RFP Q&A Amendment 2

Question #RFP ReferenceRFP QuestionAnswer
143Amendment 1, Page 18 L.12.2: Factor 2 - DESIGN APPROACH Detail Design Appendix Section - 3rd ParagraphWould the USCG please explain the difference in the Cover Sheet (unchanged submittals) and the Cover Letter (partially modified submittals)? Is the intent to have a new page added before the existing cover page of the Attachment J-20 Design Artifact provided, whether unchanged or partially modified, and then the Section L instructions only be applied to this new page?
Related Question: How is the cover page/cover sheet requirement applicable to drawing artifacts? Is the information to be provided as a separate Word Document attachment or should a leading tab be added to the AutoCAD drawing?Section L.12.2,Detail Design Appendix, states “Any proposed Detail Design Element which is an unmodified artifact from the Attachment J-20, “Matrix of OPC Stage 1 Design Artifacts,” shall include a cover sheet to clearly identify it as a design element that is being retained in whole. Any submitted Detail Design Element that is a partial modification of a deliverable from the Attachment J-20, “Matrix of OPC Stage 1 Design Artifacts,” shall be identified as such in a cover letter, and shall clearly identify the changes to the OPC Stage 1 design artifact, and shall not retain the markings of the OPC Stage 1 design artifact originator.”

For proposed Detail Design Element which is an unmodified artifact the required cover sheet shall be a new page added before the existing cover page of the Attachment J-20 Design Artifact provided. The cover sheet may be in offeror’s format and is not required to contain information other than a statement that clearly identifies that the is design element that is being retained in whole.

For submitted Detail Design Element that is a partial modification of a deliverable the required cover letter shall be a new page added before the existing cover page of the Attachment J-20 Design Artifact provided. The cover letter may be in the offeror’s format and is required to clearly identify the changes to the OPC Stage 1 design artifact. The existing cover page of the Attachment J-20 Design Artifact provided may need to be modified such that it does not retain the markings of the OPC Stage 1 design artifact originator.

The cover page/cover sheet may be provided as a separate Word Document attachment, a leading tab added to the AutoCAD drawing, or any other format permitted in the proposal. The file name, tab name, and/or file structure should make it so the government is able to easily identify the cover page/cover sheet and which proposed/submitted Detail Design Element it is associated with.

144CDRL Transmittal Form included in the Design Artifact FoldersAs both the Design Artifact and the CDRL Transmittal Form were included for each Attachment J-20 deliverable provided in the RFP, should the Detail Design Appendix submitted with the Proposal include the CDRL Transmittal Form with each artifact or is only the Design Artifact required to be submitted?Section L.12.2, Detail Design Appendix, states “The Detail Design Elements are not required to be at the level of detail required in the corresponding Detail Design CDRLs described in Attachment J-5, “Contract Data Requirements List for Detail Design,” but shall contain sufficient information to describe the proposed design. The Offeror shall create new Detail Design Elements, submit all, or submit portions of the unwarranted artifacts provided in Attachment J-20, “Matrix of OPC Stage 1 Design Artifacts” as the Offeror’s Detail Design Elements.” As the offeror may create new Detail Design Elements none of the information included for each Attachment J-20 deliverable provided in the RFP is required to be submitted. In the unlikely event that the CDRL Transmittal Form helps the offer provide sufficient information to describe the proposed design it may be provided as part of the Detail Design Appendix.
145Amendment 1, Multiple ReferencesThree questions:

1. Is the USCG requiring the use of load centers in the power distribution system?

2. Will the USCG allow power distribution system designs that do not include load centers, ?

3. If the answer to question 2 is Yes, does the USCG confirm that all references to Load Centers throughout all the RFP Contract Sections would not be applicable?NVR 3-5-2/5.2.1 states “Load centers shall be installed to supply groups of loads and large auxiliaries located in general proximity to each other in order to reduce the number of switchboard feeders and obtain economical loading of feeder cables.” Power distribution system designs that do not meet NVR 3-5-2/5.2.1 would be non-compliant with the OPC Stage 2 requirements.
146Attachment J-25 / Tab 2 J-25(a) Gov Notional Schedule Amendment 1, Section B / Page B-8 Section B.4Section B Table 5 shows OPC B4 and OPC B5 with FY 26 awards. Section F7 provides a 39 MOAE duration from OPC B4 and OPC B5. Furthermore, both section B and Attachment J-25a show that both OPC B4 and OPC B5 as well as follow on dual hull awards are awarded simultaneously.

