| 23 | page L-23 | Section L.12.3 Factor 3 – Schedule, section (a) (2) (i) and (ii) discuss providing Single Ship and Dual Ship Delivery Schedules. Is the intent to provide 2 schedules, one that shows the dependencies if for an entire 11 Ship production Cycle with a single ship delivery schedule and a second that shows if that were updated to a dual ship delivery schedule? Or is the CG looking for the dependencies for the first three OPC Stage 2 ships where a single ship will be delivered per year (per J-25 schedule), and how the schedule must change to account for dependencies and resources to move to a dual ship delivery schedule after delivery of the 3rd OPC Stage 2 Ship? | The Offeror shall provide a single optimal schedule with the narrative to describe the dependencies for any periods where a single ship will be delivered per year and dependencies for periods where two ships are delivered per year. |
| 24 | page I-1 | The final RFP does not include 5252.245-9105 FACILITIES TO BE GOVERNMENT-FURNISHED (FIXED-PRICE) and 5252.245-9106 FACILITIES TO BE GOVERNMENT-FURNISHED (COST- REIMBURSEMENT), which allows the Contractor to identify the Government-Owned facilities that the contractor assumes will be used during contract and program performance. The addition of these clauses provides a reduction of contractor proposed cost to execute program. Request these clauses be added to the final contract to document Government-Owned facilities to be used by the Contractor during performance. | This is a NMCARS clause not applicable to USCG contracts and the USCG has not identified any facilities that could be used by the contractor during performance. |
| 25 | Paragraphs 040.5.1 and 040.5.1.4 | Please Clarify if the IBR is 90 days or 180 days. | The Contractor shall host the Government's IBR up to 180 days after contract award and on the date mutually agreed by both the Government and the Contractor. The requirement will be revised to 180 days. |

| 36 | L.15 Administrative Volume Instructions | Section I does not contain this clause. Please clarify requirement. |
HSAR Clause 3052.209-72, Organizational Conflict of Interest (2006), added to Section I.
37 L.15 Administrative Volume Instructions Section L.9 deals with Period for Acceptance of Offers. We believe you mean L.10 Notification of Use of Government Support Contractors. Please clarify requirement.
This section is updated to reflect correct reference to L.10.
38 Question 368 'Please clarify how the Stage 1 Specification (J-1) is applicable to the Stage 2 RFP. The Stage 2 Specification (J-1) has no mention of Contract Guidance Drawings or "AS IS". Section 042.2.1.1 of the Stage 2 Specification is in regard to Contract Drawings. Note the Stage 2 J-1 does not reference J-20. The RFP does reference J-20 and in H.26(a), J-20 would be considered a first-tier document which by H.26(b) is mandatory for use. Section L.12.2, Detail Design Appendix, 2nd paragraph calls J-20 unwarranted artifacts. Can the Gov't please clarify the disagreements between the response to Draft RFP Question 368 as well as the disagreements within the RFP as noted above? It appears the Gov't is expecting the contractor to assume all design risk for a design that is being provided by the Government and with equipment and systems that have been standardized in support of sustainability per RFP C.2(e) and contract drawings per J-1, Table 042-2? The OPC Stage 1 Specification (J-1) is not applicable to the Stage 2 RFP. The response to Draft RFP Question 368 included a typo. The response was not intended to quote the OPC Stage 1 Specification but instead the OPC Stage 2 Specification.
OPC Stage 2 Specification (J-1) of the final RFP does not mention Contract Guidance Drawings or "AS IS." However, OPC Stage 2 Specification (J-1) of the draft RFP did. Draft RFP Question 368 and the response to Draft RFP Question 368 predated release of the final RFP.
