How many central boiler and cooling plants are maintained at the CDP Facilities? Of those, how many are not maintained by BAS and require round‐the‐clock monitoring at two‐hour intervals?
Currently there are six (6) central plants. All six are either monitored by BAS or meet the requirements for alarm notification.

How many Wastewater Treatment Plants for the COBRATF require routine maintenance? Are these plant(s) maintained 24/7 with at least one WW Treatment Operator?
There is currently a central plant at the COBRA Training Facility (CTF) which requires routine maintenance and monitoring. The requirements for the maintenance and monitoring are outlined in PWS section 7.4.9.

If yes, would the Government please advise which assets on those 41 other pages the Contractor will maintain, so we may factor that into our workload data.

Attachment H (GFE) and J (Equipment Maintenance requirements) of the PWS lists 194 refrigerators and 562 refrigerators, respectively, that the contractor must maintain.
Can you explain the disconnect between these numbers, as well as advise whether they are full‐sized, or mini fridges often seen in commercial hotels? We would also like to know the manufacturer and model numbers of all of the assets we must maintain to help plan our preventive maintenance program. Also, is there any historical workload info so we can estimate how many labor hours are necessary to properly maintain these refrigerators?
All refrigerators listed for Buildings 19, 21, 28, 171, 210, and 294 are hotel style/size refrigerators. All other listed refrigerators vary in capacity and use.

Section 1.11 of the CBA references an Employee Handbook. Is there a handbook we should be receiving or is the employer responsible for creating one? If one exists, please provide.
Any information necessary to submit a proposal is included within the solicitation or Section J, List of Attachments. During the Phase‐In period, the awardee should be able to obtain a copy of the Employee Handbook as needed. The employee handbook would be a contractor responsibility for their own company, but any available information needed to support the contract will be made available post‐award.

Section 1.16, Federal Enclave Guidelines
The state of Alabama is a Right to Work state.
Section 1.16 states union membership as a condition of employment. Is it exempt from Alabama statute because it is a military installation?
CDP is a federal facility (it was formerly a military installation) and is subject to Federal Acquisition Regulations (FAR) as it pertains to the National Labor Relations Act. The Act encourages collective bargaining and protects the exercise by employees of their freedom to associate, to self‐organize, and to designate representatives of their own

Please clarify what this section, Section 2.6, and specifically, "no reduction," is referring to. It appears as though this would apply to grandfathered employees, but it's unclear what the impacts would be on the Offeror.

Please clarify the statement in Section 3.3 of the CBA regarding a holiday worked during PTO. Do employees receive pay for both the holiday and PTO on the same day?
An employee should not be paid for both PTO and Holiday for the same day. Also see Section 3.4 Holidays for additional information on the subject.

Such list shall also contain anniversary dates of employment on the contract either with the current or predecessor Contractors of each such service employee. The responsibility of the vending machines is not part of this contract requirement.

Will the Contractor be responsible for any other buildings on the site other than those detailed in the RFP? In other words, can other tenants on site request services from the awardee, or is the understanding that the awardee will be solely responsible for only the buildings listed in the RFP, plus any additional buildings added to the scope through future build/renovations under CDP only?
The awardee is only responsible for those facilities outlined in the RFP and its attachments.

Additionally, Attachment H details an extensive list of GFE the Contractor can use. Would the Government please provide further clarification regarding the Contractor's responsibility for tools, supplies, and equipment.

Qu 39: PWS & Attachment S “Recycling Locations”
64 7.19, Recycling Services
Recycling requirements were not covered during the site visit and there is no data supporting this requirement other than the types of material the Contractor is required to collect per the PWS and the number of containers given in Attachment S. In order for Offerors to estimate the cost to self‐perform or subcontractor, please provide workload data such as the type and volume of items to collect, the size of the available containers, and the historical frequency by location. In addition, please clarify that if the Contractor collects recycling and disposes of recyclables off site, any revenue generated from the Contractor's labor will need to be credited back to the Government monthly.
The cost of recycling is reimbursable. The cost of such (as approved by the CO or the COR) will be invoiced to the government and reimbursed from funds from the ODC CLIN.