Question: With that said, and given the USCG's confirmation that J-25a is a notional schedule, will the USCG accept as compliant an optimal schedule that meets the requirement for simultaneous awards of dual hulls, and delivers both vessels in same FY, and includes a longer duration than the notional delivery date of 39 mos specified in F.7 Table 1 for either OPC B4 or OPC B5?

A proposal featuring an optimal schedule that meets the requirements for simultaneous awards of OPC-B4 and OPC-B5 but invokes a longer production duration than the notional delivery dates would be compliant if that schedule discussion adequately explains, "the processes that will be implemented and resources that will be administered to schedule the efforts required by this RFP to achieve and sustain delivery of two (2) OPCs per year" per OPC Stage 2 RFP Section L.12.3(a)(2)(ii).
147Amendment 1, Page E-2 E.2 CLAUSES INCORPORATED IN FULL TEXT FAR 52.246-24—LIMITATION OF LIABILITY -- HIGH-VALUE ITEMS (FEB 1997)(d) (1) and (2) Amendment 1, Page E-3 E.2 CLAUSES INCORPORATED IN FULL TEXT FAR 52.246.25—LIMITATION OF LIABILITY -- SERVICESThree questions:

1. Section E.2 Incorporates Far Clauses 52.246-24 and 52.246.25 and FAR Clause 52.246-23 is incorporated by reference in Section I.1. At the end of FAR Clause 52.246-24, the RFP states:

Alternate I (APR 1984). If the contract is for both high-value items and other end items, the contracting officer shall identify the high-value items by line item and insert the following preamble before paragraph (a):

(This clause shall apply only to those items identified in this contract as being subject to this clause:

1. Long Lead Time Materials (LLTM):

2. System Insurance Stock; and

3. C5I equipment.

The above preamble does not appear in the RFP before paragraph (a) of FAR 52.246-24. Even though the preamble does not appear before paragraph (a), the Contractor interprets the RFP to include the above preamble before paragraph (a) such that the limitation of liability provided by FAR 52.246-24(a) applies only to: 1. Long Lead Time Materials (LLTM); 2. System Insurance Stock; and 3. C5I equipment but not to other property. Is this interpretation correct?

2. FAR Clauses 52.246-23(c), 52.246-24(c), and 52.246-25(c) all indicate that if the Contractor has insurance or has established a reserve for self-insurance, then the Contractor’s liability is limited to the extent of such insurance or reserve but FAR Clauses 52.246-23 through 25 do not require the Contractor to have such insurance or to establish a reserve for self-insurance. The Contractor interprets the RFP as not requiring the Contractor to have insurance or a self-insurance reserve for the property identified in these FAR clauses. Is this interpretation correct?

3. FAR Clause 52.246-24(d)(2) provides an exception to the limitation of liability granted by paragraph (a) of that clause, which exception requires the Contractor to pay an amount to the Government and/or provide other equitable relief as determined by the Contracting Officer if a loss or damage occurs and correction, repair, or replacement is not feasible or desired by the Government. Assuming a correct interpretation as stated in the previous question above that insurance or a reserve for self-insurance is not required, is it the Government’s intent or requirement that the Contractor will in fact have insurance or a reserve for self-insurance for property identified in this clause in order to make the payment or provide other equitable relief should the Government determine that correction, repair, or replacement of such property is not feasible or desired by the Government? Further, if the Contractor does in fact have insurance or a reserve for self-insurance for such purpose, will the amount of such payment or cost of other equitable relief be limited to the extent of such insurance or reserve as provided in 52.246-24(c)? 1. Preamble has been moved above paragraph (a), and yes the interpretation is correct, 52.246-24 applies to

1. Long Lead Time Materials (LLTM):

2. System Insurance Stock; and

3. C5I equipment.

2. Interpretation is correct, there is no requirement to have insurance

3. There is no requirement for a contractor to have insurance

148 Amendment 1, Page M-4, Section M-4 (d) Will the Government please define (not just list) in the RFP the evaluation criteria and risk ratings that it intends to apply? Thank you.

The Government has considered the request, but will not release evaluation ratings and definitions as outlined in the Source Selection Plan (SSP).

149 Amendment 1, Page L-10, Section L.11 (j) Page Limits. Two questions:

Question 1: Will the Government permit the Integrated Master Schedule to be outside of the page count?