The Matrix of Design Artifacts (J-20) is not “referenced” by the RFP but is instead part of the RFP. As such, the Matrix of Design Artifacts (J-20) is not a first-tier reference as defined by Section H.26.
| 39 | Question 371 & 372 | 'While the contractor can understand the Government's position in your response to Questions 371 & 372, can the Government please confirm that the current configuration for OPC Stage 1 meets all seakeeping requirements of the OPC Stage 2 J-1? | The Government does not intend to address the compliance of OPC Stage 1 design artifacts with the OPC Stage 2 RFP. |
| 52 | J-20 | As the Coast Guard is not warranting any of the artifacts listed in Attachment J-20, please identify the inadequacies/defects in those artifacts and any specific areas of concern that you have identified so that the offerors can be sure to address them (and the incumbent does not retain significant advantage with respect to awareness and visibility of design issues). Example: reasons for rejection of CDRLs identified in J-20 as “N = Not Accepted”. | The Government does not intend to address the compliance of OPC Stage 1 design artifacts with the OPC Stage 2 RFP. |
| 53 | J-20 | Please confirm that offerors are not required to address J-20 items unless offerors choose to incorporate them into their design appendix. | Section L.12.2, Detail Design Appendix, states “The Offeror shall create new Detail Design Elements, submit all, or submit portions of the unwarranted artifacts provided in Attachment J-20, “Matrix of OPC Stage 1 Design Artifacts” as the Offeror’s Detail Design Elements.” If the Offeror chooses to create a new Detail Design Element there is no requirement to directly address those unwarranted artifacts provided in Attachment J-20 that were not used. |
Withstanding, L.12.2. Design and Life Cycle Benefit (a) Design Overview states, “The Offeror shall present an overview of the proposed design and the engineering design elements.” Further, Section L.12, Design Soundness and Maturity states, “The Offeror shall describe the processes, including configuration management in integrating retained OPC baseline elements from the J attachment, J-20, “Matrix of OPC Stage 1 Design Artifacts,” with the proposed design; decisions; and tradeoffs associated with its proposed design.” With that, it is in the Offeror’s interest to address the inclusion, exclusion and changes of J-20 items, regardless of being a Detail Design Appendix element, to present a complete overview of their proposed design.
| 54 | L-19, L-20 | Please confirm that the only required elements of the Detail Design Appendix are the 16 numbered areas described on Page L-19 and L-20. | Yes,Section L.12.2, Detail Design Appendix, states “The Detail Design Appendix shall address the following:” and lists the required Detail Design Element. |
| 55 | J-1, page 070-6, System Specification Section 070 General Requirements for Design and Construction; para 070.3.11.2.1 | Please provide drawings of the USCG H-60T helicopter, including maintenance and clearance envelopes. The overall length, width, and height dimensions provided with the RFP lack details necessary to verify that the existing OPC design can accommodate this helicopter. | OPC Stage 2 Specification (J-1 Part 6), 588.2.2.2, states “The dimensions for H-60T shipboard configuration shall be in accordance with USCG drawing FL-588-1.” USCG drawing FL-588-1 provides more than the overall length, width, and height dimensions. |
OPC Stage 2 Specification (J-1 Part 6), 588.3.7.7 states “A hangar shall be provided for the stowage and maintenance of aircraft with the following minimum clearances:” and then lists required overhead and horizontal clearances.
