Please clarify how Offerors are to demonstrate Past Performance. Does the Government wish for Offerors to self‐evaluate their performance and/or present evidence of their performance
In both Section L.3 and Section M.4 of the RFQ it states: The offeror shall address: (1) Quality of Services provided, (2) Cost Control,
(3) Schedule/Timeliness, (4) Management, Instructions/Content (Volume 1), Section 6 ‐ Past Performance (Volume 1) in the areas of quality, cost control, timeliness, management, and business relations / customer service? This section does not require Offerors' customers to complete Past Performance Questionnaires or require Offerors to provide CPARS. Should Offerors cite CPARS ratings in their past performance summaries?
and (5) Business Relations. {These items should be discussed for each Past Performance example provided {if the items are applicable to the that specific Past Performance example.} Also, Pages 93 & 94 of the RFP “Technical Proposal Evaluation Factors: Factor 6 – Past Performance” states that offerors may cite “such as CPARS”. As stated on RFP Page 93, the Government will consider the merits of the Offeror’s past performance for the experience projects provided under Factor‐4 (Corporate Experience) based on the feedback provided by project points of contact, if any, and Government databases, “such as CPARS” and any other information readily available.
Further, on RFP Page 94 it is stated that “The Government will not restrict its consideration of the quality of past performance to the information provided by the offeror and, when evaluating past performance, the Government may consider any additional information available, such as information available in CPARS.”

As stated on Pg 83 of Section 4 – Corporate Experience: Greater consideration will be given to the experience of the prime Offeror serving in the role of a prime contractor. However, information may include the relative experience of a predecessor company (resulting from mergers and acquisitions); major subcontractor(s) (defined as a subcontract with a total value greater than $750,000 over the life of the contract); Contractor Team Arrangement/Joint Venture (FAR 9.6) or an Offeror's parent or affiliated companies (where the Offeror's proposal demonstrates that the resources of the parent or affiliated company will affect the performance of the Offeror). It will be up to the Offeror to decide on their experience examples. but that experience example has to show how it (a parent company or an affiliated company) affected the performance of the Offeror (ie Offeror’s example).

6.0, Performance Requirements
Adjustment of Contractor Staffing During Non‐ Operational Periods: Given the specified periods within the year where training is not scheduled at the CDP Facility—namely, two weeks during the Christmas season, the week of July 4th, and the week of Thanksgiving—could you provide guidance on the anticipated scheduling for contractor personnel during these non‐ operational periods?
During the four (4) weeks identified in Section 6.0 of the PWS that do not have scheduled trainings, the only personnel that would not be working would be housekeeping in the lodging area. As no students attend training during these periods, there is no housekeeping service requirement. All other maintenance operations continue as normal.
Qu 7) PWS 13 – 14 1.5, Phase‐ In/Orientation Period
Can the Government elucidate the process by which inventory within the maintenance shop is transitioned from the incumbent contractor to the successor? Additionally, will there be an option for the new contractor to purchase existing inventory?
The transfer of Government Furnished Equipment (GFE) inventory is facilitated through the Asset Management branch of the Center for Domestic Preparedness (CDP). All existing inventory will be reassigned to the successful offeror and signed for by the appropriate Property Management designee.
Any equipment purchased by the successful offeror (as agreed to by the COR) will be charged to the contract, reimbursed to the contractor through billing and becomes the property of the CDP.

In regard to the financial responsibility for repairs and replacements of various equipment and/or parts, could the Government clarify the specific dollar threshold delineated in the Performance Work Statement (PWS) that defines the limits of contractor and FEMA
Only repairs required due to the negligence of the contractor are the financial responsibility of the contractor.