Question 2: May bidders provide the 20-page IMS in the Qualifications, Certification and Resume Appendix? The 20 page IMS has been excluded from the technical volume page limit. Section L.12 and L.12 has been updated to reflect this change.

150 Page 167-1 Section 162.2.1 Does the USCG require that MAFO-Holtkamp doors specified as name-brand mandatory items in the solicitation complete all NVR qualification testing required for doors that are not built to the Navy Standard Drawings?” OPC Stage 2 Specification (J-1 Part 2), 167.2.1 states “Watertight doors shall be Mafo-Holtkamp reduced maintenance quick acting watertight doors.” NVR 1-5-1/2.5 states that “Watertight doors are required to be qualified by the Naval Technical Authority. Each new quick acting watertight door shall be tested in accordance with the following requirements:” OPC Stage 1 Addendum (J-1 Part 9), 1-5-1/2.5, exempted Mafo-Holtkamp reduced maintenance quick acting watertight doors from some of the required design qualification testing. The RFP will be modified to add these exemptions to OPC Stage 2 RFP.

Results from previously completed testing, such as the fire testing, may be presented for to the USCG for consideration.

151 Amendment 1,Page 495-1 Section 495.2.4 Can the USCG provide the weight and dimensions of the equipment listed in this section? OPC Stage 2 Specification (J-1 Part 5), 495.2.4.1 states “The SSEE INC F equipment cabinets shall be located in the INTEL space.” OPC Stage 2, Schedule C List of Government Furnished Information (J-11), SKED C numbers 023.401.001 through 023.401.029, list the Government Furnished Information for Item Description “SSEE Increment F”. Though the GFI due date is listed as 45 DAEDCA, much of the GFI was provided with the OPC DD&C Technical Library Final RFP disks. This GFI was provided early to support proposal development.

OPC Stage 2 Specification (J-1 Part 5), 495.2.4.3 states “The AN/SSQ-136(V)1 SCI Network Management System shall be located in the INTEL space.” OPC Stage 2, Schedule C List of Government Furnished Information (J-11), SKED C numbers 023.403.001 through 023.403.008, list the Government Furnished Information for Item Description “USCG SCI Network Management System”. Though the GFI due date is listed as 45 DAEDCA, much of the GFI was provided with the OPC DD&C Technical Library Final RFP disks. This GFI was provided early to support proposal development.

OPC Stage 2 Specification (J-1 Part 5), 495.2.4.4 states “The SCI Communications Cabinets shall be located in the INTEL space.” OPC Stage 2, Schedule C List of Government Furnished Information (J-11), SKED C numbers 023.406.001 through 023.406.031, list the Government Furnished Information for Item Description “SCI Communications”. Though the GFI due date is listed as 45 DAEDCA, much of the GFI was provided with the OPC DD&C Technical Library Final RFP disks. This GFI was provided early to support proposal development.

OPC Stage 2 Specification (J-1 Part 5),495.2.4.5 states “The AN/USQ-149(V)9 ADNS cabinet shall be located in the Radio and Top-Secret Room.” OPC Stage 2, Schedule C List of Government Furnished Information (J-11), SKED C numbers 023.402.001 through 023.402.011, list the Government Furnished Information for Item Description “ADNS”. Though the GFI due date is listed as 45 DAEDCA, much of the GFI was provided with the OPC DD&C Technical Library Final RFP disks. This GFI was provided early to support proposal development.

OPC Stage 2 Specification (J-1 Part 5),495.2.4.6 states “The NMT ATIP cabinet shall be located in the Radio and Top-Secret Room.” OPC Stage 2, Schedule C List of Government Furnished Information (J-11), SKED C number 023.405.001, lists the Government Furnished Information for Item Description “ATIP Interconnecting Group”. Though the GFI due date is listed as 45 DAEDCA, much of the GFI was provided with the OPC DD&C Technical Library Final RFP disks. This GFI was provided early to support proposal development.

152 Amendment 1,Page 495-1 Section 495.1.2.4 Amendment 1,Page 495-1 Section 495.2.4.5 Is the equipment listed in 495.1.2.4 and 495.2.4.5 two separate systems? OPC Stage 2 Specification (J-1 Part 5), 495.1.2 and 495.1.2.4 state “The Special Purpose Intelligence System consists of the following: AN/USQ-144(V)9 Automated Digital Network System (ADNS)” OPC Stage 2 Specification (J-1 Part 5), 495.2.4.5 states “The AN/USQ-149(V)9 ADNS cabinet shall be located in the Radio and Top-Secret Room.”