| 56 | C.2 General L.12.2 Factor 2 - Design Approach | The answer to dRFP Bidder's Question 81 states, "The OPC Stage 1 Configuration Status Report (CSR) deliverable has not been accepted or approved by the USCG. As a substitute an Equipment Configuration List (ECL) under the file name [ECL Stg 2_RFP 2020-06-22] was created by the USCG. That ECL contains the current equipment data which is required in the CSR, in the correct hierarchical sequence order. If the Stage 1 CSR is accepted or approved by FINAL RFP release it will be provided in lieu of the Equipment Configuration List." | |
| The ECR is an over 12,000 record list of equipment in the ship and is a product of detail design. The only offeror in a position to provide a compliant CSR is the incumbent. The CSR has not been provided with the final RFP. The CSR deliverable is premature and offerors will not be in a position to provide until after commencing detail design. The offer request the USCG eliminate the required delivery of the CSR with the proposal. | The Detail Design Elements are not required to be at the level of detail required in the corresponding Detail Design CDRLs described in Attachment J-5, “Contract Data Requirements List for Detail Design,” but shall contain sufficient information to describe the proposed design." Offerors shall submit the data elements required to identify the offeror's proposed design configuration as defined in CDRL_ATCH_041-DD-1000, "Section L." |
57 Page 345, 5.1 & 5.2 This AutoDAM/AutoPLATE program/software does not appear to be commercially available. In lieu of using the AutoDAM/AutoPLATE program/software for the development of the Damage Control products as required in Attachment J, the offeror would like to use their own software/tool. The current software is a SQL database, Label Plate Management Systems (LPMS) that generates both the DC Book tables and CCOL and we use AutoCAD 2018 for development of the DC Diagrams. OPC Stage 2 Addendum (J-1 Part 9), 6-2-11/5.1 states, “For OPC, CCOLs shall be prepared using the AutoDAM/AutoPLATE program.” OPC Stage 2 Addendum (J-1 Part 9), 6-2-11/5.2 states, “For OPC, Damage Control Books and Diagrams shall be prepared in accordance with NTS-9090-820 using the AutoDAM/AutoPLATE program.” The government acknowledges that the AutoDAM/AutoPLATE program/software is not commercially available.
OPC Stage 2 DD CDRL (J-5), 086-DD-2113, BLK04 states that “DC Fitting lists shall be submitted in a MS Access file format in the template provided[…]”. The Contractor is not responsible for preparing the CCOL using the AutoDAM/AutoPLATE program. The Contractor is responsible for providing the Damage Control Technical Data in the format required in the CDRL.
OPC Stage 2 DD CDRL (J-5), 086-DD-2113, BLK04 states that “DC Diagrams shall be developed and submitted in an editable AutoCAD format” and “The format of surface ship DC Book Contents shall be delivered in Microsoft Word file format.” The Contractor is not responsible for preparing the Damage Control Books and Diagrams using the AutoDAM/AutoPLATE program. The Contractor is responsible for providing the Damage Control Technical Data in the format required in the CDRL.
| 58 | J-1, Part_15_PPD-324_001; para. 3.4.4.2 | Section J-1, Part_15_PPD-324_001; para. 3.4.4.2 can be interpreted two ways; 1) Load Centers shall have isolation breakers at the source (@switchboard), and at the Load Center; or 2) The source breaker shall be able to isolate upon control signals originating from either the source or the load center. The former requires an isolation circuit breaker at the Load Centers and their source switchboard, wheras the latter only requires additional controls at each location to control one breaker at the source . Please clarify which of these two interpretations is correct, or clarify otherwise. | OPC Stage 2 PPD-324-001 (J-1 Part 15), 3.4.4.2 states “Isolation. Each load center shall be capable of electrical isolation from it’s source at the load center and at the source. Isolation shall be provided by a circuit breaker.” PPD-324-001 does not require a design solution with an isolation circuit breaker at the switchboard and an isolation circuit breaker at the load center. |