7.1.1, Parts, Material and Supplies
Para 7.1.1 states: "The Contractor shall provide new or factory reconditioned parts and components when providing maintenance and repair as described herein...When disputes arise concerning material, equipment, and components selected for work items already accomplished, the Contractor shall, at no cost to the Government, remove, replace, and/or rework material, equipment, and components

7.1.1, Parts, Material and Supplies
Please provide workload data to determine how many bulbs and/or other lamping materials are inspected and/or replaced per year. As for all internal and external buildings on this contract, re‐lamping may be a significant workload factor to consider when estimating staffing. We have reviewed Attachment J, but everything in this attachment is listed as "NO" in the "Service" column far right. Please clarify what this means, and whether the lighting in this attachment is what was intended to be serviced per Section
7.1.5 of the PWS.
Most interior and exterior lighting at the CDP has been updated to LED’s. Replacement of lamp and fixtures will be on an as needed basis. Lighting is intended to be serviced.
Qu 42: PWS & Attachment J “Equipment Maintenance Requirements”
7.1.5, Re‐Lamping
Section 7.1.6 lists 12 separate areas the Contractor is responsible for maintaining and replacing components of therein. However, there is no workload data to guide Contractors as to the mix of skilled labor required to fulfill these 12 areas. Would the Government provide the square feet (SF) of concrete areas; number of stairways; amount of windows, doors, screens, shutters, venetian blinds; SF of interior wall systems Contractor required to replace if
PWS sections 7.1.6.1 through 7.1.6.12 are examples of areas and expected maintenance.

7.2, General Requirements and Procedures for Service Call Work
Please provide the number of work orders per priority level (based on Attachment I classification) per year for a minimum of the previous three years, including after hours, to enable Offerors to staff appropriately for after‐ hours needs. We have reviewed Attachment Q;
but the year is not indicated and it's unclear if "CDP" includes all of the buildings except COBRATF or only the CDP. Also, using the first graph as an example, there's no clear way to distinguish what the 432 work orders in May were for. Only 10 were listed as Priority 1 and 2.
Does that mean that 422 were Priority 3? It appears there were approximately 105 work orders (by category) in May for COBRATF. The difference between 105 and 432 orders makes it difficult to use this data to support staffing estimates.

7.7.1, Elevator Maintenance
Are there existing service/maintenance contracts in place with vertical transportation equipment (VTE) elevator vendors that the awardee will have to adopt? If not, are there any unique requirements the awardee will need to consider in selecting a VTE vendor for annual or other inspections?
All Elevator Maintenance requirements are outlined in section 7.7 of the PWS.

Repair of Laundry Equipment and Small Appliances; 7.24.6 ‐ 7.24.8
During the site visit there was mention of a larger commercial laundry facility where the Contractor washes the linens. Please verify O&M requirements for washers/dryers, and monthly workload average in maintaining both residential and commercial washers and dryers.
Also, in efforts to properly staff the laundry workload, can the government provide monthly laundry workload by weight, including the cloth napkins for the dining facility.
Maintenance and repair of laundry facilities is outlined in section 7.9 of the PWS. Workload varies according to student load.
Qu 46: PWS 53 – 54 7.11, Painting/Staining
What workload data is available to indicate the frequency and/or amount of painting/staining requirements? Also is this type of work part of the FFP of the contract, or is it reimbursable in labor and materials?
The Government does not maintain records that would indicate the frequency and/or amount of painting/staining requirements.

What is the Government's intent for the $7,500 designated for ODCs in the Phase‐In CLIN?
The $7,500.00 is to cover any necessary expenses such as new awardee travel (in accordance with GTR) to be on‐site at CDP to review job requirements (or Kick‐Off meeting (PWS Para 1.7)). In addition, it will cover expenses necessary in meeting any

Qu 49: Solicitation 16 – 20 B.2 Cost/Price Schedule, CLIN 0002, Other Direct Costs
All Base/Option years have a NTE amount for ODCs. The description lists equipment which is largely, if not entirely, Government‐furnished.
Would the Government please detail specifically what ODCs will be reimbursed through this
CLIN?
As noted in on page 85 of the RFP, within L.3 Proposal Preparation Instructions, Section C “Business Proposal Instructions (Volume 2)”, Other Direct Costs include, but are not limited to, materials, expendable and non‐ expendable equipment, supplies, temporary subcontracts or labor costs, and fully burdened overtime direct labor costs, as well as the proposed applicable G&A rate/Subcontractor/Handling Fee rate applied to those applicable other direct costs. It is additionally noted on page 85 of the RFP, within L.3 Proposal Preparation Instructions, Section C “Business Proposal Instructions (Volume 2)”, that actual other direct costs may vary, and the obligated amounts are subject to unilateral change by the Contracting Officer.