The Government acknowledges that there is a typo that resulted in an inconsistency between “AN/USQ-144(V)9” and “AN/USQ-149(V)9”. This typo will be corrected in the next RFP amendment to reflect a single system.

153L.12.2, Design and Life Cycle Benefit, part CIs a narrative for L.12.2(c) required for every design element or only those that result in an improvement on Reducing O&S Costs or Reducing Maintenance Costs? The narrative should address every design element resulting in an improvement.
154RFP Section F and Question #60 Government ResponsePlease clarify the Government's response to question #60. Section F.19 states the PABWE, which is to be submitted with proposals, is the basis for weight liquidated damages. The response to question #60 refers to the DD ABWE CDRL (096-DD-1347) being submitted 30 DAEDCA.
Does this mean the DD ABWE CDRL will be the basis for weight liquidated damages?Section F.19 states “The Contractor’s proposed Preliminary Allocated Baseline Weight Estimate (PABWE) for the construction of the OPC will be incorporated into the contract following contract award for Detail Design.” Section L.12.2, Detail Design Appendix, states “The Detail Design Appendix shall address the following: Preliminary Allocated Baseline Weight Estimate (PABWE) - Per Society of Allied Weight Engineers, Recommended Practice No.12.” It is expected that the PABWE provided in the Detail Design Appendix may contain minor discrepencies that cannot be fully resolved prior to contract award. Following contract award for Detail Design the Government and Contractor can discuss any minor discrepencies identified in the PABWE provided in the Detail Design Appendix.

OPC Stage 2 DD CDRL (J-5), 096-DD-1347, BLK12 indicates the first submittal of the Allocated Baseline Weight Estimate (ABWE) is required 30 Days After Effective Date of Contract Award. The Government expects that the first submittal of the ABWE will correct any minor discrepencies previously discussed with the Government and will reflect any updates made by the Contractor. Once the ABWE is accepted the Government intends to modify the contract to incorporate the accepted ABWE.

155RFP Section B.8It is understood that Indirect and Direct Labor Costs to be provided in Attachment J-23. Would the Government clarify the statement that "No Direct Labor costs shall be allowed for any LIO…."
Man-hours associated with sourcing, buying, inspecting, receiving, packaging, labeling, staging, locating, inventorying and loading the materials associated with AEL, GUCL, AMAL, ADAL, SRI/OSI, System Stock, and ICSS spares and outfit materials are considered Direct Labor. Please clarify where these Direct Labor hours are to be allocated. The referenced langauage in section B.8 has been updated. The material burdened rate in J-23 must include all costs, to source, buy, inspect package etc. This burdened rate will be applied to the direct material cost to determine total costs, less profit/fee.
156RFP Section L.11(l)(4)Can Design Element drawings provided within the Detail Design Appendix be submitted in the original Design Artifact size (H sheet for example) as these drawings will be unreadable if limited to the L.11(l)(4) requirement of 17 x 22 inches? The requirements of Section L.11(I)(4) are not applicable to the Detail Design Appendix. Detail Design Elements may be submitted in the original Design Artifact drawing size.
157RFP Section L.11(l)(5)Does the L.11(l)(5) requirement that “Each drawing shall bear the name of the Offeror, the drawing title and a unique drawing number in the lower right-hand corner.” apply to unmodified Design Element Drawings provided with the Detail Design Appendix?Section L.11(l)(5) states “Each drawing shall bear the name of the Offeror, the drawing title and a unique drawing number in the lower right-hand corner.” Section L.12.2, Detail Design Appendix, states “Any proposed Detail Design Element which is an unmodified artifact from the Attachment J-20, “Matrix of OPC Stage 1 Design Artifacts,” shall include a cover sheet to clearly identify it as a design element that is being retained in whole. Any submitted Detail Design Element that is a partial modification of a deliverable from the Attachment J-20, “Matrix of OPC Stage 1 Design Artifacts,” shall be identified as such in a cover letter, and shall clearly identify the changes to the OPC Stage 1 design artifact, and shall not retain the markings of the OPC Stage 1 design artifact originator.” Where a proposed Detail Design Element which is an unmodified artifact from the Attachment J-20, “Matrix of OPC Stage 1 Design Artifacts,” there is no need to meet the requirements of Section L.11(l)(5).
158RFP Section L.11(m)(2)For the electronic copies of the proposal do the Detail Design Element drawings need to be submitted in both AutoCAD and Adobe format?Yes.
159J-20There are J-20 Design Artifacts missing referenced material that will be important to have during Detail Design. For example in the Structural Opening Reinforcement Report, CDRL #100-03-1377, many of the appendices reference file “100_Structural Openings Spreadsheet.xlsm” for information, summaries, etc. Will complete versions of the J-20 Design Artifacts, including all of the referenced material, be provided after award?