| 59 | Page M-6, Section M, Clause M.6.2 Factor 2 - Design Approach, sub-paragraph "Design Soundness and Maturity" | The Government indicates that it will "use the Offeror's Detail Design to assess the Offeror's engineering approach. . ." Presumably, only the incumbent has a Detail Design at this point, and this evaluation methodology / criteria would unfairly handicap all Offerors other than the incumbent. Offeror requests the Government change the words "Detail Design" to "design artifacts" in this sentence. | Section L.12.2, Design Soundness and Maturity, states “The Offeror shall provide a narrative that describes its engineering approach to ensure the OPC design is balanced, feasible, and executable.” Section M.6.2, Design Soundness and Maturity, states “The Government will use the Offeror’s Detail Design to assess the Offeror’s engineering approach will result in a balanced, feasible, and executable OPC design.” Section M.6.2, Design Soundness and Maturity will be modified to clarify that the Government will use the Offeror’s narrative andDetail Design Elementsto assess the Offeror’s engineering approach. |
| 60 | Section F.19 | The solicitation requires the offeror to submit a Preliminary Allocated Baseline Weight Estimate (PABWE) for the construction of the OPC with their proposal. Due to the time necessary for each offeror to develop their own weight estimate from the J-20 and the offeror’s changes to the incumbent’s design, coupled with the limited proposal time, would the USCG consider adjusting the requirement down to $0 liquidated damages for both weight and KG? |
Section F.19 states “The Contractor’s proposed Preliminary Allocated Baseline Weight Estimate (PABWE) for the construction of the OPC will be incorporated into the contract following contract award for Detail Design.” OPC Stage 2 DD CDRL (J-5), 096-DD-1347, BLK12 indicates the first submittal of the Allocated Baseline Weight Estimate (ABWE) is required 30 Days After Effective Date of Contract Award. The USCG does not intend to modify the Allocated Baseline Weight Estimate Liquidated Damages.
61 Paragraph 42.4.3 I-33 HSAR Class Deviation 15-01 SAFEGUARDING OF SENSITIVE INFORMATION (MAR 2015) Offeror requests the achievement of a CMMC Level 3 certification requirement outlined in J-3 be considered sufficient to satisfy the ATO requirement in the soliciation with the inclusion of the HSAR Class Deviation 15-01 clause. Please note that the CMMC is a more recent protocol, developed by a consortium of industry and government partners, and will more closely align across different programs.
The offerer shall comply with both the Section Irequirement for an ATO for any system processing or storing Government information and the J-3 requirement to attain a CMMC level 3 certification.
| 62 | Section C.10.C.3 | The Contractor is to procure any and all material required for an OPC and issue it to the USCG within a maximum of 72 hours after Contracting Officer notification. The requirement as written is impossible to meet. Would the USCG consider a more reasonable timeframe of "within 72 hours of receipt in the warehouse from the supplier"? | USCG concurs. Section C.10.(c) will be amended to read as follows: "The lead ship will requisition maintenance and repair material via the Project Resident Office (PRO). The PRO will inform the Contractor of the requisition, and the Contractor shall provide the material and parts in accordance with COMDTINST M4400.19B. The Contractor shall process ICSS requisitions in a manner that items are delivered to the cutter within a maximum of 72 hours of receipt at the Contractor’s facility from the supplier." |
| 63 | Section C.2.e | Per the RFP "two Rolls-Royce propulsion shafts, two Rolls-Royce controllable pitch propeller systems, and two Rolls-Royce rudders" are required for the OPC as standard equipment. Kongsberg Maritime acquired Roll Royce Commercial Marine in Early 2019. Should the Rolls Royce branding now be changed to Kongsberg Maritime? | The USCG is not aware of any branding change due to the referenced 2019 acquisition. If branding changes occur the contract will be administratively modified to indicate the revised brand appropriate to the standardized equipment as described. |
| 64 | Block 1, Ratings | What will be the DPAS rating assigned to this contract? | The DHS-USCG uses FPAS not DPAS rating which FPAS is equivalent to DPAS. The USCG is in the process of getting an approval for a FPAS rating of DO-N4 for the OPC Stage 2 contract, this is the same FPAS rating approved for OPC-Stage 1 |
65 B.3 OPTIONAL CONTRACT LINE ITEMS (CLINs) Section B.3 (g) provides in part that the USCG “intends to exercise the following follow-ship construction CLINs simultaneously: […]” The list that follows appears to describe both the sequence and grouping in which the option CLINs will be exercised. Please confirm that if the USCG decides to exercise the designated CLINs in a sequence or grouping that is not as described in the RFP (or misses or skips any option) that option award/expiration and pricing will be adjusted under the CHANGES clause. Section B.3 has been updated with the following language:
"The Coast Guard intends to exercise the production CLINs sequentially (1002, 2002, 3002, 4002, 5002, 6002, 7002, 8002, 9002, 1102, and 1202). The Coast Guard forfeits the right to unilaterally exercise options for any of the follow ship production CLINs as priced if it fails to exercise any of the preceding production options in the sequence (e.g. if the Coast Guard does not order CLIN 4002, Hull #4, then the Coast Guard forfeits all rights to exercise CLINS 5002 – 1202, Hull #5 - #11, as priced)"
| 66 | F.2 CLAUSES INCORPORATED IN FULL TEXT | The RFP invokes FAR 52.217-7 with the addition of the following language re: when the options must be exercised, and when they will expire: “The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.” Please clarify that the reference point for calculating the 30 days notice is the award date proposed by the offeror in J-25(b). | Yes, the reference point for calculating the 30 day notice will be the information in attachment J-25 and incorporated into the 6th column of Table 1 of Section F at contract award. "Contract Delivery Date (To be filled-in at contract award)" |
| 67 | Section M.8 | Section M.8 provides as follows: “The Government will evaluate the proposed prices for price reasonableness to include the proposed profit. Price reasonableness will be established by competition and determined primarily by comparison with other offers submitted. The prices may also be compared with the Independent Government Cost Estimate (IGCE), as well as historical prices paid.” |
Pursuant to Section M.8, can an offered price can be evaluated as unreasonable if it is unreasonably high or unreasonably low in comparison with other offers or the IGCE?
If an offered price is determined to be unreasonably low, can that offer (a) be rejected on that basis or (b) be assessed risk relating to its understanding of the technical requirements in Factors 1, 2, 3 and/or 4? Reasonableness deals with prices being too high while the evaluation of unreasonably low prices falls under the umbrella of cost realism, which is defined in 15.404-1 (d ). As stated in Section M.8, the USCG will not perform a cost realism analysis. However, Offerors are directed to:
Factor 1 (d) Producibility which states that "The narrative and resources must align with the information provided in the price volume." and Factor 2, Design Soundness and Maturity (e) which states "The narrative and resources must align with the information provided in the price volume attachments L-2, L-3, and L-4."
An offeror can be assesed a risk under Factors 1,2,3, and 4 based on the resources proposed to execute its solution but not based on the proposed price.
68 Page M-3, Section M, Clause M.4 Source Selection Process, sub-paragraph (d) Section M, as compared to the draft RFP, indicates that there are added evaluation criteria of "significant strengths" and "significant weaknesses." However, only the first factor (in M.6.1) added those new evaluation criteria. Please confirm that the other factors (i.e., M.6.2, M.6.3, and M.6.4) will be evaluated for "significant" strengths and “significant” weaknesses? Yes, factors 1-4 will be evaluated to include consideration of significant strengths and significant weaknesses. Sections M.6.2, M.6.3, and M.6.4 has been updated to include consideration of significant strengths.
| 69 | Page 2, paragraph number 040.2.1 | Will the government provide the completed DD254 for the offeror's evaluation? | An unsigned (draft) DD-254 is provided as attachment J-8, the DD-254 will not be fully executed until contract award. |
| 70 | C.11 Warranty, F.7 , H.44 | The RFP in multiple places uses the term “warranty period” but does not state what the warranty period is applicable to ship construction. A reasonable, expected warranty would be twelve months after delivery. Request USCG clarification that the warranty period for the ships is twelve months after delivery. | Section C.11 has been updated to state the warranty period. Two years for the lead hull and 1 year for all other hulls. |
| 71 | SECTION E, FAR 52.246-20 WARRANTY OF SERVICES (MAY 2001) | FAR 52.246-20 WARRANTY OF SERVICES (MAY 2001) |
The standard clause allows for the potential fill-ins:
"____ [Contracting Officer shall insert the specific period of time in which notice shall be given to the Contractor; e.g., within 30 days from the date of acceptance by the Government,; within 1000 hours of use by the Government,; or other specified event whose occurrence will terminate the period of notice, or combination of any applicable events or period of time]."