Qu 50: Solicitation 16 – 20 B.2 Cost/Price Schedule, CLIN 0002, Other Direct Costs
Temp Labor and Temp Labor Overtime are listed as two possible uses of the CR ODC CLIN. It appears that, given the demanding lodging requirements, staff and managers alike will be expected to work overtime hours. Please provide historic workload of overtime hours per functional area so that all Offerors have a fair and equal understanding of the (averaged) total annual hours needed to complete the PWS requirements to the extent expected by the Government. We understand that each Offeror is expected to propose staffing based on its own estimates, but all Offerors need to know how many hours are expected in order to complete the specified tasks.
Overtime pay is reimbursed by a separate ODC CLIN other than the FFP CLIN.
Qu 51: Solicitation 16 – 20 B.2 Cost/Price Schedule, CLIN 0002, Other Direct Costs
Please confirm that CLINS 0004A, 0004B, 0004C, 0005, 0006 (and associated Option Years CLINS) are not to be priced, given that they will be incrementally funded as needed.
These CLIN's are provided with Training Partners and Other Training Partners when their students attend training. Those cost are based on the lodging rates and these ODC CLIN’s will be incrementally funded as needed.
Qu 52: Solicitation 16 – 20 B.2 Cost/Price Schedule, CLIN 0002, Other Direct Costs
Please explain the rationale for quantity in CLINS 0003 (22) because it is unclear why there would be a qty of 22 in the base year for FFP services.
The incumbent contractor, HME Inc, is responsible for full performance under their current contract until the Phase‐In period for the new awardee ends on 7/31/2024. Due to this overlap, there will only be 11 months of performance remaining for the new awardee for the Firm Fixed‐Price (FFP) CLIN 0003 of the Base Year Period of Performance.

As the FFP CLIN may be invoiced for twice per month, (2 EA per month x 11 month Base Year Period of Performance) equals the quantity of 22 EA for CLIN 0003.

Please provide more information about the requirements to maintain the U.S. flagpole, including number of flagpoles, required services, and frequency.
It is the expectation that the offeror will know the maintenance requirements of various systems. It is up to the offeror to determine their best response(s) to the government’s PWS/RFP requirements.
Qu 54: PWS 2
1.1 Scope, Item P., Lightning Protection System
Lightning protection rods were noted on every building during the site visit. Please provide more information about the requirements for the lightning protection system, including required services and frequency or other instruction or data to enable Offerors to develop proper staffing estimates.
It is the expectation that the offeror will know the maintenance requirements of various systems. It is up to the offeror to determine their best response(s) to the government’s PWS/RFP requirements.
Qu 55: PWS 44 – 45 7.4.5, Plumbing Fixtures
There are an assumed large amount of plumbing fixtures (sinks, toilets, basins, lavatories, hose bibs, etc.). Please provide a detailed list so that Offerors can accurately analyze for proper staffing.
The number of plumbing fixtures (sinks, toilets, basins, lavatories, hose bibs, etc.) and their locations vary throughout the CDP campus. Regardless of the amount of fixtures, maintenance and repairs are reimbursable through ODC's
Qu 56: PWS 45 – 46 7.4.8.4, Wastewater Treatment Sampling
Regarding wastewater sampling, what is the average frequency for the collection of two samples and analysis at the onsite chemical laboratory as well as the associated 5 copies of results furnished to the COR? Who is responsible for the cost of laboratory analyses?
Frequency varies based on training load. The laboratory analysis is reimbursable through the ODC CLIN. The cost of such (as approved by the CO or the COR) will be invoiced to the government and reimbursed from funds from the ODC CLIN.

Nor does it provide average service calls for Lodging, Vehicle Maintenance, and other non‐maintenance service workloads such as Janitorial Services, Mail Pickup and Delivery, Inbound and Outbound Shipments, Moving Services workload by month, etc. This workload data is critical for Offerors to determine how to staff this contract with the right amount of professional tradesmen, general maintenance workers, plumbers, electricians, and general administrative personnel.