For the CDRLs identified in the J-20 Matrix of OPC Stage 1 Design Artifacts, a number of files could not be shared due to proprietary markings or limited data rights. Since the release of the Final RFP, the CG has continued efforts to gain permissions to release these files. Following contract award, the CG will likely be able to release additional files. It is the intent of the CG to release as many of these files as possible to the awardee. For files the CG has been unable to release, the awardee may pursue other options to include soliciting the document(s) from the original vendor or, as necessary, develop their own document(s) so as to complete the Detailed Design.

160 RFP Section L.12(b)(2) Does the government expect a separate line item in the IMS for each CDRL to support the L.12.3(b)(2) requirement to display "Sufficient engineering planned to support each CDRL delivery;"? No, the Government does not want the 20-page IMS submitted per OPC RFP Section L.12.3(b) to contain a line item for each CDRL. That section states, "The IMS shall display significant features of the Offeror’s scheduling approach." Most CDRL delivery dates are grouped around major events, such as 30DPCDR (30 Days Prior to Critical Design Review). The 20-page submitted IMS needs to present the Offeror's engineering efforts to prepare for that major event, including preparations to deliver batches of required CDRLs on time. Other "As required" CDRLS such as Test Reports can be addressed collectively by displaying events preparing Offeror to plan for, conduct, and report required tests.

161Section 3.4.1.9The wording of this Section may suggest that segregated buses be provided as load shed buses. The term "segregated buses" when used in a switchboard/ load center spec could mean that they are required to be installed as part of the integral bus system within the load center and separated by electronically operated circuit breakers. Is this the intent of the spec as written? Would an alternate design where a single load center bus is utilized, and separate and dedicated load shed feeder breakers are sourced from that bus, be a design solution that meets the intent, i.e., segregated load shed buses?OPC Stage 2 PPD-324_001 (J-1 Part 15), 3.4.1.9 states “Ship’s service switchboards and load centers shall contain a load shedding bus or buses segregated from the main bus by electrically operated circuit breakers.” The RFP will be modified to add requirements for an acceptable alternative to load shedding busses in the switchboard and load centers.
162Section L.11(k)(1)(4)Can the USCG please confirm that the size requirements of Section L.11(k)(1)(4) do not apply to the L.12 Outline item (8) – Detail Design Appendix. Many of the J-20 artifacts asked for in the Design Appendix are H size drawings? Printing an H size drawing on 17x22 paper will not comply with the font size requirements of RFP Section L.11(k)(1)(4).The requirements of Section L.11(I)(4) are not applicable to the Detail Design Appendix. Detail Design Elements may be submitted in the original Design Artifact drawing size.
163Section L.12.2 Design Appendix (pg L19)Can the USCG please confirm that if a J-20 document is provided as an unmodified artifact, that the entire product will not need to be resubmitted, but only referenced in the Design Appendix via cover sheet? Some J-20 artifacts are H size drawings that contain hundreds of sheets. No, for J-20 documents provided as an unmodified artifact, the entire product is required to be resubmitted
164Section L.12.2 Design Appendix (pg L19)Can the USCG please confirm that if a J-20 document is provided as an partially modified artifact, that only the sheets that are modified are to be resubmitted? Some J-20 artifacts are H size drawings that contain hundreds of sheets, and a redline could only modify a few sheets. No, for J-20 documents provided as a partially modified artifact, the entire product is required to be resubmitted
165Section J-7The DID Number and DID Title is for an Integrated Master Schedule not a schedule of test. BLK04 is only referencing a test schedule. Will the USCG revise the CDRL?No. DID Number DI-MGMT-81650 (Integrated Master Schedule) provides the best reference for information required for a Schedule of Tests. DID Number DI-MGMT-81861 Integrated Program Data and Analysis Report (IPMDAR) requires more information than required for this CDRL and there is no DID that specifically addresses Schedule of Test.
166H.8 (d) ComputationsTraditionally, on shipbuilding contracts the EPA calculations are based on calendar years (Jan-Dec). The contractor respectfully asks, will the USCG update the pro forma contract and the EPA tables in J-18 to reflect calendar year calculations? This change would be in accordance with prior calculation practices on other shipbuilding programs and in line with contractor’s established EPA processes. The USCG has considered this request but will not be making any changes at this time. The USCG will consider a request from the successful offeror to restructure the EPA in calendar year or the successful offeror’s financial year
167G.9 Progress Payments for Detail Design, G.10 Progress Payments Based on Percentage of Progress, G.11 Progress Payments of LLTM & Supplies, and H.21 Progress Payments Based on Percentage of ProgressThe payment clauses in the final RFP would significantly restrict contractor cash flow and are expected to result in a substantial negative cash flow for the first 6-7 years of contract performance. Examples are provided below. In order to achieve more equitable payment terms, we respectfully request that the CG change the billing clauses in the final contract.