The offereor propose revising the clause to be 30 days from the date of acceptance per the standard clause. The USCG has determined the period to be 90 days and is now stated as such in the text of the clause.
| 72 | Part IV - Representations and Instructions, Section L - Instructions, Conditions and Notices to Offerors Page L-21, Technical Data Rights | In the interest of ensuring that Offerors are able to provide comprehensive, compliant responses to the RFP instructions regarding Technical Data Rights and also in light of the indeterminate nature of the length of the required responses, will the Government deem the information required by the referenced Section L Technical Data Rights paragraph to be excluded from the 160-page count restriction for Volume I? | Yes. | |
| 73 | Section L, pg. L-13 | In the RFP, Section L, page L-13, the Technical Volume Outline asks for the inclusion of Attachment J-24 and Attachment J-28b. Attachment J-24, insurance spares tab, asks for pricing data in columns E and F. Attachment J-28b, tabs Tech Data (DD) and Tech Data (CON) asks for pricing data in Column I. | ||
| Solicitation section L.11 (f) requires that pricing data only be included in the Price proposal volume. This requirement to include Attachments J-24 and J-28b (see, L.12 (7) b. and d.) in the Technical Volume is inconsistent with the L.11(f) requirement. The offeror requests the solicitation requirement to submit these J-attachments be changed to require their submission in the Price volume, or alternately the offeror requests the USCG adjust the J-attachments to remove the cost/price data input fields. | The submission requirement for J-24 and J-28b has been moved to the price volume see L14.1. | |||
| 74 | Attachment L-2 | Attachment L-2 |
The offeror request the USCG correct the below errors in attachment L-2 and re-issue the document.
0001 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 1001 No errors noted 2001 No errors noted 3001 No errors noted 4001 No errors noted 5001 No errors noted 6001 No errors noted 7001 No errors noted 8001 No errors noted 9001 No errors noted 1101 No errors noted 1201 No errors noted 1002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 2002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 3002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 4002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 5002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 6002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 7002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 8002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 9002 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 1102 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 1202 AI92 Missing cells S92, V92, Y92, AB92, AE92 in formula 1005 No errors noted 1008AA No errors noted 1008AB No errors noted 1008AC No errors noted 1008AD No errors noted 1008AE No errors noted 1008AF No errors noted Identified errors have been corrected and Amendment 1 (A0001) to attachment L-2 has been issued.
75 Section E Tug and pilot services Should the offeror include twelve movements for each OPC or twelve movements in total for all OPCs? The offeror propose clarifying this requirement to be no more than six movements per construction CLIN.
The offeror shall include tug and pilot services for twelve movements for each OPC in their proposal per E.6(a)(5).
76 Part IV - Representations and Instructions, Section L - Instructions, Conditions, and Notices to Offerors Page L-15 Would the Government eliminate the copies of the qualifications or certifications from the 160-page count restriction for Volume 1? A compliant, comprehensie response to the Section L language entails many pages of copies of qualifications and certifications. Further, yards of varying sizes will have different numbers of certificates that would need to be included in the proposal. A qualification, certification, and resume appendix has been created and is excluded from the page count. See L.12.
77 Clause H.49, Security Deliverables This clause notes that the Contractor will be required to control and handle FOUO information during contract performance. Will all information that is FOUO be marked by the USCG as such before being provided to the Contractor, and at what point in the solicitation process will the USCG clearly identify all contract deliverables that are expected to be designated as FOUO, sensitive, or other types of controlled unclassified information? The USCG has already identified all FOUO information required for proposal preparation and marked the information appropriately. Any additional FOUO provided to the contractor after award will also be appropriately marked.
