provides a comprehensive list of 67 Contract Data Requirements List (CDRL) deliverables and their applicability across the four review phases.