Two examples:

1. The retentions applied through 75% POC and the allowed max fee in the H-21 clause are much more restrictive than historical shipbuilding industry progress billing clauses. As written, this clause would most likely penalize the contractor with negative cash flow through 75% complete, even if that contractor is performing to cost and schedule.

2. Likewise, the Progress Payments clause referenced on the FFP LLTM CLINS limit the contractor to billing of 80% of cost and does not describe when the CLIN would be considered "complete" for the billing of the final 20% of cost and any fee deserved. Typically in shipyard contracting, the 80% of cost payments clause is put in place on a LLTM CLIN that is to be subsumed into the Construction CLIN, not a standalone LLTM FFP CLIN as described in this RFP. The LLTM billing clause in the final RFP guarantees a negative cash flow for the contractor until the CLIN is considered "complete or definitized".

1. The USCG has considered the request and made a determination that the retention percentages are in line with NAVY/USCG progress billing clauses.

2. The progress payment billing clause has been amended. See H.22

176J-5, CDRLs 076-DD-1152, 080-DD-2211, 081-DD-2489, 083-DD-1222, 083-DD-1231If equipment does not change from the OPC Stage 1 design, and the CG will not accept COI or SPS as ILS Documentation, is the CG providing the Stage 1 ILS documentation at award or is it the requirement for the SY to reprocure all vendor data and develop all new ILS Documentation for the same equipment provided in OPC Stage 1 as part of OPC Stage 2?Offerors shall submit all required logistics data per the contract requirements.
177040.3.6.1.4The requirement conflicts with CMMC and DHS cert requirements. Will the USCG revise this requirement?OPC Stage 2 General SOW (J-3), 040.3.6.1.4, states “The Contractor shall provide nine stand-alone laptop computers as Contractor Furnished Equipment (CFE) for use by the USCG Ship Design Team (SDT). Each laptop shall be fully configured with requisite settings, memory, software, and licenses for SDT use in evaluating the 3D model and related CDRLs.” These stand-alone laptop computers should not be needed for OPC Stage 2 and will be deleted.
178040.5.4Would the CG consider updating this requirement to be “In the event of failure, loss, or other disaster, the contractor shall provide full data restoration, to the Government, within the agreed to timeframe after an assessment of the issue.” ?No, the USCG intends to retain J-3, 040.5.4 as written.
179RFP QuestionWhen will the J-8 be issued as a draft document?Draft version of J-8 was released as a part of amendment A0001
180J-9, 10 and 11. SKED A through CThe RFP did not contain SKEDs D - Government Furnished Support Material or SKED E - Government Furnished Installation and Checkout Spares. These are usually provided to support the test activation and maintenance of speciallized GFE. Will the Government be issuing these documents in the future?Installation Checkout (INCO) spares will be provided with the delivery of the GFE listed on SKED A. Test Procedures and Technical manuals (SKED C) will also be provided with the delivery of the GFE.
181Secton B.3 and B.4, C.14 and F.7The RFP does not contain a notional schedule for the delivery of training aids. In Section F.7 is states "As directed by the Contracting Officer". Does the Government have a desired delivery window for the Training Aids after the option is awarded. The USCG anticipates placing orders for training aids no earlier than the completion of Production Readiness Review and expects delivery of the procured training aids no later than 6 months after delivery of lead ship.
182L.12.2

Section L.12.2, Design Soundness and Maturity, states that the narrative shall include a discussion of the Offeror’s design maturity appropriate with the Offeror’s proposed design and build margins and overall approach. Is a mature design considered a strength?