The contract deliverables are to be delivered in accordance with J-5 Section 1.0 and J-7 Section 1.0, "Per Section H of this contract, data delivered under this contract that contain technical data are subject to the restrictions of the Arms Export Control Act (Title 22, U. S. C., Section 2751), and shall be marked with the appropriate ITAR Control Statements.Unclassified/Limited Distribution documents shall include the appropriate destruction statement in accordance with COMDTINST M5260.6.All pages of each delivered electronic file shall contain these necessary markings or a notice indicating where in the electronic file the markings are located (e.g. See Restrictions on Title Page)."
| 78 | Paragraph C.12(a) | Paragraph C.12(a) states that the USCG “intends to obtain the technical data needed for the procurement of future OPCs if necessary in a ‘build to print’ environment.” Technical Data historically delivered to the Government for detail design and production contracts include, but are not limited to, all ship and ship system/subsystem design drawings, diagrams, calculations, production 3D models, production drawings, production jigs/fixtures/tooling drawings, production installation procedures, test procedures, test reports, parts lists, purchase specifications, and technical manuals. Is there any additional data not identified in the preceding sentence that the USCG expects to receive to satisfy its “build to print” requirement? There is certain information that is not necessary for a follow builder to construct the ship and would be proprietary to the prime contractor. Can the USCG confirm that the Optional Technical Data required in a “build to print” environment does not include any items that are specific to the proprietary work processes of the Contractor’s shipyard or would not otherwise be applicable to the construction of the OPC in any shipyard other than the Contractor’s shipyard? | J-28b Column J in Tabs 2 and 3 indicate which CDRLs the Government requires for a follow on competition and sustainment. For the CDRLS marked for recompete the Government desires Government Purpose Rights. J-28b Tab 4 is designated for CDRLs that are considered contract adminitration data as defined in J-28a(c)(3). |
| 79 | Section I, 52.232-16 Progress Payments | The Progress Payment clause incorporated on the FFP LLTM CLINs only allows 80% of cost to be billed until definitized. Material will be delivered well in advance of ship delivery. Please confirm that the USCG considers the FFP LLTM CLIN to be definitized at equipment delivery to the shipbuilder. | The terms, specifications, and CLIN prices for the OPC Stage 2 contract will be agreed upon before performance begins therefore the OPC Stage 2 contract to include LLTM CLINs will be fully definitized. |
| 80 | Tech Library | When does the USCG plan to provide a final technical library document drop (including but not limited to test procedures and technical library document updates)? What additional documents will be provided upon award? | The Government will provide an updated technical library of the contents identified in J-20 upon contract award. Currently, the Government does not anticipate providing additional information during the RFP phase other than those currently listed in J-20. |
| 81 | Attch J-4, DD SOW, paragraph 095-410.1.2 | When will the Government make available the SIM/STIM that is GFE? |
The Government will not be providing SIM/STIM software or hardware. The Government will consider and may approve any request submitted via contract letter for the use of SIM/STIM as part of the test process.
| 82 | Attch J-6, CON SOW, paragraph 400.2.6 | Please provide the list of INCO fixtures that will be provided and by whom? If they are GFE, please update the details in the Sked A-C and include the planned delivery dates. | CON SOW (J-6), 400.2.6 states “Utilize Installation and Checkout (INCO) kits and Installation Aid Fixtures (IAFs) provided for C5I consoles, racks, and equipment for installation of support services and equipment.” OPC Stage 2 Schedule C, List of Government Furnished Information (J-11), SKED C, lists the various installation kits that will be provided with Government furnished equipment. Additional details of Government furnished installation kits and installation aids can be found in the documents listed in the SKED C. Installation kits and installation aids for Contractor furnished equipment will need to be identified and provided by the selected manufacturer. CON SOW (J-6), 400.2.6 will be modified to clarify the requirement. |