Per Section M.6.2, Factor 2 – DESIGN APPROACH, the Government will assess both the design maturity and the design approach, and will identify strengths, weaknesses, significant weaknesses, deficiencies, and risks in the Offeror’s proposal, in terms of its approach to design. The Government’s assessment is focused on the consistency and integration across the Offeror’s proposed design, build margins, and overall approach to finalizing the design to the level necessary for production.
183L-12.3RFP section L.12.3 ( a ) (1) if the offeror proposes an optimal schedule which extends the Detail Design period, then is the government going to consider an elongated Detail Design period a weakness without regard to the risks/benefits identified and whether or not they agree or disagree with the stated risk/benefits?

RFP sect L.12.3 (2) (ii) Is the government's intent to achieve delivery of 2 ships per year at the fastest rate possible or an approach that clearly outlines what is optimal for the shipyard?

Per L.12.3 ( a ) (1), a proposed elongated Detail Design period would only be considered a weakness if the holistic DD and Production schedules do not realistically support the Government's delivery needs, and do not identify when two hulls per year can realistically be produced.

Per section L.12.3 (2) (ii), The government intends to achieve delivery of 2 ships per year not later than the hull production schedules indicated. An earlier achievement of that rate, if consistent with DD, production plans and risk assessment could be considered beneficial to the Government. Section M correctly assesses the weight placed upon each evaluation factor.

List of Government Furnished Equipment, Schedule A (Attachment J-9), omits Item Nos. 023.400, 023.401, 023.402, 023.403, 023.404, 023.405, 023.406, and 023.407. Can the USCG explain why this equipment is omitted from SKED A?These Schedule C listed Special Purpose Intelligence System (SPIS) items or their equivalent will be installed by USCG after OPC delivery and will not be provided to the Shipbuilder as Government Furnished Equipment. This Schedule C Government Furnised Information is provided to enable Offerors to reserve as a Design Budget the necessary space, weight, power, cooling, and services requirements in their Detail Design. Section J-1, Part 5 Section 495.2.1 states, "Design budget reservations for the Special Purpose Intelligence System shall be provided in accordance with the requirements herein." Section 400.1.7 defines Design Budget.
184OPC Stage 1 Addendum (J-1 Part 9), 3-4-11/3.1 stated "NVR Subsection 3.1 shall be modified as follows: Insert the new subsection 3.1.3: “Cable support may be provided by ABS Type Approved Oglaend System AS Cable Ladder System Type RZE. 185Documents marked with Distribution Statements (C, D, F) instruct bidders to refer distribution requests to U.S. Coast Guard Offshore Patrol Cutter Project Office (CG-9322). Will the USCG provide a process for gaining CG-9322 approvals for distribution of documents marked with Distribution Statements (C, D, F) to subcontractors/suppliers?

Please note that foreign subcontractors/suppliers do not possess a valid DD-2345 to obtain these documents via the SAM.gov instructions. Bidders who possess export licenses with foreign subs that permit the export of Technical Data pertaining to this solicitation would still require CG-9322 approval to distribute, based on the language in Distribution Statements (D, C, F). Additionally, for U.S. suppliers requiring only small portions of controlled information to provide quotes to potential bidders, asking these suppliers to follow the SAM.gov instructions would result in a release of an abundance of controlled information beyond the suppliers need-to-know.

Ref. Distribution Markings:

C: “Distribution authorized to U.S. Government Agencies and their contractors due to critical technology (28JAN2021). Other requests shall be referred to the U.S. Coast Guard Offshore Patrol Cutter Project Office (CG-9322).”

D: “Distribution Statement D: Distribution authorized to CG/DoD and their contractors only due to critical technology (28AUG2012). Other requests shall be referred to Commandant (CG-9322).”

F: “Distribution Statement F: Further dissemination only as directed by Commandant (CG-9322) (28AUG2012) or higher Coast Guard authority.”

Offeror may distribute documents to subcontractors who meet the requirement of the authorized audience in the appropriate distribution statement and markings. Offerors should caution subcontractors that documents may only be used for proposal preparation only. Offerors should contact the Contracting Officer if not sure that a subcontractor meets the authorized audience in the distribution statement or markings.
